MEETING CALLED TO ORDER By Chair, Jason Jackson PUBLIC COMMENT None APPROVAL OF MINUTES Minutes were approved with the following correction: It was discussed the recommendation to hire a Consultant was to assist in evaluating the existing program and operations under WIA and ARRA for the Purpose of developing a more efficient process within the One Stop Centers, Workforce Development Board, and Contracted Services and not to assist with the ARRA funds. DISCUSSION AND APPROVAL OF AWARD RECOMMENDATION FOR WEBSITE DEVELOPMENT SERVICES Two proposals were submitted for the WDB Website RFQ. A Review committee will be formed with the Marketing committee members and an additional two to four Board members. The Review committee will meet on July 29, 2009 at 9:00 a.m. The Proposers will provide a five minute presentation and answer questions. The Proposers will provide budget information and a five year projection by July 24, 2009 by 4:00 p.m. The budget information and the five year project will be hand delivered to the Review committee on July 27, 2009. The Executive committee will have a special meeting to approve the WDB Website RFQ to stay with the scheduled Timeline. The Website RFQ will be forward to the Board and BOS for approval. Motion made to request the Board to recommend authorizing the Executive Committee to approve the Website RFQ and negotiate the final price. DISCUSSION AND APPROVAL OF THE RELEASE FOR QUALIFICAITON S (RFQs) Assistant WDO Director, Carlos Contreras reviewed the following RFQs: a. Consultant Services To provide Consultant Services in evaluating the existing program and operations under WIA and ARRA for Purpose of developing a more efficient process within the One Stop Centers, Workforce Development Board, and Contracted Services. A budget amount has not been set for the Consultant Services RFQ. The committee discussed the budget amount and decided to leave the amount open. Contract commence October 16, 2009. b. Public Community Colleges, Continuing Education, and Public University Extended Studies Program Services Requested: Renewable Energy R.N. Mentorship Program L.V.N. Program Or Any program which the Proposer can classify as an in demand training for Imperial County. The RFQ funds for the Public Community Colleges, Continuing, Education, and Public University Extended Studies Programs is set at $300,000 and will serve a minimum of 30 participants. Staff recommended limiting the RFQ only to local Public Community Colleges. Participants will be eligible to receive an Internship Stipend. The contract commence on October 16, 2009. c. On the Job (OJT) Training Program Funds for the On the Job Training Program (OJT) are set at $300,000 and the program will serve a minimum of 60 participants. The Proposer may use a maximum of $120,000 for Program Operations and $180,000 will be set for OJT 50% reimbursement to employers. On the Job Training (OJT) RFQ, Page 8, Guidelines, Requirements and Restrictions, letter h were briefly reviewed. On the Job Training (OJT) jobs must meet the set wage by the WDB of $10.75 without benefits and $9.25 with benefits. Contract commence on October 16, 2009. d. Individual Training Accounts (ITAs) Provide a list of any training which the Proposer can classify as an in demand training for Imperial County with the appropriate Labor Market Demand Information. Individual Training Account (ITA) RFQ does not require the BOS approval to be released. The ITA RFQ may be released after the Board reviews and approves it. Funds for the ITA RFQ have not been set. Staff recommended setting a low amount of $5,000 and high amount of $7,500 for each ITA. The Budget committee will allocate the amount to the ITAs. The ITA budget allocation will be forward to the BOS for approval. The Proposer will need to complete the Eligible Training Provider List (ETPL), Local Certification application, training list and cost. Contract commence September 30, 2009.

Mentorship Program C.N.A. to L.V.N. Program Page 8 of the Adult Training Programs RFQ was reviewed. All Adult Training Programs have an Internship of 120 hours. RAPID RESPONSE-LAYOFF AVERSION PROGRAM Tim Kelley is working on gathering information on what other counties are doing regarding the layoff aversion. The layoff aversion information will be discussed at the next Executive meeting. OTHER DISCUSSION The committee had previously discussed creating a profession brochure for the Workforce Development Board. The committee will be discussing the development of a RFQ for a professional brochure. MEETING ADJOURNED
IMPERIAL COUNTY WORKFORCE DEVELOPMENT BOARD AWARD RECOMMENDATION AND JUSTIFICATION Proposer: Proposed Services: Spectrum Advertising Website Design and Development Report Date: 07/29/09 Number of RFQs Distributed: 3 Number of RFQs Received: 2 Total Evaluation Score: 337 Points RECOMMENDATION: The Committees selection is to award Spectrum Advertising. The funding recommended is $15,000.00. JUSTIFICATION: Spectrum s submittal was the least expensive. It was a total of $6,745.00 less expensive over the course of 5 years. Spectrum will provide free translation services in order to have a bilingual English/Spanish website. Spectrum s submittal provided for 222 hours of work. This was an additional 68 hours more than what was offered in the other submittal. Spectrum s submittal will have video capability that will allow for videos to be uploaded directly onto the website. Spectrum will utilize the WDB Website as a Signature Website so they have provided for extra services which are above and beyond what the RFQ requested.
