10 Why Innovation in Europe? Europe's competitiveness, our capacity to create millions of new jobs to replace those lost in the crisis.our future standard of living, depends on our ability to drive innovation in products, services, business and social processes and models. This is why innovation has been placed at the heart of the Europe2020 strategy. Innovation is also the best means of successfully tackling major societal challenges, climate change, energy and resource scarcity, health and aging.

11 Innovation is a change in behaviour with a particular objective in mind. 1 Innovation takes place in complex systems And within a extensive regulatory, social and cultural framework Innovation is based on complex learning processes involving a large number of persons Innovation thrives on spillovers and unexpected combinations of persons, existing knowledge and technologies. 13 European Research Area Board: A Vision Paper. To paint a picture of where European research area needs to go by 2030 for the sake of EU and the world at large. Six broad areas in which actions must be taken: The creation of a united ERA The solution of our grand challenges The interaction of science and society The collaboration of public and private sectors in open innovation The encouragement of excellence, and, The promotion of cohesion If we do not., we will miss our historic responsibility to Europe and the world

14 We need to restore trust between science and society, with a new social contract based on the 3Rs. Rigour in decision making, political or scientific Respect for our fellow man, scientist and environment Responsibility for our own actions as scientist and citizens

17 The following is needed: To continue to invest in education, R&D, innovation and ICT. Not only protected from budget costs, but steeped up. Reforms to get more value for money and tackle fragmentation. EU and national research and innovations systems need to be better linked up and performance improved. Our education systems at all levels need to be modernized. Excellence must even more become the guiding principle. The European Research Area must be completed within four years 31

18 The following is needed: Access to EU programmes must be simplified and their leverage effect on private sector enhanced. The role of ERC should be reinforced. The framework programmes contribution to nurturing fast growing SMSs must be boosted The European Regional Development fund should be fully exploited to develop research and innovation capacities We need to get more innovation out of our research. Cooperation between the world of science and the world of business must be enhanced,. Remaining barriers for entrepreneurs to bring "ideas to market" must be removed As an immediate step, agreement should be reached on the EU patent before the end of next year. 32

19 The following is needed: European Innovation Partnerships should be launched to accelerate research, market development of innovations to tackle major societal challenges and boost the competitiveness of European industry. Our strength in design and creativity must be better exploited. We must champion social innovation. We must develop a better understanding of public sector innovation.. We need to work better with our international partners. That means opening access to our R&D programmes, while ensuring comparable conditions abroad. 33
