SHORT TERM TRAINING COURSES IN REGULATORY AND CONTACT NEGOTIATION SECTOR In the era of regulation of electricity there is an urgent need of specialized training at all levels to appreciate, understand and respond to the needs by generation, transmission, distribution companies, government officials and regulatory personnel. IIT Roorkee in association with the experts in the field drawn from Government, regulatory bodies, consultants, trading company, individual experts is organising these programmes to give the best in technical, legal, managerial; contract and economic aspects of electricity regulation. Following training programme are being organized at IIT, Roorkee. Regulatory Regime - Challenges and Constraints: April 30-May 1, 2007 Objectives Professionals in the power sector who were trained to maintain vertically integrated utilities are required to work in a deregulated environment which has been undergoing many changes. The objective of this training programme is to broaden professional base of the executives for improving the performance of their agency in the new competitive world by introducing regional and international experience in the management of utilities. Contents : The course shall cover following: International experience of regulatory practices Review of Indian regulation prevailing practices Does independent regulation exist in India? Pricing issue relating to open access, captive use, third party sale marginal cost, risk analysis, bulk power, purchase and sale. Transmission pricing related issues Independent grievance redressal system Preparedness for regulatory regimes

Technical Regulations in Electricity Sector: May 21-23, 2007 Objectives The aim of the course is to improve the knowledge of participants on technical regulatory inspection including power sector project appraisal, environmental monitoring, reporting requirements for utility, protecting customers interest, resolving disputes and complaints, and also, Licensing/Certification of electrical professionals. A brief introduction to the other technical regulation practices adopted in several significative countries will also be discussed in this course. After completion of the course, one can develop their own action plan to create appropriate procedures and to implement in the agency. Contents : The course shall cover following: International experience of regulatory practices Review of Indian regulation practices Customer behavior Performance standard Technical inspection Licensing Performance monitoring and enforcing compliances Role of IT in power sector Issues in bulk purchase contracts Public private partnership

Economic Regulations in Electricity Sector: June 7-9, 2007 Objectives The objective of this training program is to obtain a common level of knowledge about electricity market issues. The program will cover all the important aspects of economic regulations of electricity sector ranging from Pricing Methodology, Tariff Setting, Demand Side Management, Policy Framework / Drafting approaches to Negotiation Skill, Performance Standard Settings and Evaluation Techniques. The course starts from basic introductory material but it also aims at covering the major subjects of economic regulation at a level of depth that meets the professional needs of staff in regulatory institutions and in energy companies. Contents : The course shall cover following: International experience of regulatory practices Legal policy and Indian regulation practices Project appraisal Tariff formulation Yardstick regulation Leadership Organisational behavior in India Implications of recent judgments of higher courts/tribunals

Regulation in Electricity Sector: (with specific reference to Renewable Energy): June 18-23, 2007 Objectives The continued growth of the renewable energy industry has been influenced by the competition in energy market. Demands for cheaper power in the short term would likely decrease demand for renewable energy and hence there is a need to make provision in the electricity restructuring legislation in order to breathe new life into this industry. Beside this, we have responsibility to develop energy usage patterns that will minimize damage to the environment. The objective of this course is to make participants aware about regulatory reforms in power sector, policies for promoting renewable energy in regulatory environment, market development, economic incentives Contents : The course shall cover following: International experience of regulatory practices Review of Indian regulation practices Performance appraisal evaluation and monitoring Performance standards Techniques of tariff formulations Transmission pricing Communication techniques Public private partnerships Labour issues Demand side management Load management and technical and commercial losses and reduction Mock exercise of regulation practicing like public hearing, general procedures

Management in Electricity Sector Regulation: July 5-7, 2007 Objectives The course is design to enhance the management skills required for implementing policies and managing sustainable regulatory systems in electricity sector. This program is intended to train the team leaders, department and service heads of Regulating Agencies and Utilities to enhance their effective human, financial and performance management, and also for building professional relationship with Regulatory Office and Utility executives. The course fee covers the boarding/lodging, training expenses, literature etc. The accommodation is arranged in the Guest House of sponsored courses of Continuing Education Centre and Khosla International House. About IIT Roorkee: The Indian Institute of Technology Roorkee (IIT Roorkee), the successor of the University of Roorkee is the oldest technical institution of the country. This oldest seat of learning in technical education, the youngest IIT in the country, offers 10 undergraduate programmes leading to Bachelor s degree in different disciplines of technology and architecture and 62 post-graduate programmes in specialized areas leading to Master s degree and PG Diploma in technology, architecture, science and management. The Institute has about 360, faculty engaged in teaching and research, but also offers its expertise through consultancy services to private and public sector industries as well as to various government agencies. The Institute has about 1700 undergraduate students, 1400 postgraduate students, and nearly 600 Ph.D. students. Out of these, approximately 280 students are from several developing countries of Asia and Africa. IIT, Roorkee has a rich experience in training the candidate/ officers especially from African Countries for the last fifty years. Alternate Hydro Energy Centre an academic centre of IIT, Roorkee has conducted over about 18 two weeks duration international training courses with 20-30 exclusive participants from Africa and Asian countries recently including 3 international and 8 national training courses on Electricity Regulation and Distribution Reforms related area. Number of Seats: There are only 20 seats in each Programme. Accordingly, the participants are advised to send their nominations at the earliest. The admission will be granted on first cum first basis. Venue: The course will be held at Indian Institute of Technology Roorkee (Uttaranchal), India. Roorkee is about 180 km North of Delhi and has a number of academic and research Institutions. It is connected by road and rail from Delhi. The nearest international airport is in New Delhi. A large number of interstate buses Ply from Delhi to Roorkee on way to Haridwar (31 kms from Roorkee) and Dehradun (75 kms from Roorkee). Roorkee is also connected by rail from Delhi and other important towns.

Travel: The nominating organization(s) or the participant(s) shall bear all expenses on travel from their home town to Roorkee and return. The organizer and sponsor would not have any responsibility for risk of illness, accidents and loss of property incurred by the participants. Participants are strongly advised to insure themselves for such risks. Participants should be in good health, proficient in English reading, speaking and listening. The participant(s) from foreign countries shall have to bear all expenses on travel from their home town to Delhi International Airport and back. However, their travel from Delhi Airport to Roorkee and back of to Delhi airport shall be arranged/met by host institution on the receipt of the confirmed programme well in advance.
