He has been leader and partner in a number of research projects the last years funded among others by Norwegian Research Council (several projects in the different programmes of Regional Innovasjon:REGINN, Faktagrunnlaget for næringspolitikken: FAKTA, Kunnskapsgrunnlaget for innovasjonspolitikken:kuni ), Regional utvikling: REGUT, Storbyprogrammet: STORBY, Demokrati, styring og regionalitet/demosreg ), Innovation Norway (evaluation projects of the Arena-program, NCE-proposals etc.), Ministry for Local Government and Regional Development (evaluation and research projects of regional effects of national policies, regional innovation and policy challenges, large city challenges etc.), Ministry for Trade and Industry (reserach projects on barrierers and challenges for comprehensiv innovation policy etc.), Ministry for Education and Reserach (research projects of regional development and innovation effects of university institutions), Nordic Industrial Fund (project on SME s in regional innovation systems) etc. Onsager has managed several larger projects with many participants. He was the research head of the NRC- Regional development -programme (REGUT 2000-04) where he amongst others edited the national book Regions out of step and coordinated several case studies, beside managing the research project of the Cityregions of the Oestfold county. Later on he managed the research project The technology cities Innovating in glocal networks (KUNI-programme 2003-05) looking at high-tech clusters and cities in Norway. Furthermore in the following periode and nowadays he is manage the large collaboration-project Cityregions, knowledge bases and innovation support systems (2006-09 in the DEMOSREG programme) looking at different types of larger and smaller city-regions advantages, innovation capabilities and challenges in Norway (including the Osloregion). This project and its evidencies have substantial relevance for the proporsition to Akershus fylkeskommune og Oslo kommune for the preparation of the regional R&D-strategy. In the same programme Onsager also is one of the partners in the project : Closed or open perspectives of innovation procesess and systems? Dilemmas and challenges in the innovation policy (2007-2009/DEMOSREG) which is managed by SNF/UiO. Beside these projects, Onsager has been and still is involved in several smaller projects analysing regional knowledge bases, innovation/clusters and industrial development in different parts of Norway and with a variety of principals. At time he is involved in analysis of regional knowledgbases, innovation and industrial development in the Oslo/ Akerhus -region, Innlandet (VRI-Innlandet) and Midt-Hålogaland (Harstadreg.næringsforening). He has also the last years been involved in studies of innovation and industrial development in larger city regions in Norway and Sweden. Onsager is also managing NIBR s area of commitment on Regional development and coordinate the dialoge and research directed towards the regional authority levels. The managing of several larger projects with many participants imply experiences with dialogue based project organisations and teamwork processes. Alongside Onsager has also long experience as an approved expert in evaluating project proposals and studies in different R&D-programmes for the Research Council of Norway (NFR), university bodies (UiO/ISS, UiB, HiN etc) and institutions of innovation means (Innovation Norway). He has also a long experience in presenting regional studies and research on seminars and conferences in Norway and abroad.
