Commission Order 1. Trustee Fees Law Enforcement Operations Fund The County Commission reviewed state statutes regarding trustee fees for the Sheriff. Reason for amending the budget is that an additional amount of revenue was received in the form of a trustee fee had been received by the Sheriff. Be it remembered, that on the aforesaid date the county commission orders the 2013 Texas County Budget to be amended as follows: #10 Law Enforcement Operation Fund Revenue Amount #10-4-7250 Trustee Fees Collected Section 57.280 RSMo $200.00 Expense Amount #10-5-95-7250 Trustee Fees Expenditures $200.00 A copy of this order shall be delivered by the County Clerk to the County Treasurer, Sheriff and the Missouri State Auditor. 1
B. Township Contracts 1. Ozark Township The County Commission approved the annual contract with Ozark Township. 2. Cass Township The County Commission approved the annual contract with Cass Township. 3. Sargent Township The County Commission approved the annual contract with Sargent Township. 3. Upton Township The County Commission approved the annual contract with Upton Township. 4. Boone Township The County Commission approved the annual contract with Boone Township. C. Reports 1. Prosecutor a. OA Prosecutions Expense Reimbursement South Central Correction 15 Cases - $3,050.00 The County Commission reviewed the prosecutor s expense reimbursements on South Central Correction cases totaling $3,050.00. b. OA IVD Child Support Reimbursement November, 2012 3,804.16 The County Clerk advised the County Commission that $3,804.16 had been received for the prosecutor s November IVD Child Support reimbursement. 2. Assessor s Monthly Fee Report December 2012 The County Commission reviewed the assessor s December monthly fee report. D. Approval of County Payroll #2 & Accounts Payable #1 The County Commission reviewed and approved County Payroll #2 and Accounts Payable #1 & #1A 1. Accounting Officer Certification County Payroll #2 - $81,052.18 The accounting officer filed his certification of available funds for County Payroll #2 totaling $81,052.18. The County Commission approved the accounting officer s certification. 2
2. Accounting Officer Certification Accounts Payable #1 - $448,866.60 and #1A $2,368.86 The accounting officer filed his certification of available fund for Accounts Payable totaling $448,866.60. The County Commission approved the accounting officer s certifications. 3. Employees Compensation Time Due Report 01-30-2013. The County Commission reviewed the employees compensation time due report as of January 24, 2013. E. Budgets 1. Texas County Library The County Commission reviewed and acknowledged the 2013 Texas County Library budget. F. 2012 County Financial Statement 1. Publication The County Commission approved the Houston Herald as the publication for the 2012 County Financial Statement. 2. Ex-Officio Officer / Commissioners The County Commission approved to have the County Clerk to prepare the annual financial statement. Note: The County Clerk decline the appointment as the Ex-Officio Officer to prepare the 2012 county financial statement. The County Commission tabled the matter of appointing the ex-officio officer to prepare the 2012 County Financial Statement. Employee Matters A. National Medical Support Notice Part A Notice to Withhold for Health Care Coverage K. Reynolds S Sinclair The County Commission reviewed a National Medical Support Notice Part A regarding the withholding for health care coverage for dependents of county employees. Walk-Ins A. Texas County Memorial Hospital Wes Murray and Bill Bridges 1. Security, Prisoners & Arrested Person Needing Medical Treatment Wes Murray, CEO, along with Bill Bridges from Texas County Memorial Hospital met with the County Commission and Sheriff James Sigman to discuss how to handle individuals that have been arrested and needing medical treatment. Sheriff Sigman will contact the city police chief and setup a meeting next week to review this matter further. B. Sheriff s Department 1. City of Licking C. Payables 1. Jack s Municipal Sales - $136.56 Road Signs The County Commission reviewed and approved a payable to Jack s Municipal Sales totaling $136.56 for road signs. 3
D. Commission Order Tax Book Adjustments The County Commission reviewed and approved a request from the assessor to make adjustments to the current tax books. E. County Commission Meeting Date Change The County Commission will be meeting February 5, 2013 instead of February 6, 2013, as the Commission Office will be closed February 6, 7 and 8 so that the commissioners may attend their annual required training session in Jefferson City. F. Inventory Report 1. Collector-Treasurer Office The County Commission reviewed the inventory report for the Collector-Treasurer office. G. Collector-Treasurer 1. Outlawed Request Parcels 069012000000001801& 06010200000001802 The County Commission reviewed and approved a request from the Collector-Treasurer to outlaw two tracts of real property. Those tracts have been listed and were.being assessed to Johnsons Fuel Stop. H. Richard Wood Former Texas County Emergency Management Director Richard Wood, former emergency management director met with the County Commission and returned all items belonging to the county including but not limited to laptop, software, files and a key to the emergency management office at the Justice Center. I. EFT Payment - $251,163.94 National Forest Payment Title I (85%) $119,872.49 Title III (15%) $ 21,137.48 Mineral Receipts $110,137.48 Total $251,163.94 The County is in receipt of the annual National Forest Payment totaling $251,163.94. $21,137.48 will be set aside for Title III projects and the remainder will be distributed to the schools and townships that have forest land within their boundaries. Miscellaneous Items A. Road & Bridge Funds 1. Motor Fuel Tax $55,745.91 2. Motor V Sales Tax $11,253.59 3. Motor V Fee Increases $ 9,376.65 The County Commission reviewed the monthly Road & Bridge Fund receivables. B. Dunn vs. Texas County 1. Evans & Dixon Gerry Richardson St. Louis MO 314-621-7755 The County Commission was advised Gerry Richardson will be the used as the county legal counsel for the Dunn vs. Texas County Commission small claim case. He is being provided for by the county s insurance. Further investigation confirms that Brad Tuck will be the county s legal counsel on this case. C. Justice Center & County Jail Issues 1. Hallway Lights Overnight & Weekend The County Clerk advised the hallway lights are being left on overnight and on the weekend at the Justice Center. 2. Orchard Extension Class Fruit Tree Pruning Class The County Clerk suggested the County Commission contact the extension office to see if they would like to use the county s orchard for a fruit tree pruning class. 4
c. Water System The County Clerk questioned if the water system issue had been resolved. The maintenance supervisor will met with the County Commission regarding this matter. The County Commission approved a proposal from Culligan Matrix Solutions/ Halls Culligan Water, Joplin, Missouri totaling $5,535.70 for a water softener and brine system. 4. Liquor License a. Thomas W. Watts d/b/a Wigs & Suds, LLC The County Commission reviewed and approved a county liquor license to Thomas W. Watts d/b/a Wigs & Suds, LLC. D. Volunteer Work - Part-Time & Full-Time Employees The County Clerk provided wage & hour information for volunteer workers. E. Ride Along Policy & Family Members Ride Along Policy Legal Counsel, Director MAC Trust & Insurance Agent The County Commission reviewed information from the county s legal counsel, Director of MAC and the county s insurance agent regarding the ride along at the sheriff s department. F. Terry Toler Update Plan Meeting General discussion was had on an email received from Terry Toler from SEMA. G. Administrative Building Flooding 1. Collector-Treasurer Offices It was reported the Collector-Treasurer s two offices received water damage due to the recent having rains the county has had. The maintenance supervisor is reviewing the matter. H. Licking Emergency Management 1. Aaron Greathouse, Director 573-201-4398 aaron.greathouse.ag@gmail.com The County Commission visited with Aaron Greathouse the new director of Licking Emergency Management.
