MONTANA PROFESSIONAL ASSISTANCE PROGRAM, INC. POSITION DESCRIPTION POSITION DESCRIPTION: REPORTS TO: CLINICAL COORDINATOR CLINICAL DIRECTOR SUPERVISES: SUMMARIES OF DUTIES Reports to the Clinical Director. In the absence of the Clinical Director, reports to the Medical Director and the Board of Directors of the Montana Professional Assistance Program, Inc. Assists the Clinical Director and the Medical Director in the delivery of intervention, assessment and treatment services for health professionals referred to the Montana Professional Assistance Program, Inc. Assists the Clinical Director and the Medical Director in delivering community education programs relating to the identification and management of professional health problems to groups such as hospital or clinic staffs and medical and dental professional associations. Assists the Clinical Director in coordinating the delivery of monitored continuing care and recovery services by providing support and oversight to facilitators of group therapy, regional coordinators, and specimen collection volunteers and facilities for random toxicology testing. RESPONSIBILITIES 1. Works in conjunction with the Clinical Director and the Medical Director to implement the organization s mission. 2. Manages the program s clinical records. Assists in the gathering of information in preparation for intervention. Establishes referral charts, precipitating event notes, reports of contact and all necessary information in accordance with standard clinical charting guidelines. Oversees, in conjunction with the Clinical Director and the Medical Director, participant client charts and assures their proper maintenance. Assures that relevant data is entered into each chart on a timely basis and that information meets appropriate standards for provider health charting. Makes appropriate and timely chart entries for clinical or telephone contact with clients and community collaterals.
Position Description Clinical Coordinator 2 Develops, in conjunction with the Clinical Director, Medical Director and the MPAP Board appropriate monitoring agreements and contracts for individual participants and referrals. Maintains current agreements in client charts with appropriate signatures. Maintains current release of information authorization forms. Provides copies of participant agreements to all authorized parties. Reviews agreements annually. Maintains at all times strict confidentiality and privilege regarding program participants and referrals, adhering to state and federal regulations regarding Confidentiality of Alcohol and Drug Abuse Patient Records and peer review statues. Assists in the collection of clinical data, evaluation and treatment records, psychologist and/or psychiatric reports, quarterly monitor and self reports for participant charts. Enters clinical data in the database system and generates various client tracking reports and statistics, as necessary. Participates in appropriate clinical outcomes research, with the advice and consent of the Clinical Director, Medical Director and the MPAP Board of Directors. 3. Ensures appropriate monitoring of all clients. Assists in the development of quarterly reporting forms, self reporting forms, quarterly counselor progress request forms and necessary tools to monitor participant clients continuing care. Provides necessary forms to monitoring agents including primary care physicians, counselors and others included in the continuing care agreement. Monitors the progress of program referrals and participants throughout all phases of the intervention, referral, treatment and continuing care process by maintaining regular contact with evaluation and treatment providers, reporting all problems and concerns to the Clinical Director and Medical Director. 4. Assists the Clinical Director and Medical Director in providing conditional advocacy to program participants and referrals based upon their compliance with referral recommendations and requirements of continuing care agreements, in support of their continued privilege to practice. Conditional performance based advocacy is provided to authorized third parties which may include, employers, credentialing bodies, licensure boards, third party payers, and others as may be requested authorized by the participant. Abides by all confidentiality laws.
Position Description Clinical Coordinator 3 Abides by pertinent sections of Montana Code Annotated, including Medical and Dental Practice Acts, Peer Review Statutes, and Reporting Requirements. 5. Provides intervention and consultation services, Assists the Clinical Director and the Medical Director in recruiting intervention team members and facilitating the intervention process, as needed. Refers individuals in need of professional evaluation and/or treatment services to an appropriate provider. Sees individual clients, family members or couples on a one-on-one basis for consultation, support and continuing care requirements. Make appropriate referrals for additional evaluation or treatment under supervision of the Clinical Director, Medical Director or MPAP Board. Provides critical incident, crisis intervention and support services. Makes clinical recovery progress assessments of each participant on a regular and ongoing basis. Works with individual clients to assist them in improving their recovery. Supervises ongoing activities of therapists serving as group facilitators, regional coordinators for monitored recovery groups or individual program participants throughout the State. 6. Represents the MPAP Program to physicians, dentists, other healthcare professionals under auspices of contracted boards, hospital and dental personnel and the community. Assists in education and public relations efforts, as assigned. Presents community education programs to professional groups on topics related to conditions of possible impairment and other professional health issues. Attends the annual MPAP retreat, the annual meeting of the Federation of State Physician Health Programs, and the Western Regional Meeting of the Federation of State Physician Health Programs, subject to budget constraints. Provides consultation services in a timely manner to hospitals or clinics, medical staffs, and other appropriate referral sources, for individual cases which may require professional assistance services. Assists the Clinical Director and Medical Director in coordinating community relations with appropriate agencies and organizations, as directed.
Position Description Clinical Coordinator 4 7. Helps to manage the office which provides administrative support for MPAP. Assists the Clinical Director in providing oversight of office communications to ensure that correspondence, telephone and visitor reception is conducted in a cordial and professional manner. Assists the Clinical Director in providing oversight of the random toxicology screening program. Assists the Clinical Director and the Administrative Assistant in preparing annual budget proposals for consideration and approval by the MPAP Board. Assists the Clinical Director and the Administrative Assistant in preparing contract proposals for submission to the Department of Labor and Industry to administer the professional assistance program on behalf of contracted boards. Implements and evaluates current policies and procedures. Maintains good office morale by promoting staff involvement. Assures client information and medical record files are kept in an orderly, consistent manner, in accordance with state and federal laws regarding the duty to maintain records, confidentiality, authorization to disclose health care information, access to medical records, disclosure of medical records without client consent, peer review protections, legal processes, correcting and amending medical records, retention of medical records, and liability for unauthorized disclosure. Helps to ensure that there is a yearly financial audit by and independent auditor. Cooperates fully with performance audits conducted in accordance with statutory guidelines. 8. Attends all MPAP Board of Director meetings and supports Board of Director activities. Attends all Montana Board of Medical Examiners and requested Board of Dentistry meetings to educate Board members on MPAP processes and to advocate for and report on clients known to their respective licensure boards. Helps to prepare and plan for continuing medical education accreditation for MPAP retreats. Ensures MPAP Board decisions are implemented, as necessary.
