AC - 28-020 Page 2 of 6 FOREIGN AVIATION TRAINING ORGANIZATION APPROVAL (ARO) APPROVAL FOR LICENSE AND INITIAL RATING ISSUANCE 1.0 CARC POLICY. 1.1 CARC policy regarding foreign Flight Training Organization (FTO) approval for licenses and ratings issuance is subject to the market needs. 1.2 CARC policy regarding Foreign Type Rating Training Organization (TRTO) approval for ratings issuance is subject to the following condition: The market needs; or Type rating training is not available in CARC approved Type Rating Training Organization. 2.0 Foreign Flight Training Organization (FTO) Approval for License and Ratings Issuance. 2.1 Approval Requirements. (h) The market needs are beyond the capacity of the CARC approved Flight Training Organization. Foreign Flight Training Organization (FTO) is certified by ICAO contracting State. Foreign Flight Training Organization (FTO) Training syllabus is in accordance with ICAO Annex 1 requirements. Foreign Flight Training Organization (FTO) type/class rating training syllabus is equivalent to JCAR FCL 1 requirements. Foreign Flight Training Organization (FTO) instrument rating training syllabus is equivalent to JCAR FCL 1 requirements. Foreign Flight Training Organization (FTO) Flight instructors and examiners are qualified in accordance with ICAO annex 1requirements. Foreign Flight Training Organization (FTO) is FAA or EASA approved. Foreign Flight Training Organization (FTO) approval certificate will be validated in accordance with the JCAR FCL 1 certification requirements.

Copy of a valid aircraft certificate of airworthiness issued in accordance with ICAO Annex 8 requirements. A copy of a valid Flight Synthetic Training Devise (FSTD) Qualification Certificate. Copies of a valid flight instructors (FI and IRI) licenses and ratings. Copies of a valid flight examiners (FIE and IRE) licenses, ratings and examiner authorization. A copy of the approved Foreign Flight Training Organization (FTO) CPL/IR ATP integrated course syllabus. A copy of the approved Foreign Flight Training Organization (FTO) modular multi engine instrument rating course syllabus. A copy of valid Foreign Flight Training Organization (FTO) FAA or EASA approval. 2.3 Approval Conditions. Foreign Flight Training Organization (FTO) will be subject to JCAR FTO initial certification inspection. Foreign Flight Training Organization (FTO) Training conditions: (1) Applicant for the CPL/IR ATP integrated course and the multi engine instrument rating course shall meet JCAR FCL 1 training entry requirements before the start of the training; and (2) Applicant for the CPL/IR ATP integrated course the multi engine instrument rating course shall meet JCAR FCL 1 license issuance requirements before conducting the rating skill test. (3) Foreign Flight Training Organization (FTO) training report will be used for the training conducted in accordance with the FTO approved training syllabus. (4) CARC application forms and skill test reports will be used for all license and ratings issuance. (5) CARC inspector will supervise all skill tests for licenses and ratings issuance.

Foreign Flight Training Organization (FTO) shall continue to meet the approval conditions during the period of approval - 24 calendar months. 2.4 Approval Renewal. Subject to the initial approval conditions and the agreement between CARC and the Foreign Flight Training Organization (FTO), approval may be renewed subject to JCAR FCL 1 Flight Training Organization certification renewal requirements. 2.5 Approval Privileges. The issuance CPL/IR ATP integrated. The issuance of modular multi engine instrument rating. The revalidation and renewal of class rating and instrument rating for CARC flight crew license holders in accordance with JCAR FCL 1 revalidation and renewal requirements. 3.0 Foreign Type Rating Training Organization (TRTO) Approval for Ratings Issuance. 3.1 Approval Requirements. The market needs are beyond the capacity of the CARC approved Type Rating Training Organization, or type rating training is not available in CARC approved Type Rating Training Organization. Foreign Type Rating Training Organization (TRTO) is certified by ICAO contracting State. Foreign Type Rating Training Organization (TRTO) Training syllabus is in accordance with ICAO Annex 1 requirements. Foreign Type Rating Training Organization (TRTO) type rating training syllabus is equivalent to JCAR FCL 1 requirements. Foreign Type Rating Training Organization (TRTO) type rating instructor rating and synthetic flight instructor rating training syllabus is equivalent to JCAR FCL 1 requirements.

Foreign Type Rating Training Organization (TRTO) is FAA or EASA approved. 3.2 Approval Supporting Documents. (h) (i) A copy of a valid Foreign Type Rating Training Organization (TRTO) approval certificate. A copy of a valid Flight Synthetic Training Devise (FSTD) Qualification Certificate. A copy of a valid Flight Synthetic Training Devise (FSTD) Specification is in accordance with the airplane type and training program requirements. A copy of a valid Flight Synthetic Training Devise (FSTD) Qualification Test Guide. Copies of a valid flight instructors (TRI, SFI and MCCI) licenses and ratings. Copies of a valid flight examiners (TRE and SFE) licenses, ratings and examiner authorization. A copy of the approved type rating training syllabus. A copy of the approved type rating instructor rating and synthetic flight instructor rating training syllabus. A copy of valid Foreign Type Rating Training Organization (FTO) FAA or EASA approval. 3.3 Approval Conditions. Foreign Type Rating Training Organization (TRTO) approval certificate will be validated based on the supporting documents. Foreign Type Rating Training Organization (TRTO) Training conditions: (1) Applicant for type rating, type rating instructor and synthetic flight instructor shall meet JCAR FCL 1 training entry requirements before the start of the training.
