Introduction School dropouts are a national problem, as dropouts earn less, are more likely to become incarcerated, and are more likely to experience teen pregnancy. Fortunately, the national dropout rate has been falling over time. Figure 1 shows the national dropout rate, which is the percentage of 16- through 24-year-olds who are not enrolled in school and have not earned either a high school diploma or General Educational Development certificate (GED). In 1990 over 12% of people in their late teens and early 20s were dropouts; however, by the figure had dropped to 7.4%. Because the definition is different than what is used in Figure 1, the percentages are not directly comparable. Nevertheless, Figure 2 suggests Ohio is not seeing the same downward trend in dropouts that exists nationally. Instead, Ohio s dropout rate, except for a sharp jump in 2007 is roughly constant at slightly more than 3% of students. Recognizing the consequences dropping out has on youth and the community, and Ohio s struggles to match the national trend of consistently lowering the dropout rate, the Ohio Department of Education (ODE) is seeking to better understand the state s dropout problem with the goal of developing tools to more effectively reduce student dropouts. In order to address the problem, it is first necessary to understand the magnitude and extent of school dropouts in districts and buildings across the state. By evaluating which districts and buildings are having the most (and least) success reducing student dropouts, it becomes possible to identify characteristics and trends that may help to inform future strategies. This report presents data from the State of Ohio s Education Management Information System (EMIS) on student dropouts over a five year period (2006-) for all public high schools in Ohio. This includes traditional schools as well as community schools. The report presents an overview of dropout conditions across the entire state then provides a more detailed look at each of Ohio s six the Top (RttT) regions. With the data analyzed for this report it is possible to draw conclusions about where, and to what extent, student dropouts are occurring. However, information about the students themselves was not included; this precludes any insight into the individual characteristics most linked to student dropouts. The report concludes with some general analysis of aggregated statewide dropout data by economic status, disability, and race. However, it also emphasizes the need for further study comparing high and low dropout schools with social, economic, academic, and behavioral characteristics of students in order to identify those students who are most at risk for dropping out. 6 Ohio s the Top

Defining Before exploring the extent to which there are dropout problems in schools and districts across the state, it is important to understand how ODE defines a dropout and how that differs from the national definition described on Page 4. Students in Ohio s public school system are classified as dropouts if they: 1. Withdrew due to truancy or nonattendance 2. Left school to pursue employment 3. Left school when they were over 18 years old 4. Moved to another area and are not known to be continuing their schooling 5. Completed course requirements, but did not pass all portions of Ohio s Graduation Test Students who exit the public school system but go elsewhere (e.g. move to a private school or are incarcerated) are not intended to be counted as dropouts. However, not all school administrators receive proper notification of the student s destination. This means that some students who leave but continue to receive education in a different setting are considered dropouts when in fact they are not. School Designations In the tables and maps throughout this report, several school designations are referenced. These designations are determined by ODE based on school performance or participation in specific programs. The following designations are included in the report: the Top (RttT): RttT is a federal program designed to improve test scores and graduation rates. This designation indicates that a school was participating in Ohio s RttT grant as of April 2013, when the data was published. Dropout Recovery School: These schools have a waiver from ODE that qualifies some students for graduation from high school by successfully completing a competency-based instructional program instead of completing the Ohio Core curriculum. Only community schools may be granted Dropout Recovery status. Prior to July 1, 2014, Dropout Recovery schools could not be closed. After this date schools which do not meet ODE standards for two out of the three most recent school years will be closed (HB 555). Priority Schools: These schools are among the five percent lowest performing schools. All schools designated as Dropout Recovery, Alert or Focus schools are excluded from this designation. Focus Schools: These are schools with significant achievement gaps in performance or graduation rates. Any school designated as a Dropout Recovery, Priority, or Alert school is excluded from this designation. Alert Schools: These schools are among the sixth through tenth percent lowest performing schools. Any school designated as a Dropout Recovery, Priority or Focus school is excluded from this designation. Dropout Tracking Report 7

Introduction Measuring the Dropout Problem There is significant diversity in the size, density, and character of Ohio s six RttT regions; this is magnified at the individual district and building level. This diversity presents challenges when seeking to understand dropout issues across the state and particularly when attempting to identify schools that have a dropout problem. To help normalize for the variation and allow for comparisons between schools, three different indicators were developed to identify schools with a dropout problem. The first measure tracks the absolute number of dropouts for the latest school year available,. This is the most basic indicator, but it provides valuable understanding of those schools that are experiencing the largest sheer volume of student dropouts. Addressing issues at the worst performing schools for this measure may present the best opportunity to dramatically reduce the number of dropouts in the state. The second measure tracks the percentage of dropouts, or dropout rate, for schools. This measure divides the total dropouts by the student headcount data provided for each school. Smaller schools with disproportionately high student dropouts may indicate a problem despite relatively low total numbers of dropouts. Alternatively, schools with a very low dropout rate may provide insight into particular programs or practices that can successfully be implemented in other schools to reduce dropout problems. The third measure tracks the trend in dropouts for the five year period from 2006 to. A linear regression was calculated for schools using the number of dropouts from each year. The regression s slope coefficient shows whether the number of dropouts at a school is rising, falling, or constant over time. For example, a trend coefficient of -5 means that the school is experiencing a trend of five fewer dropouts each year, while a coefficient of +5 indicates an average increase of five dropouts over the previous year. By providing trend information, this measure adds a predictive element to the analysis. It should be noted, however, that a significant increase or decrease in dropouts in a single year can significantly affect the trend measure. For the total dropout and dropout rate measures, schools falling in the 20th percentile were identified as having a problem in that given measure. For the trend measure, any school with a +3 or greater was noted as having a problem in that measure. Using this system, schools received a score of 0 (best) to 3 (worst) depending on how many problem measures were identified for that school. Statewide Summary Data From 2006-, Ohio s traditional and community schools experienced a total of 112,610 dropouts. Over half of the schools in Ohio (53%) participate in RttT. However, RttT schools accounted for 67.7% of dropouts from 2006-. Over the five year period from 2006-, 15.5% of traditional public schools in Ohio had fewer than ten dropouts; 62.7% averaged fewer than 10 dropouts per year (fewer than 50 total). 23 schools experienced 1,000 or more dropouts each from 2006-. These schools account for over 40% of all dropouts in the state. Community schools accounted for 4.6% of all public school students in, but 56.6% of student dropouts. In, the dropout rate for all public schools was 3.9%, for traditional schools it was 1.8%, for community schools it was 47.7%, and for schools participating in RttT it was 5.0%. 8 Ohio s the Top

Urban Region The Urban Region is comprised of six of the largest public school districts in the State of Ohio. The region as a whole contains 8.3% of the traditional public school students in the state, but accounts for 37.5% of traditional public school dropouts. Of the 86 traditional public schools in the Urban Region, 58 (67.4%) had a dropout problem for at least one of the variables measured. With over 1,600 dropouts in Cleveland Municipal SD accounted for 16.4% of all public school dropouts. Students in Ohio s six urban districts are 6.6 times more likely to drop out than public school students in the rest of the state. Columbus City Schools had the lowest dropout rate among the six urban districts in at 2.2%. Dayton City Schools had the next lowest rate at 3.0%, followed by Akron City Schools at 6.2%, Toledo City Schools at 7.8%, Cincinnati City Schools at 9.6%, and Cleveland City Schools at 16.5%. Urban Region Students at community schools located in the Urban Region are at the highest risk of dropping out compared to the rest of the state. After comparing the 66 community schools located within urban districts, it is clear that the Electronic Classroom of Tomorrow strongly influences the dropout numbers of this region. Reducing dropouts at this one school could improve the problem significantly. The student headcount and droput numbers for this region are particularly high due to the presence of several statewide virtual schools. However, as the data does not specifically identify these statewide schools, it is not possible to eliminate them from the Urban Region. With over 45,000 students dropping out from 2006-, community schools in the Urban Region account for 75% of the state s community school dropouts during that five year period. 8 out of 10 community schools with the largest number of dropouts in are in the Urban Region. The Electronic Classroom of Tomorrow had over 13,000 dropouts from 2006-, which comprises by itself 21.5% of Ohio s community school dropouts. The eight Life Skills Centers in the Urban Region had over 12,000 dropouts from 2006-, which accounts for an additional 20.3% of dropouts from Ohio s community schools. 16 of the 66 urban community schools (24%) had greater than 1,000 dropouts from 2006-. Northwest Region Although the Northwest Region covers nearly one-quarter of the state, it has the smallest population of students, representing 13% of Ohio students. While a lower number of dropouts is to be expected with fewer students, the low dropout rate is something to note for the Northwest Region. In, the region s traditional and community schools had the lowest dropout rates of any region in the state, at 1% and 15.2% respectively. Interestingly, the Northwest Region also has the highest percentage of students in community schools aside from the Urban Region (which as previously noted contains several very large statewide virtual schools). Traditional public schools in the Northwest Region experienced fewer than 5,000 dropouts over the 5 year period, which represents onlyabout 9% of the statewide total. The Northwest Region had the highest number of schools (10) with zero or one dropout from 2006-. The Ohio Virtual Academy (a statewide virtual school) accounts for two-thirds of dropouts from community schools in the region from 2006-. The remaining community schools had fewer than 500 dropouts combined during this period. Northeast Region Although it is the smallest RttT region geographically, the Northeast had the largest total student population in. It also had the second largest percentage of students attending traditional public schools (98.9%). This region contains two of the six Urban districts and is considerably more urbanized than the other RttT regions. The traditional public school districts located in Cuyahoga County account for over 42% of all traditional school dropouts in the region. Additionally, nearly half (45.7%) of the dropout problem schools are located in Cuyahoga County. Despite having only one high school, with over 600 dropouts in five years and 154 dropouts in alone, East Cleveland Public Schools has the highest number of dropouts of all public school districts in the Northeast Region. 11 (7.6%) traditional public schools within the Northeast Region had five or fewer dropouts from 2006-. The Life Skills Centers of Youngstown, Trumbull County, and Elyria account for over 90% of the community school dropouts for the Northeast Region from 2006-. Central Region The Central Region is not only geographically located in the middle of the state, but it also falls in the middle in terms of dropout numbers and rates for both traditional and community schools. As seen in other counties containing one of the Urban Region districts, significant dropout concentrations can be seen in Franklin County. Franklin County accounts for over 33% of the traditional public school dropouts in the Central Region. With nearly 900 dropouts, public schools within the South-Western City School District accounted for a little over 12% of the dropouts for the Central Region from 2006-. Life Skills Center-Springfield is the highest performing Life Skills Center in the state, based on total dropouts from 2006- and dropout rate in. However, having one of the highest dropout rates for Community Schools, it still accounts for over 15% of community school dropouts in the Central Region from 2006-. Southwest Region The Southwest Region comprises a significant amount of the state and has the second highest headcount compared to other regions in Ohio. Despite the large number of students in the region, the Southwest has the fewest students enrolled in community schools. Overall, the region has an average dropout rate compared to other areas of Ohio, and dropouts seem to be evenly distributed with no traditional school or district exhibiting disproportionately high dropout numbers or rates. Hamilton County accounted for 16.2% of dropouts and 17.7% of all students in traditional schools in the Southwest Region in. Unlike other counties containing one of the six urban districts, the non-urban districts in Hamilton County perform better than their region as a whole. Middletown City Schools was the district with the highest number of dropouts in the Southwest Region from 2006-, yet it only accounts for 4.9% of the public school dropouts in the region during that time. This further illustrates the even distribution of dropouts across this region. 83% of traditional schools in the Southwest Region had fewer than 100 total dropouts from 2006-. With over 1,200 dropouts, the Life Skills Center-Middletown accounts for nearly 65% of the community school dropouts in the Southwest Region from 2006-. Southeast Region The Southeast Region represents the largest portion of the state and the most districts. This region is toward the lower end of student population for both traditional and community schools. Combined with the number of districts in the region, this indicates many low population schools. With the exception of Stark County, which makes up nearly onequarter of the region s student population, much of the Southeast Region is rural in character. With 175 dropouts in, the Canton City SD accounts for 16% of the public school dropouts in the Southeast Region. 91% of traditional schools in the Southeast Region had fewer than 100 total dropouts from 2006-. The Southeast region appears to generally have the most stable community schools among the six regions. It had the second lowest dropout number and rate in, and it had a substantially lower average number of dropouts per building (35.1) than any other region (next closest was 52.9 in the Southwest Region). Conclusions and Next Steps What Types of Students Are Dropping Out? This report indicates where students across Ohio are dropping out, but further analysis is needed on the student level to understand what kinds of students are dropping out of Ohio s high schools. Figure 11 tracks the number of students who drop out by grade in Ohio based on their economic status. Students are flagged as economically disadvantaged if they meet one of the following four criteria; 1. The student is eligible for a free or reduced-price lunch. 2. Living in a home where another person is eligible for a free or reduced-price lunch. 3. The student, their parents or their guardians are receiving public assistance. 4. Have filled out a Title I student income form and meet the Title I guidelines. Figure 11, shows that economic factors start off as important, since most of the dropouts in 9th grade are economically disadvantaged. However, economic factors become less important over time. Slightly more of the dropouts in 12th grade are not disadvantaged than have economic hardship. Students are flagged as disabled if they have a cognitive or developmental disability; a serious emotional disturbance; or a hearing, speech, language, or visual impairment. However from 9th to 12th grade roughly 1,000 disabled students drop out of Ohio s schools each year. Figure 13 tracks the number of students who drop out by grade in Ohio based on their race. Students are divided into four categories: Black-Non-Hispanic; Hispanic, Native American/Multiracial; and White Non-Hispanic. The figure shows the majority of dropouts in 9th grade are black but by 12th grade the majority of dropouts are white. There are relatively few Hispanic, Native American and Multiracial dropouts in all five grades. 24 Ohio s the Top

Figures 11-13 show a large number of students dropping out in the 9th grade, as well as in the 12th grade. A tool that can be used for early identification of students at-risk for dropping out is an Early Warning System (EWS). Employed by many states, including Louisiana, Virginia and Arkansas, the EWS identifies at-risk students who can then receive targeted interventions before the decision is made to drop out, in turn curbing dropout rates. Using longitudinal data from school records, indicators measured by the EWS typically include attendance, behavior referrals, and academic performance on standardized tests or classroom assessments. Additional research is also warranted in the area of student mobility. Schools with high dropout rates, such as the Electronic Classroom of Tomorrow, may be the final school attended before a student drops out, but there is particular interest in studying where students were enrolled prior to moving to this last stop school and ultimately dropping out. Data collected for an EWS would include student mobility data that could be used for this purpose. Although not a major indicator of dropout risk, states using EWSs often consider student mobility, or the number of school moves a student makes, when considering their dropout risk.
