Local Development Plan Site Alternative Deliverability Report Brecon Beacons National Park Authority SALT 034 Ty Nant, Groesffordd Resubmission: Deliverable
SALT 034 Ty Nant Groesffordd (Llanfrynach) Existing use Proposed use Previous CS/DBR Number Garden Inclusion in White Land DBR-GF-A
Previous site survey Taken from LDP Settlement Assessment: Talgarth Development Boundary Review GF-A: Land adjacent Cul-de-Sac
Development Boundary Review Current use of area Are there natural Constraints to village expansion? (eg, steep hillside etc) Are there any other constraints to village expansion? (road boundary, flooding) Development immediately adjacent? Land adjacent Cul-de-Sac Unmaintained possible garden A number of various sized trees, some particularly large and unmaintained (possibly not worthy of protection). Land might be unsuitable (perhaps marshland). Slightly sloping downhill from East to West. No real constraints visible. Site has existing access from neighbouring estate. Drainage ditch running along the southern edge. Gas line? 1970s development of 18 houses to South of site. Ty Nant dwelling to the North-West. 1970s dwellings on opposite side of road to the South-East. Impact on village setting if developed? The natural extension of the existing estate would have minimal impact on the settlement. The site also falls within the existing development boundary. Opportunity for extension / infill Very logical infill site.
DEPOSIT Key Stakeholder Responses Consultee Score Comment Environment Agency CCW -1 The development site would appear from aerial photos to support a number of relatively mature trees. It is not clear that there is a housing need that would justify their removal & the local impact on landscape & biodiversity value that would result. BBNPA Ecologists Dwr Cymru Water Provision Dwr Cymru Sewerage Provision Dwr Cymru Sewerage Treatment Archaeological Trust Cadw Highways +1 Access must be via the existing housing estate as there is inadequate frontage along the class 3 road to achieve appropriate visibility standards. Trunk Road Agency Environmental Health Land Drainage +1 Standard advice-surface water from the dwellings & other impermeable areas of the site shall discharge to soakaway systems designed & constructed in accordance with BS EN 752-4 or BRE Digest 365 Soakaway design (or other best management practice-suds) Rural Housing Enabler Waste Authority +1 At this stage any sites identified for residential use will need to take account at some point of both the storage of household waste and the access of the relevant collection vehicles to service the houses. Contaminated Land Site Development Potential Analysis Score 2 Comment Community Comment Recommendation At this point only CCW have issues with the removal of trees and question the justification of impact on the biodiversity. We agree only with DBR-GF-A If a need for further development is required within Groesffordd this site would be preferential. Justification of removal of mature trees would need to be set out prior to any development. INCLUDE site as a possible affordable housing exception site.
SALT Key Stakeholder Responses Consultee Score Comment Highways Access to this plot must be via the existing estate road as the road frontage along the class III is of insufficient length to achieve appropriate visibility splays. Dwr Cymru Welsh Water Unfortunately, at this moment in time, we are unable to make an informed assessment of these potential allocations and request that your Authority provide further details of the proposals. Ecology -1 Description Back garden surrounded by hedgerows and mature trees, wooded edge to west, beyond which is the Nant Brynych stream; therefore potential for otters and bats. S42 Habitats Scrub, hedgerows, Nant Brynych S42 Species Otter, foraging bats? Protected Species Otter, bats, nesting birds? Connectivity Via hedgerows, trees and Nant Brynych Recommendations Retain hedgerows and mature trees; maintain a darkened corridor along the Nant Brynych, as well as a 10m exclusion zone landward of the riverbank, to permit scrub to develop. Brecon Beacons Park Society Ty Nant, Groesfordd. Only local needs affordable housing should be permitted in this small hamlet. If open market housing is permitted in what is in effect open countryside the primary purpose of the National Park, to conserve and enhance its natural beauty, wildlife and cultural heritage, will not be met. It would also conflict with PPW, which in section 4.5.4, states Countryside must be conserved and enhanced for the sake of its ecological and agricultural value and for its landscape and natural resources. (C1, C2, C4). Deliverability Assessment Is the site deliverable? Yes No insurmountable constraints.
