International Institute Institutional capacity for education development and reform The IIEP Advanced Training Programme (ATP) supports development goals worldwide The International Institute (IIEP) is an education policy research and professional training institution of the UNESCO created in 1963. IIEP contributes to education development and reform in developing nations. The Institute s research and training programmes are geared to strengthening national capacities to analyse and formulate sound education policies, realistic education plans, and manage effectively education resources such as personnel and finance. The Institute offers a wide array of training programmes both in residential mode and at a distance, within a range of short professional development courses, to a 10-month Master Degree programme. Education planning and resource management reforms are at the heart of Government interventions and international donor initiatives to reduce poverty, to improve governance, to advance towards the Millennium Development Goals and the Education for All goals, and more generally to promote social progress and equity in access to social services. A practice-oriented degree programme for education managers The Advanced Training Programme in Educational Planning and Management is an intensive 10-month degree level residential programme leading to the IIEP Diploma or the IIEP Master Degree in Educational Planning and Management. The ATP is a practice-oriented academic programme to strengthen the professional competencies and skills of education managers and university staff from the public and non-governmental sectors. Participants are drawn from Government institutions such as Ministries of Education, Finance or Planning; from international and national NGOs; as well as from public and private research and training institutions and universities in developing nations. Personnel from international cooperation agencies also enroll in the ATP to up-grade their professional skills or prepare for a professional reorientation within their institutions. The ATP is a programme that is directly relevant to the professional needs of these groups and contributes to create sustainable institutional and organizational capacity at the service of national education development. The ATP is a bilingual programme delivered in English and in French. It provides a unique opportunity to participants from different continents, countries and cultures, but with a common interest in education development, of sharing their professional experiences. Once the participant returns to his/her home country, the IIEP Alumni Network offers regularly opportunities to maintain contact with the large international circle of former ATP trainees, and to continue the study experience through learning events organized on-line at regular intervals by IIEP. The ATP is aligned with the Bologna process and applies the ECTS. A unique training programme 2 A programme combining academic and professional skills The Advanced Training Programme has a unique identity. It is a practice-oriented Diploma and Master Degree programme designed in response to capacity development needs of education institutions: it creates leadership skills, strengthens core competencies and skills of technical personnel for effective education sector planning and management, and trains national trainers. By doing so the ATP reinforces the capacity of education leaders, and their institutions, to prepare and implement education policies more successfully in cooperation with national and international financing agencies. Development of professional expertise The ATP has a unique professional dimension. The programme focuses on relevance and applicability, as well as skills and practices that contribute to educational development and reform in participants home countries. Education planners, managers and academics from national training institutions acquire modern education planning techniques, up-date themselves in terms of management approaches and develop leadership skills. At the same time, the programme offers a comparative education dimension, drawing on lessons learnt from international experience by IIEP. It takes advantage of the rich professional experience available among the participants from more than 20 countries every year.

The IIEP Advanced Training Programme in Educational Planning and Management Diploma and Master 2012/2013 Session Research and field-oriented training contents The ATP benefits from a unique learning environment. IIEP is a cutting-edge education policy research institute and features an important portfolio of operational activities at country level. ATP contents integrate the findings from policy research and reflect IIEP s long-standing working experience on education policy, planning and management with governments and international partners in countries around the world. As a result, ATP contents are constantly up-dated to reflect new developments, findings from research and methodological approaches. Open to experienced education professionals from around the world A unique recruitment profile distinguishes the ATP from traditional academic programmes. Participants are recruited from all around the world. They include experienced education professionals holding leading positions or middle-management positions in their countries. They represent a wide range of experience, thus allowing access to a wealth of empirical resources. Experience and expertise of the IIEP teaching staff The ATP benefits from a unique teaching staff profile. IIEP teaching teams include professionals actively involved in education policy research and operational activities in UNESCO Member States. Authors of several publications, they have also contributed significantly to educational reforms and designing of educational programmes in many different countries. IIEP regularly invites guest speakers of international renown to contribute to ATP courses to benefit from their long-standing experience and enriching perspectives. A bilingual programme combining a rich array of teaching methods The ATP is unique in terms of working methods. The ATP is a bilingual programme. All courses are given in English and in French. Teaching-learning activities include lectures, seminars, discussions, practical exercises, simulations, and individual and group work. The working methods call for the active involvement of all participants and their contributions to the teaching-learning process. This creates a rich, dynamic environment for learning that is enhanced by the simultaneous delivery of all courses in English and French through the collaboration of an expert team of interpreters. It enables knowledge sharing across Anglophone, Francophone and other cultures and traditions. Two study visits undertaken in the framework of the ATP allow participants to obtain practical insights into the functioning of the French education system and the education system of a second country in Europe or outside Europe. An outstanding research environment The ATP offers participants a unique research environment. Participants benefit from individually guided research work undertaken under the academic supervision from IIEP experts. They have individual access to frontline software and the Institute s large database. IIEP possesses a particularly rich Documentation Centre with over 30,000 publications and over 500 specialized periodicals and journals devoted to educational policy, planning, management and related areas (economy, demographics, statistics, sociology, public administration, political science, etc.). Participants are also ensured free access to many other libraries and documentation centres in Paris. IIEP also provides access to important on-line resources such as Planipolis, and exchanges with on-line communities. An active alumni and professional support network The ATP is the corner stone for a unique professional network. The intense interaction over 10 months allows ATP participants to develop a common identity and shared understanding of their potential contributions to educational development processes in their respective countries. This results in their membership in a global network of education professionals involved in planning and management. The IIEP Alumni Network fosters exchanges between this worldwide set of professionals whose common mission is to lead the way to better education. IIEP organizes at regular intervals activities for alumni including online discussion forums and seminars on important themes of educational development and reform. 3

International Institute ATP structure and courses Over almost five decades the Advanced Training Programme has been successful in fulfilling its objective: developing professional expertise and leadership skills in the area of educational planning and management. This professional expertise contributes to the creation of sustainable institutional capacity for education development. The ATP is a ten-month residential degree programme delivered annually by IIEP. It follows the academic calendar from September to June. The next ATP session will take place from September 2012 to June 2013. The ATP is structured into three major phases, or stages of learning, and includes two study visits and individual research activities. 1 2 In-country Common core phase phase Study visit 3 Specialization phase Study visit Research and Memoir Sept 2012 October February 2013 April June 2013 4 1. In-country phase A preparatory phase includes guided self-teaching by admitted candidates while they are still in their country. Participants are required to study a set of IIEP self-teaching materials including a refresher course on education statistics; to undertake information and data research in their country; and to write a paper on the education system of their country. IIEP provides support at a distance via a Virtual Platform. The preparatory phase takes place in September. 2. Common core phase A set of core courses that are compulsory for all participants and covers the fundamentals of educational planning: This phase comprises a sequence of six courses covering all aspects of the planning cycle, from an education sector diagnosis to plan implementation. It includes education statistics for planning and management, and positions education development within the larger context of socioeconomic development, demographics and the evolving development aid context. ATP participants take these courses at IIEP in Paris from October to February. 3. Specialization phase A specialization phase in quantitative techniques or education management: participants select one of two streams of specialized courses offered during this phase, the first focusing on quantitative analysis (Education Planning and Analysis Stream 1) and the second on education resource management (Education Planning and Management Stream 2). The specialization courses take place between February and April. Study visits On-site study of the education systems in UNESCO Member States: The ATP includes two study visits to familiarize participants with the functioning of education systems in other countries and reinforce the programme s comparative perspective. A first study visit is organized in November to introduce participants to the education system of their host country, France. A second study visit to a different UNESCO Member State is organized in April every year. In recent years participants visited countries in Europe (Flanders, Finland, Germany, Spain), in Asia (India, Japan, Republic of Korea) and Latin America (Argentina). Research and Memoir Policy-relevant research and thesis writing: Participants undertake research on a topic of relevance for education development for their country or institution, and prepare a research paper, called Memoir, under the supervision of an IIEP advisor. Alternatively they may prepare a countryspecific planning tool, or a specific survey instrument, as part of the Memoir, for use in their home country upon return. Individual research work accompanies ATP stages throughout the year, with a phase in May dedicated to Memoir writing.

Learning environment November 2012 April 2013 October 2012 to June 2013 The working conditions at the Institute fully meet standards of a high-level international professional training programme. The working languages are French and English, and interpreters ensure simultaneous interpretation of lectures, seminars and other training activities. Interactive teaching-learning methods used in the courses rely heavily on the use of computers. Participants use frontline technology and have individual access to IIEP s large database, on-line resources and rich documentation on education policies, planning and sector management in an international perspective. Mode of evaluation and certification The participant s level of achievement is regularly assessed through various types of evaluation including tests, individual assignments and evaluation of group work for all courses. Participants who complete all the phases of the ATP are awarded the IIEP Certificate in Educational Planning and Management. The award of the IIEP Diploma and the IIEP Master Degree is subject to the fulfillment of specific conditions and score requirements. The evaluation system is explained in the ATP regulations. Strategic debates at IIEP The Institute proposes a series of debates on current educational development and reform issues. Delivered by renowned experts in the field, these debates contribute to an effective exchange of knowledge and experience between scholars, researchers and ATP participants. 5

International Institute Application and admission Conditions for admission Admission to the ATP is open to all candidates who meet the requirements stated below. The number of places made available for the programme is limited to around 30. For an application please use the Application Form which contains complete information on the documents, reference letters and justifications to be provided. Candidates Applications are welcomed from candidates working in government institutions such as Ministries of Education, Finance, Planning, Civil Service Commission; from international and national NGOs; from national research and training institutions; from universities in developing nations. Personnel from international cooperation agencies wishing to upgrade their professional skills or prepare for a professional reorientation are also invited to apply. Particular consideration will be given to applications received from female candidates and candidates from the least developed countries. Age Candidates should be between 30 and 48 years of age. Professional experience Candidates should have a minimum of 3 years of work experience at the central or regional administrative level in fields related to education planning and management. Academic qualifications Candidates should hold at least a Bachelor Degree or an equivalent degree preferably in a field related to education, economics or statistics. Language proficiency and computer skills Candidates should be fully proficient (read, write and speak fluently) in English or French. Candidates whose mother tongue or working language is neither English nor French must provide a certificate of proficiency in one of these languages. Good computer skills in Word and Excel software are required for the successful completion of the programme. Applications should be sent by postal mail to the Head of the IIEP Training and Education Programmes (TEP). Advance copies may be sent by electronic mail to: tep@iiep.unesco.org for information purposes. Inclusion of a candidature in the official IIEP selection process requires, however, receipt of the applicant s file by postal mail. Application and selection procedures Application forms can be obtained from the UNESCO National Commission in the applicant s home country, or downloaded from IIEP web site at: www.iiep.unesco.org/capacity-development/training.html Completed applications must reach the Institute not later than 17 February 2012, accompanied by: certified photocopies of diplomas and certificates a statement on the steps taken to secure appropriate funding in the event of admission to the programme. Candidates from Ministries have to present their application through their Ministry or the UNESCO National Commission. Their current employer must sign the official statement in the application form and the candidates must be given assurance that he/she will resume the same, or a similar position on completion of the training at IIEP. Candidates from non-governmental organizations and donor agencies present applications directly to IIEP. A Selection Committee reviews all applications for the programme. Candidates are notified in writing, through the National Commission of their country, of the outcome of their applications. Successful candidates must confirm their intention to attend the programme, and inform IIEP of the steps taken to secure a fellowship. They also have to submit a medical report and a chest X-ray to IIEP for transmission to the UNESCO Medical Service. Candidates can only travel to Paris once their medical files have been cleared by the UNESCO Medical Service. 6

The IIEP Advanced Training Programme in Educational Planning and Management Diploma and Master 2012/2013 Session Financial and practical information ATP participation costs IIEP does not request tuition fees for the ATP. 2 The financial information is provided to successful candidates with the official admission letter. Admitted candidates are allowed to attend the programme only if the required amount has been transferred to IIEP before their arrival to cover their participation and living costs. The ATP participation costs for the 2012 2013 session are: Living costs In euros Training materials 1,200 Lump sum for two study visits 2,500 Contribution to interpretation services (French/English) 1,500 Administrative costs/registration 800 TOTAL OF ATP PARTICIPATION COSTS 6,000 The estimated living costs (recurrent and one-off costs) for the 2012 2013 session of the ATP are: In euros Recommended monthly stipend (1,500 Euros per month for nine months) 13,500 Reservation fees for accommodation at CIUP 910 Installation and terminal allowances 170 Medical examination fee for French resident permit 55 Medical insurance coverage for nine months 550 Portable computer and software 1,200 TOTAL OF LIVING COSTS 16,385 Financial assistance and fellowships IIEP is not a funding institution and cannot offer financial help. In certain cases it can facilitate access to fellowships. Candidates are encouraged to apply to appropriate institutions for fellowships or grants. Some ATP participants attend the programme on a self-financing basis. Most participants are funded by their employer, including Ministries, international organizations or NGOs. These fellowships are generally funded from international cooperation programmes in the area of education and training, human resource development or institutional capacity building sponsored by governments and international partners such as development banks, bilateral agencies or UN funds and programmes. Agencies may be approached for funding of fellowships from non-earmarked or special funds available at their Headquarters, or at Regional or Country Offices. These include, among others, the World Bank, the Asian Development Bank, the African Development Bank, the European Union, bilateral donors, UN agencies such as UNICEF, and private foundations such as the Ford Foundation. The UNESCO Participation Programme is an important source of funding for ATP fellowships. UNESCO Member States may submit a request for funding to this Programme through their National Commission. The procedure and schedule for the submission of funding requests are available from the UNESCO web site at: www.unesco.org/new/en/unesco/ (see under tab: «Join us») The one-off costs include a portable computer and specialized software required for some programme courses. IIEP purchases the equipment which becomes the property of the participant. The total cost of attendance of the 2012 2013 ATP session is estimated at Euros 22,385, to which return fare from your country to Paris need to be added. 2 The ATP is highly subsidized. Tuition fees are covered by subsidies received from UNESCO and other IIEP partner organizations. The contributions requested from participants cover non-tuition costs including costs associated with ATP study visits and the provision of a portable computer and specialized software. Programme costs are adjusted every year in the light of expenditure forecasts. Accommodation IIEP has no accommodation facilities of its own but assists participants in finding accommodation at the university residence Cité internationale universitaire (CIUP) 3 in Paris.
