Food for thought n According to ITF, volume of global transport could double or even quadruple by 2050, with baseline projects seeing global CO2 emissions from surface transport grow by 80% by 2050 n In the EU, the transport sector accounts for around 25% of EU greenhouse gas emissions, making it the second biggest greenhouse gas emitting sector after energy n Unlike other sectors, greenhouse gas emissions from transport between 1990 and 2009 increased by 28%. All transport modes increased their total emissions, except railways. n In 2011,railways generated only 0.7% of total energy-related CO2 emissions, while meeting 9% of global mobility demand, compared to 22% of total energy-related CO2 emissions from other modes 4
Situation in the rail sector n Rail technologies are already 3 to 4 times cleaner than road or air transport in terms of CO2 emissions, but efforts need to be intensified to tackle climate change in the upcoming decades. n In Europe, 50% of railway lines are electrified, with around 80% of rail traffic currently powered by electricity; the remaining 20% of trains are powered by diesel, producing 4.5% of Europe s particulate emissions (PM10) and less than 2.5% of transport-related nitrogen oxides (NOx) in 2008. n Despite this good record, the rail industry is committed to reducing noxious emissions. 5
EU ambitions for Sustainable Transport Need to reach the ambitious targets set by the European Union in the 2011 White Paper on Transport: Freight Passengers 50% of road freight over 300km should shift to rail or waterways by 2050 By 2050 the majority of medium distance passenger transport should go by rail 6
UNIFE strategy and actions n UNIFE s strategy is to enable the sustainable growth of mobility, with rail as the backbone of a intermodal transport system in a context where urbanisation must go hand in hand with sustainable development goals. n UNIFE has put into place an organisational system to proactively respond to rising environmental concerns, adapt to EU legislation and contribute to the adaptation or the creation of new standards.. Improving Environmental Performance with R&D n UNIFE sees innovation in rail technology as a major lever to reducing the carbon footprint of the broader transport sector n Furthermore, the European rail industry is strongly positioned and committed to improving rail system technology, with two main goals: n Further improvement of the environmental performance of its products (rolling stock, infrastructure, signalling systems, etc.) in terms of energy efficiency and emissions across all rail transport segments: high-speed, mainline, urban/suburban, and freight n Boosting the attractiveness of rail transport to end users through the improvement of the quality of transport to end users by improving the capacity, reliability and life cycle costs of rail equipment. n UNIFE and its members are directly involved in many research projects and initiatives to accomplish these goals n Shift2Rail Joint Undertaking n EU financed collaborative rail research projects n European Rail Research Advisory Committee (ERRAC)
What is Shift2Rail? n A new and ambitious European Research & Innovation Programme that aims to: n increase the competitiveness of the EU rail industry to help it retain world leadership n increase the attractiveness of rail transport n support the completion of the Single European Railway Area n A public-private Joint Undertaking under Horizon 2020 n A budget of 920 Million Euros for 2014-2020, including 450 Million from the EU and 470 Million from the Industry n In particular Shift2Rail will address the following challenges: n Energy efficiency technologies for the rail system n Infrastructure resilience to climate change and other environmental impacts n Noise and vibration.
n MERLIN (Sustainable and intelligent Management of Energy for smarter RaiLway systems in Europe: an INtegrated optimisation approach): n Total budget: 7,0 M n Project start/end: October 2012-December 2015 n Objective: Optimise needed energy consumption, needed power demand and related costs for operating the railway system ensuring the fulfilment of the applicable performance requirements n Expected overall reduction of the energy consumption of 10% through a number of technologies and decision making tools n OSIRIS (Optimal Strategy to Innovate and Reduce energy consumption In urban rail System) n Total budget: 7,3 M n Project start/end: January 2012-March 2015 Ongoing EU Rail R&D projects n Objective: Develop system-level and operational solutions to achieve consistent energy storage, smart (re-)usage through dedicated on-site testing demos n Reduction of the overall energy consumption within Europe s urban rail systems of 10% compared to current levels by 2020
UNIFE and COP 21 n Why is it important to participate in COP 21? n Although the UNFCCC is a high-level negotiating process on climate change, it is expected that an international climate agreement in Paris would have a significant impact on all sectors, especially transport Intended National Determined Contributions (INDCs) National plans/initiatives, including on transport n To maximise that impact, transport must be acknowledged as a major contributor and the role of financing must be enhanced (governments, but also from NDBs and MDBs) n For the first time in the history of COP, transport will be widely represented following awareness campaigns (e.g. SLoCaT, PPMC), the creation of a High-level advisory group to the UN Secretary General on Transport, and the launch of transport initiatives during the 2014 Climate Summit (including the UIC Low-carbon Rail Transport challenge) 11
UNIFE and COP 21 n What the European Rail Industry expects from COP21 n A greater role for transport in the UNFCCC climate negotiations. Sustainable transport modes that offer a high mobility to emissions ratio (such as rail) should be at the heart of any transport sector strategy to combat climate change n Recognition that rail is the backbone of a carbon-conscious transport strategy. UNIFE fully promotes the messages of the UIC Low Carbon Rail Transport Challenge and the UIC Train to Paris and echo the assertion that a significant shift from more polluting modes of transport such as road and air to rail is necessary to meet the ambitious CO 2 reduction targets n A central role for finance in sustainable transport policies. UNIFE believes that sustainable transport policies should acknowledge the central role of finance, be it from donor governments, MDBs, NDBs and institutional investors. Furthermore, appropriate financing mechanisms are necessary to ensure the implementation of coherent sustainable transport policies. 12
