School District Training Process Course Goal To develop district-wide collaboration capabilities among stakeholders responsible for the safety and security management of interscholastic athletic events and after school activities. Course Overview The Risk Management for Interscholastic Athletics and After-School Activities course focuses on developing prevention/mitigation, preparedness, response and recovery techniques at interscholastic athletic events and after-school activities. Participants will learn and discuss concepts relative to vulnerability and risk assessment, planning and preparedness, hazard mitigation, crisis communication, sustaining efficient safety and security programs and incident management teamwork. The modules and activities in this course are intended to complement existing school emergency operations plans adhering to the guidelines set forth by the Guide for Developing High-Quality School Emergency Operations Plans. The course is designed to help prepare school districts in developing and coordinating after-school safety and security management programs. Continuous improvement and sustainability is described through the utilization of the Sport Event Security Aware (SESA) process. Scope The overall scope of this program is the standardization of safety and security management practices at athletic events and after-school activities. This course is a partnership among the National Center for Spectator Sports Safety and Security (NCS 4 ), the National Federation of State High School Associations (NFHS), the National Association of School Resource Officers (NASRO) and the National Interscholastic Athletic Administrators Association (NIAAA). The intent of the program is to make training and the SESA Designation available to school districts nationwide. This training will provide foundational knowledge in interscholastic athletic event and after-school activity safety and security management. Outcomes Training outcomes will include plans and procedures specific to a respective school district s interscholastic sports and event venues. Customization to the participants events and activities will allow for immediate implementation of course learning objectives at their respective school districts. Target Audience NCS 4 will deliver the Risk Management for Interscholastic Athletics and After-School Activities course to school districts requesting the training. Trainees will include superintendents, principals, athletic directors and law enforcement. Prerequisites Participants are strongly encouraged to review and compare their existing Emergency Operations Plan to the Guide for Developing High-Quality School Emergency Operations Plans. Participants are also recommended to complete the following on-line courses prior to attending this course: 1. IS-700.A, National Incident Management System (NIMS), an Introduction http://emilms.fema.gov/is700anew/index.htm Course Length & Outline The Risk Management for Interscholastic Athletics and After-School Activities course is an eight (8) hour course that covers the modules detailed below. Activities will include completion of all course 2
administrative requirements, introductions, course overview, and completion and grading of a pre-test. The participant will be able to summarize the course goal, major module objectives, how course materials will be used, and how participants will be evaluated. 1-1 State how participant performance is evaluated 1-2 State class goal and summarize module objectives for the course 1-3 Summarize how course concepts apply to sport event and after school risk management 1-4 Explain the implications of Presidential Policy Directive (PPD-8), National Incident Management System (NIMS), and Incident Command System (ICS) for sport event and after school risk management 1-5 Explain the purpose and significance of the Guide for Developing High-Quality School Emergency Operations Plan to interscholastic athletics and after school activities. Module 2: Organizational Teamwork Why is multi-agency collaboration critical? It is critical because emergency incidents usually require the capabilities of numerous agencies and specialists working effectively together to achieve optimal desired results. The suggestions, concepts, and activities in this module are designed to work toward achieving this end-the capability of a variety of needed specialists learning to work effectively in a climate of shared power characterized by mutual trust and respect. This module addresses the fundamental concepts of identifying and building the support to ensure interscholastic athletics and after hours activities are effectively managed across a continuum from simple to complex. This module is designed to focus on activities to reinforce the importance of teamwork in developing an interscholastic athletics and after hour s activities plan. 2-1 Identify internal and external stakeholders to support the safety and security program. 3
2-2 Define roles and responsibilities of internal and external stakeholders. 2-3 Develop processes to collect and disseminate important information to and from internal and external stakeholders. 2-4 Review where the key stakeholders are within the Incident Command System. 2-5 Conduct a discussion based exercise to validate stakeholders' roles in the response planning process. 2-6 Complete part 1 of the courses threaded exercise. Module 3: Identifying and Assessing Risk This module addresses risk management and the risk assessment process as it pertains to high school sport and after-school venues. Components of the risk assessment process will be presented, alongside common vulnerabilities and consequences reduction proposals for high school sport and after school venue safety and security. It is imperative for superintendents, principals, athletic directors and facilities managers to continually assess their facility to enhance safety and security and address vulnerabilities. At the conclusion of this module, participants will be able to perform a risk assessment and explain risks associated with interscholastic athletic events and after school activities. 3-1 Define risk, threat, consequence and vulnerabilities. 3-2 Identify a risk assessment team. 3-3 Use a risk assessment methodology. 3-4 Complete part 2 of the course threaded exercise. Module 4: Sport Event and After School Activities Planning This module will emphasize the critical nature of planning. Emphasis will be placed on support planning for after-school annex and event plan. A briefing will review the Guide for Developing High-Quality School Emergency Operations Plans. By the conclusion of this module, participants will develop objectives to support planning goals, discuss the development of an after-school annex and event plan. The information in this module is designed to complement existing basic plans and functional and hazard-specific annexes. 4
4-1 Determine and write goals, objectives and courses of action. 4-2 Discuss the development of annexes and event plans for after-school and interscholastic athletics. 4-3 Discuss the recommended format and content of an after-school annex. 4-4 Complete part 3 of the course threaded exercise. Module 5: Physical and Perimeter Security This module addresses safety and security measures as it pertains to high school sport and afterschool venues. The essential baseline, policies and procedures and post event components of protective measures will be presented. It is important that the multi-agency team continuously evaluate these safety and security protective measure in order to enhance safety and security and address vulnerabilities. At the conclusion of this module, participants will be able to identify, understand, and determine the processes and procedures necessary for perimeter and physical security. Enabling Learning Objectives 5-1 Discuss the integration of physical security technologies into after-school programs. 5-2 Define physical and perimeter security challenges. 5-3 Identify credentialing processes and controlled areas. 5-4 Discuss the importance of communication to perimeter security. Module 6: Staff Training and Exercise This module address safety and security staff training and exercises as it pertains to high school sport and after-school venues. The training needs for effective safety and security management, curriculum and evaluation will be presented. Also in this module, exercise options applicable to high school crisis preparedness associated with interscholastic athletics and after -school activities. 5
This module provides the building blocks to develop a training and exercise program for staff responsible for managing school sports and after hour s activities. Participants will learn how to identify who needs to be trained, how to train them, and how to effectively evaluate the training program as part of a continuous improvement cycle. 6-1 Develop performance standards for the personnel responsible for and directly supporting interscholastic athletics and after hour activities. 6-2 Identify the training needs for sport events and after school personnel. 6-3 Identify resources to deliver necessary training for school sports and after hour activities. 6-4 Establish/create a staff development plan. 6-5 Develop and conduct discussion-based exercises and drills to refine capabilities, evaluate performances, document deficiencies, and improve shortfalls. 6-7 Explain training and exercises as a critical component of the Sport event Security Aware System Module 7: Sport Event Security Aware (SESA) This module fully describes how a school district can achieve the Sports Event Security Aware (SESA) designation. This cycle of continuous improvement assesses the Sport Event Security Management System which needs to remain up-to-date, continuously improves, explores innovative strategies, and utilizes current technologies. The four processes are: Identify and assess risk Identify and design training programs Customize and implement exercise programs Explore and recommend countermeasure improvement processes Participants will develop an understanding of the Sport Event Security Aware Designation and continuous improvement cycle. This module will explain the importance of and provide an avenue for schools to assess current safety and security programs, improve existing plans and procedures and sustain those plans and programs. 7-1 Define the SESA process. 6
7-2 Discuss the SESA designation and the application process. 7-3 Identify the components of the continuous improvement cycle. Module 8: Post -Assessment and Evaluation In this module, participants will be administered an objectives-based post-test. They must score 70% or greater to receive a Certificate of Completion. Retests may be administered on-site if needed. Participants will also complete a course evaluation form and provide feedback on the course instruction, content, and materials. The participant will be able to complete a comprehensive post-test and course evaluation at 70% mastery or higher. 8-1 Provide feedback by completing a course evaluation. 8-2 Complete a comprehensive post-test with a score of 70% or better. 7
