The close relatioship betwee regioal logistics system ad ecoomic system reflects ot oly the iteractio betwee the two systems directly, bt also the coctios ad coplig amog the iteral elemets i the two systems. From a higher poit of view, regardig the two systems as a ified complex large system, the descriptio ad aalysis for iteral strctral are more clear, ad the system mltiple feedback pheomeo of variables ca be dealt effectively. I this backgrod, as the research obect, the comprehesive evalatio model has bee established to evalate the coplig developmet validity of regioal logistics-ecoomic systems. 2. ANALYSIS OF ORDER PARAMETER FOR RE- GIONAL LOGISTICS-ECONOMIC SYSTEMS RLES is a large, ope ad orgaic system coordiated by the regioal logistics sbsystem ad regioal ecoomic sbsystem. They promote, restrait, coplig dyamic, for the co-evoltio of logistics ad ecoomic [7]. Accordig to Syergetics, i the phase of trasitio poit, the iteral variables of system ca be divided ito two categories, fast ad slow relaxatio variables. The slow relaxatio variable, the order parameter of system is the foremost variable which determies the trasitio process. The key factor from disorder to order is the syergies actio amog the order parameters withi the system, which affect the featre ad law of phase trasitio [8]. The coplig developmet degree ca measre the degree of syergy. It characterizes the stregth of order parameters i the process of iteractio syergies. EVALUATION MODEL FOR COUPLING DEGREE OF SYSTEM By costrctig evalatio model coplig ca aalysis ad evalate the coplig treds of system. Throgh aglicizig the coplig mechaism, a theoretical basis ca be provided to costrct a scietific ad ratioal system coplig developmet model. Firstly, the coplig degree of sbsystems determied. The, the coplig ratio of each sbsystem is compared. If the coplig ratios of the sbsystems have similar growth rate, the system achieve the coplig developmet. If coplig developmet degree is higher, the developmet process is more optimizer. O the cotrary, it shows that the system does ot realize coplig developmet, or at a low level of coplig developmet. 3.. A set of evalatio criteria is eed to measre the coplig developmet level ad state. Accordig to the coplig developmet idex, the coplig developmet process is divided ito low coplig, atagoistic, break-i ad high coplig. The specific criteria are show i Table 2. 4. EMPIRICAL ANALYSIS Heilogiag Provice is the base of heavy idstry ad foodstff. Ad it is a importat part of the Northeast Asia ecoomic zoe ad a importat ode i the Northeast regio ad atioal logistics. The actal data from Heilogiag Provice have bee to sed to estimates the coplig degree ad validate the model ad calclatio methods. 4.. Raw Data Processig ad Weight Calclatio Relevat data of 0 years (2003 to 202) ad 0 idices have bee collect, accordig to the statistical yearbook of Heilogiag Provice. To determie the best ad the worst vale is critical, becase these two vales represet the pper ad lower limit. Heilogiag Provice is derdeveloped area, the logistics idstry is lower tha the atioal average. The developed area of Shaghai idices has bee selected as the best vale. The 2003 vale of idices from Heilogiag will be the lower as a startig poits for aalysis. Specifically idices vales are listed i Table 3. CONCLUSION Reslts of the empirical aalysis sggest that the costrcted evalatio model for the Heilogiag Provice Logistics-Ecoomic coplig developmet is i lie with the obective reality of the sitatio. It idicates the overall model ad calclatio method is effective. Therefore, this method ca be frther sed for other provices or regios to evalate the coplig developmet degree.
