Public Policy, Public Administration and Global Affairs Graduate Programs

message from the Dean The Middle East remains at the epicenter of global political, economic and social interests, even as the region itself undergoes many formidable transformations. The region s importance and the many challenges it faces have greatly increased the demand for well-qualified and highly committed individuals with the skills and determination to build a more promising future. The School of Global Affairs and Public Policy provides students with the opportunity to acquire this unique and valuable set of skills and qualifications by pursuing one of the various degree programs offered by the Department of Public Policy and Administration (PPAD). A rich academic foundation is provided in the programs with hands-on, practiced experiences. A fundamental aspect of these programs is their emphasis on interdisciplinary research and communication, which are vital to the development of effective and well-informed policymakers. Students at PPAD are educated and trained to become the effective leaders needed domestically, regionally and internationally. message from the Chair The coming era of reform in Egypt and the Middle East is going to be an exciting process, but by no means an easy one. Students and policy professionals that are committed to change and can bring the right tools and knowledge to address the region s challenges will find many doors open to them. These individuals may choose to work inside governments that are newly committed to change, as advisers, managers and innovators. Alternatively, they may join the burgeoning community of analysts and activists who are fostering new ideas and holding the government responsible for its promises, or they may find that elective office at the local or national level offers them a chance to shape reform from the ground up. The means to acquire such positions requires more than commitment; it requires the analytic and managerial skills that students gain in our programs and develop by working on real-world problems with our faculty of experienced international professors. Nabil Fahmy Dean School of Global Affairs and Public Policy Hamid Ali Chair and Associate Professor Department of Public Policy and Administration

Accreditation The Department of Public Policy and Administration has submitted self-study reports for accreditation of its flagship programs, the Master of Public Administration (MPA) and the Master of Public Policy (MPP), by the Network of Schools of Public Policy, Affairs and Administration (NASPAA). NASPAA is the global standard for public affairs education. The department is expecting a visit from an NASPAA team. The department is currently a member of the International Association of Schools and Institutes of Administration (IASIA). The mission of the IASIA is to strengthen administrative capacity-building around the globe, advance excellence in public administration education and training, and conduct, discuss and disseminate cutting-edge scholarly research and smart practices on governance and administration. PPAD is also a founding member of the Association for Middle Eastern Public Policy and Administration (AMEPPA). The goal of AMEPPA is to advance peace and prosperity in the Middle East through sound governance. The association is committed to developing local, regional and global networks that will support the advance of public service activities within the Middle East. The Eduniversal ranking agency annually publishes an official selection of the Best 1,000 Master s Degrees in more than 150 countries in the world. The purpose of this selection is to offer students a reference that reflects the international dimension of each school, and therefore enables them to make the right decision regarding the choice of their future school. In 2013, Eduniversal ranked PPAD s Master of Public Administration third in Africa.

Quotes from PPAD Alumni This program opened new doors for me, allowing me to follow my passion and to pursue a PhD degree at King s College London. Simply, PPAD is not about teaching, it is about shaping lives. Ahmed Fayed Spring 2013 Having worked in public service prior to starting my MPA, one of the most striking aspects of the program is the ability to bridge between the practical and theoretical underlying of developmental dilemmas. As students, we are able to tap into the professional expertise of academics that translate developmental solutions to policy recommendations for decision-makers. This has enriched my understanding of local institutional paradigms and fueled my engagement in poverty alleviation, which constitutes the core of my PhD research. Noura Wahby Spring 2013 Joining PPAD was the most important step in my career. The program and the department grew rapidly in the past five years and have presented a lot of opportunities. Professors were always there for us, and supported us in so many ways. Working as a teacher and research assistant helped me gain a lot of insight into academia, the career I am pursuing, and helped me develop my research and teaching skills. I was successfully admitted to the public administration PhD program in Cairo University, and being a graduate of the PPAD program presented a huge competitive advantage. Omnia Ahmed Spring 2011 I graduated from the Master in Public Policy program about a year ago, and with its new structure and specialization streams it catered for my need to specialize in an area that is seldom tackled by academic programs in the region (regulation of the private sector). The program also provided me with the skill set I require in my day-to-day job, including research, policy analysis and program evaluation. Its foundation courses provided me with the overall picture of the public policy and administration arenas, which was very beneficial, considering that all my clients are governmental authorities (public sector). The student faculty ratio is low, and I never failed to get in touch with my professors and tutors. I can strongly recommend it as one of the best programs in the region (if not the best). Mohamed Abd El Hakim Farag Spring 2013 PPAD s MGA program provided me with the opportunity to study international security from an African and Arab perspective, which culminated in a well-rounded view that has supported my research and analysis skills needed for work. This perspective not only cemented my critical analysis of international issues, but also taught me the importance of local solutions to local problems. Dalia El Fiki Spring 2014

How to apply Applicants should demonstrate a strong command of the English language and should have an undergraduate degree in a relevant field, with a grade point average of at least 2.75 on a 4.0 scale or a grade of gayyid. For the MPA, candidates with at least two years of professional experience are preferred. For the MPP, candidates should have adequate preparation in analytic methods. A personal statement demonstrating commitment to a career in the management of developmental, governmental and nonprofit organizations, the design and assessment of policies, and the implementation of reform constitutes an important part of the department s consideration of applicants. A résumé, transcript and two letters of recommendation are also required. Applicants should submit their completed applications by April 1 for fall admission or November 1 for spring admission. In some cases, applications may be considered after these dates, depending on the number of available places. Financial Support and Fellowships Yousef Jameel GAPP Public Leadership Fellowship In May 2011, AUC alumnus and renowned businessman Yousef Jameel established the Yousef Jameel GAPP Public Leadership Fellowship program with the objective of building the capacities of young, competent Egyptian nationals in the areas of public policy and administration, as well as preparing them for leadership roles in Egypt after the January 25 Revolution. By supporting 300 fellows in 12 cohorts of 25 Egyptian graduate students per year, the Yousef Jameel GAPP Public Leadership Fellowship program contributes to creating a cadre of well-educated and competent graduates who are ready to take on the responsibility of affecting positive change in Egyptian society.
