Luna County Position Description Position Title: Detention Health Services Administrator POSTED: Thursday, 10/8/15 @ 8:00 a.m. CLOSES: Thursday, 10/15/15 @ 5:00 p.m. Salaried(Y/N) : N Department: Detention Center Salary Range: 46 (Min $47,398.00 Supervisor: Detention Director Mid $59,254.00) Shift: 8:00 AM 5:00 PM Location: County of Luna Direct and manage the Medical/Mental Health Unit to include, fiscal responsibility and day-today management of staff. Works in conjunction and coordination with the contracted physician, nurses, mental professionals, and psychiatrist to perform health care needs, including sick call and emergency care evaluations, of inmates incarcerated within the Luna County Detention Center (LCDC). DISTINGUISHING CHARACTERISTICS The Health Services Administrator receives direction from the contract Physician and Detention Director or designee. They are responsible for planning, directing, coordinating and supervising the delivery of healthcare. Included in this is responsibility for budgetary and fiscal matters, patient care, and laboratory and pharmacy operations within the Luna County Detention Center. SUPERVISION RECEIVED AND EXERCISED General supervision is provided by the Detention Director. Duties: The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. ESSENTIAL AND MARGINAL FUNCTIONS Supervises all medical staff (LPN s, Medical Officers, Medical Office Specialist, etc.), dental and medical independent contractors, mental health professionals, etc. assigned or contracted by the Detention facility. Actively participates in cost containment measures. Works in conjunction and coordination with the contracted Physician to perform health care needs, including sick call and emergency care evaluations, of inmates confined within the facility. Manages the medical/mental health contract according to the agreed-upon terms and conditions of the contract. Responsible for maintaining goals and controlling all expenses to ensure fiscal responsibility is achieved for Luna County. Manages the health services program based on goals and objectives of the Luna County Detention Center. Maintains confidentiality and security of health records and medical information in compliance with HIPAA requirements. Assists in the development, implementation, monitoring and annual review of health care policies and procedures within the assigned correctional facility. Evaluates and recommends methods of improving operational efficiency. Prepares or participates in performance management/performance review plans with all direct reports on a timely basis, with support from management. Ensures appropriate licensure and certification is maintained on all medical, mental health and dental professionals. Ensures that the medical unit is in compliance with all applicable federal, state and local (if applicable) health care standards for Detention facilities. Responsible for client relations on a day-to-day basis. Maintains frequent communications with management, Shift Lieutenants and assigned detention facility staff as well as inmate patients. Maintains awareness of security and safety regulations and procedures at all times and trains all medical staff in proper security and safety practices. Must be on call at all times to respond to staffing or administrative situations within the correctional facility. Respond to medical emergencies within the required 4 minute time period and administer the appropriate medical care. Must be on call at all times to respond to medical situations within the Detention facility. Capable of giving CPR instructions and able to take charge in a CPR emergency and will also be responsible for using AED equipment. Must either be certified or capable of being certified as a CPR trainer and responsible for all CPR training for detention staff. Ensures that Chronic Care and Wound Care Clinics are maintained per LCDC policy and protocol. All duties are performed in accordance with the New Mexico Nurse Practice Act, NCCHC Standards, Federal Detention Standards, New Mexico Adult Detention Standards, US Marshal Service Protocols and LCDC Policy and are done under general supervision of the Contract Physician. Participates and helps to review admission medical histories and appropriate physical exams on all new detainees and identifies special medication, housing or medical appliance needs. Directs detention staff members to pass medication in accordance with appropriate policies, procedures and laws. Cares for inmate patients in accordance with the NM Nurse Practice Act, NCCHC Standards, Federal Detention Standards, New Mexico Adult Detention Standards, US Marshal Service Protocols and LCDC Policy. Ensures appropriate medical follow-ups by the contract Physician, off site providers, and/or other medical personnel. Changes wound dressings following physician or other medical practitioners orders Documents and notifies the physician, Detention kitchen personnel, detention special management staff of special housing, dietary needs and medication requests. First responder to emergency calls within and around i the facility. Develops procedures and assigns work tasks to improve efficiency. Performs additional duties as assigned. Gives injections to staff and inmates when so directed by the contract physician. Participates in committees that assure quality control outcome analysis, and updates written protocols for lower level staff members to follow, as directed. Responsible for knowing and abiding by all County and department policies and procedures. Works with the Luna County Human Resources and Payroll Director in accordance with the Luna County Drug and Alcohol Policy, ensuring the Medical Officers are trained and certified in the U/A process for pre-employment, random and reasonable suspicion drug screens. Train subordinates in all phases of medical requirements Relationships and coordination exist with Detention personnel and with management. Required reports and records are accurate, complete and timely Provide accurate information on medical issue that affects the Detention Center, to assist in management decision making. Tasks complete with full attention to detail Quality of decisions made in utilizing independent judgment Qualifications: EXPERIENCE AND EDUCATION Any combination of education and experience that would likely provide the required knowledge, skills, and ability is qualifying. A typical way to obtain the knowledge, skills and abilities would be: Experience: One year of corrections experience in a detention setting is desirable. Bilingual in English and Spanish is preferred. Education: A Bachelors degree in healthcare administration or related field or Licensed Registered Nurse and a minimum of two (2) years of management experience working in a healthcare facility or detention medical unit. Certificates, License, Registrations: Licensed in New Mexico as a RN or higher Certified CPR/FIRST AID/AED as a trainer Special Qualifications: Willingness to work within a correctional facility is required. Persons employed in this position must be willing to work odd, irregular and/or rotating shifts, holidays and weekends.
