Rivera, Interim Superintendent of Public Instruction EDCHOICE SCHOLARSHIP PROGRAM List of Designated Public Schools Annually, Ohio identifies public schools whose students are eligible to receive EdChoice scholarships. The scholarship supports the tuition for a student to attend an approved private school. The Ohio General Assembly directed the Ohio Department of Education to transition to new state tests in mathematics and English language arts in the school year. As part of the transition, the legislature extended and modified a number of provisions, called safe harbor. The result is that the department will not use results from the state tests given in school years , and to identify new public schools to add to the list of EdChoice public schools. There will be no new public schools added to the EdChoice Scholarship program until the school year. The list of public school buildings with an EdChoice designation for the school year remains the same as it was for the school year with two exceptions. The first exception is a new state law, House Bill 70, that adds all of the schools in the Youngstown City School District to the EdChoice list for school year. The second exception allows the department to remove from the EdChoice list those public schools that improve and receive an overall grade of A or B on the Performance Index and Value-Added progress measure on their building report card. Below is a list of public schools that were designated for EdChoice in February The designation occurred because the school, for at least two of the previous three school years, either: 1) Received a Local Report Card rating of Academic Emergency or Academic Watch for and received an overall grade of D or F on the Performance Index and Value-Added progress dimension on their or building report card; or 2) Ranked in the lowest 10 percent of public school buildings by Performance Index score. The following students are eligible to apply for an EdChoice scholarship: Students currently enrolled and attending EdChoice-designated public school buildings in their district of residence; Students currently enrolled in a community school who would otherwise be assigned to one of the EdChoice designated public school buildings; Students currently enrolled and attending a public school in their district of residence or a community schoolwho would be assigned to attend one of the EdChoice-designated public school buildings for the upcoming school year; Students who are enrolling in an Ohio school for the first time who would be assigned to one of the EdChoice-designated public school buildings; or Students eligible to enter kindergarten in fall 2016 (and who will be 5 years old by Jan. 1, 2017) who would be assigned to one of the EdChoice-designated public school buildings. Closing Schools: Students currently enrolled and attending a public school building that is closing at the end of the school year are still eligible. Incoming kindergarten students and students enrolling in Ohio schools for the first time cannot be assigned to a closed building for the school year and are not eligible. Low-Income Eligibility: Students who do not meet the preceding eligibility criteria and will be entering kindergarten, first grade, second grade, or third grade for fall 2016 may still be eligible for an EdChoice scholarship if they meet low income requirements.
