RUI NUNO BALEIRAS Short CV (last update in June 2012) Born in 1963, Rui Nuno Baleiras is the Executive Member of the Portuguese Public Finance Council s Senior Board since 16 February 2012, Associate Professor (on leave) at the Economics Department of Minho University (Braga, Portugal) and member of its Economic Policies Research Centre. From 14 March 2005 to 26 October 2009, he served the 17 th constitutional Government of Portugal as Secretary of State for Regional Development. Earlier, he was Assistant Professor at the School of Economics of Universidade Nova de Lisboa. Holder of a doctoral degree by this university and a postgraduate diploma in Advanced European Economic Studies by the College of Europe, in Belgium, Rui N. Baleiras is an academic economist with articles in international scientific journals and books, book editorship, knowledge transfer projects co-ordination, experience on policy advising and diversified teaching practice. His major fields of interest have been political economy, public finance, notably at the subnational layers of government, regional development economics and policy, European cohesion policy and urban economics. The consultancy activity with the Portuguese government includes the presidency of the council of ministers (assistance on European economic issues), the ministry of finance (fiscal decentralisation and European Union s financial perspectives), and the ministry of foreign affairs (proposal of a new European Union s structural fund). He advised the national association of Portuguese municipalities on the revision of the local fiscal environment and drafted a reform of the local public finance act for the President of the Republic. Several research works for private organisations and public agencies have also been co-ordinated by him. As visiting scholar (Universities of Fudan, in Shanghai/China, Coruña and Vigo, in Spain, Agostinho Neto, in Angola, and Técnica de Lisboa, Algarve, Madeira, Évora, in Portugal), Rui N. Baleiras has given scientific talks and instructed many graduate students in academic and training programmes offered by other institutions, ranging from spatial economics and policy for science-oriented students, to public finance principles for prospective senior officials of the (then) forthcoming East Timor s administration, to monetary economics courses for banking staff. His sensitivity to multicultural environments was enhanced by the teaching experience in Portugal, China, East Timor and Angola. Besides the performed political functions, civic activity comprises a number of articles and interviews on several politicoeconomic issues that have been published in the media, along with numerous interventions in public events.
