File reference: EDB(FE)CR 1/2/3231/11 LEGISLATIVE COUNCIL BRIEF APPROVAL FOR HONG KONG NANG YAN COLLEGE OF HIGHER EDUCATION TO AWARD DEGREE AND TO INCLUDE HOK YUEN IN ITS CHINESE NAME, AND FOR HANG SENG MANAGEMENT COLLEGE AND HONG KONG SHUE YAN UNIVERSITY TO AWARD DEGREE INTRODUCTION At the meeting of the Executive Council on 18 March 2014, the Council ADVISED and the Chief Executive ORDERED that approval be granted to (a) (b) Hong Kong Nang Yan College of Higher Education (NYC) to use 香 港 能 仁 專 上 學 院 as its Chinese name and to award degree for the two proposed programmes (i) Bachelor of Business Administration (Honours) in Accounting; and (ii) Bachelor of Arts (Honours) in Chinese, subject to the registration of NYC under the Post Secondary Colleges Ordinance (the Ordinance) (Cap. 320); Hang Seng Management College (HSMC) to award degree for the five proposed programmes (i) Bachelor of Business Administration in Financial Analysis (ii) Bachelor of Management Science and Information Management (iii) Bachelor of Business Administration (Honours) in Corporate Governance; (iv) Bachelor of Business Administration (Honours) in Management; and

(c) (v) Bachelor of Science (Honours) in Data Science and Business Intelligence; and Hong Kong Shue Yan University (HKSYU) to award degree for the proposed Master of Mediation and Conflict Resolution programme. 2. Following the approval of the Chief Executive-in-Council, the Permanent Secretary for Education has approved the registration of NYC ( 香 港 能 仁 專 上 學 院 ) under the Ordinance. JUSTIFICATIONS Hong Kong Nang Yan College of Higher Education (NYC) 3. In 1968, the Hong Kong Buddhist SANGHA Association (HKBSA) established the Hong Kong Buddhist College (HKBC) to provide matriculation courses and post-secondary programmes. In the 2013/14 academic year, HKBC operates four self-financing locally-accredited associate degree programmes with a total enrolment of around 30 students. Building on its experience, HKBSA has decided to develop HKBC into a registered post-secondary college, namely the Hong Kong Nang Yan College of Higher Education. 4. In March 2013, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) completed an Institutional Review, commissioned by NYC, to ascertain whether NYC has a suitable academic environment for the conduct of degree level programmes in general. NYC was confirmed to meet HKCAAVQ s accreditation standards in August 2013. Separately, in July 2013, NYC obtained HKCAAVQ s accreditation of the proposed Bachelor of Business Administration (Honours) in Accounting and Bachelor of Arts (Honours) in Chinese programmes. 5. Section 8(1) of the Ordinance provides that every college shall be registered under such name in both English and Chinese as may be approved by the Permanent Secretary for Education, who shall not without the prior sanction of the Chief Executive-in-Council approve any name containing the word University, or the Chinese words Tai Hok ( 大 學 ) or Hok Yuen ( 學 院 ). As NYC would like to use the Chinese name 香 港 能 仁 專 上 學 院, approval of the Chief Executive-in-Council is required. 2

Save for the HKSYU ( 香 港 樹 仁 大 學 ), all institutions registered under the Ordinance are now using names containing the words Hok Yuen ( 學 院 ), with approval previously given by the Chief Executive-in-Council. They are the Caritas Institute of Higher Education ( 明 愛 專 上 學 院 ), Centennial College ( 明 德 學 院 ), Chu Hai College of Higher Education ( 珠 海 學 院 ), HSMC ( 恆 生 管 理 學 院 ) and Tung Wah College ( 東 華 學 院 ). Hang Seng Management College (HSMC) 6. The Hang Seng School of Commerce (HSSC) was founded in 1980 to provide mainly business diploma courses, as well as matriculation courses, pre-associate and associate degree programmes in later years. Established by the HSSC, HSMC was registered under the Ordinance in 2010. HSMC operates six self-financing locally-accredited post-secondary programmes, including five bachelor s degree programmes and an associate degree programme with around 3 910 students in the 2013/14 academic year. 7. In November and December 2013, HSMC obtained HKCAAVQ s accreditation of the following five programmes (a) Bachelor of Business Administration in Financial Analysis (b) Bachelor of Management Science and Information Management (c) Bachelor of Business Administration (Honours) in Corporate Governance; (d) Bachelor of Business Administration (Honours) in Management; and (e) Bachelor of Science (Honours) in Data Science and Business Intelligence; Hong Kong Shue Yan University (HKSYU) 8. The Hong Kong Shue Yan College was established in 1971 as a private post secondary college and registered under the Ordinance in 1976. It began offering degree programmes in 2001, and the Chief Executive-in-Council approved its re-titling as the Hong Kong Shue Yan 3

University in December 2006. In the 2013/14 academic year, HKSYU offers 16 self-financing locally-accredited degree programmes, including 12 bachelor s degree programmes and four master s degree programmes with a total of about 5 250 students. 9. In January 2014, HKSYU obtained HKCAAVQ s accreditation of the proposed Master of Mediation and Conflict Resolution programme. Award of Degrees 10. Section 10(a) of the Ordinance provides that a post secondary college may, with the prior approval of the Chief Executive-in-Council, award degrees. NYC, HSMC and HKSYU have all obtained HKCAAVQ s accreditation of their proposed programmes and hence the quality is assured. The institutions intend to introduce the aforementioned degree programmes in the 2014/15 academic year. IMPLICATIONS OF THE PROPOSAL 11. The proposal is in conformity with the Basic Law, including the provisions concerning human rights. It has no significant economic implication, and no financial, civil service, productivity, sustainability, environmental or family implications. PUBLIC CONSULTATION 12. Public consultation is unnecessary as the proposal involves no policy change. PUBLICITY 13. A spokesman will be available for answering public enquiries. ENQUIRIES 14.
