1.0 Scope Overview 1.1 The State of Arizona Department of Emergency and Military (AZ DEMA) affairs in conjunction with the Arizona National Guard (AZNG) wish to establish a 5 year (1 year with 4 option years) contract for Intrusion Detection Alarm System (IDS) monitoring with a UL827/ UL2050 compliant Central Monitoring Station (CMS) vendor. 2.0 Qualifications 3.0 Scope 2.1 CMS vendor shall be compliant with UL 827 Standard for Central-Station Alarm Services AND UL 2050 Standard for National Industrial Security Systems. 2.2 CMS vendor shall provide current UL certificates in order to show compliance with UL requirements. Certificates shall be provided annually to the AZNG Electronic Security System (ESS) section for their local records and annually upon expiration of each certification or upon request of AZNG ESS personnel. Certificates must be provided with quote. 2.3 Per UL 827, The central-station burglar- and fire-alarm station and residential alarm systems covered by these requirements are systems in which the operation of electrical protection circuits and devices are signaled automatically to, recorded in, maintained in, and supervised from a centralstation or residential monitoring station having trained operators and runners on duty at all times. Therefore, monitoring shall be by qualified and trained central monitoring station operators to monitor alarm signals, recognize alarm codes and respond to alarms immediately contacting site responders in their appropriate areas/partitions of responsibility, and be continuous with no interruption of service. 3.1 The vendor shall provide security monitoring services twenty-four hours a day, seven days a week (24/7) for the State of Arizona Department of Emergency and Military Affairs (AZDEMA) and the Arizona Army National Guard (AZNG) facilities, throughout the state Of Arizona. Locations include; Douglas, Nogales, Safford, Tucson, Marana, Yuma, Phoenix, Glendale, Chandler, Tempe, Mesa, Flagstaff, Prescott, Belmeont, and Show Low. 3.2 The CMS vendor shall provide monitoring for multiple applications of installed security alarm systems in accordance and compliance with UL 827 Central Station Alarm Services and UL 2050 (CRZM) National Industrial Security Systems for protection of National Security Information & Equipment with the attached specifications and all attached documents in this sourcing event. 3.3 The CMS shall receive alarm signaling in Contact Identification format (CID) from existing and new 3
burglar alarm panels with plain old telephone service (POTS) lines, cellular and/or internet reporting. 3.4 The CMS shall provide immediate notification to the appropriate designated personnel, law enforcement, as designated per standard operating procedures in the event an alarm signal is received. 3.5 The CMS must monitor openings, closings, troubles or trouble conditions, and alarm signals. 3.6 The CMS must immediately notify designated personnel or military personnel upon receipt of an Intrusion Detection System (IDS) alarm condition, including loss of communication path (telephone line, cellular radio, and/or internet communications). 4.0 Scope Detail The CMS awarded vendor shall provide the following: 4.1 One hundred sequentially numbered accounts for current and future expansion of IDS alarm panels on POTS lines and/or IP. Currently there are 58 numbered accounts in use; vendor shall provide up to 100 sequentially numbered accounts. 4.2 Onsite training and account set up at AZNG Electronic Security Systems Office in Phoenix Arizona. This Training shall be included in contract cost and will be scheduled following award of contract. The training shall include but is not limited to: 4.2.1 Reporting capabilities. 4.2.2 Running reports and printing reports. 4.2.3 Viewing account history. 4.2.4 Making changes as necessary to any field of the accounts. 4.2.5 Adding, deleting and editing accounts. 4.3 Provide levels of access authority to match individual access privileges. 4.3.1 Monitor, log, and store events in compliance with UL: 4.3.2 All opening and closing of accounts. 4.3.3 All troubles of panels and sensors. 4.3.4 All alarms of panels and sensors. 4.3.5 All alarm activations (Erroneous or real). 4.3.6 All events shall be in Contact ID format with time and date stamps, incoming phone number/ip address, with detailed zone descriptors. 4.3.7 User ID and associates name on activation, deactivation, alarm cancelation, and verified start and stop of monthly testing. 4
4.4 Vendor shall maintain record of all duress alarms on accounts 4.4.1 Each installation account shall have a duress alarm associated with its Intrusion Detection System (IDS). 4.4.2 Call the appropriate law enforcement agency (to be identified per location after award). 4.4.3 DO NOT CALL THE FACILITY TO VERIFY DURESS 4.5 Provide two dedicated contacts within the company for customer support of account maintenance, issues, and new account set ups for the AZNG ESS section. 4.6 Provide the AZNG ESS section log-in and access with a minimum of 6 individual logins within the monitoring software for account maintenance, account set up, and authorization of zones, users, and additional fields to all accounts. Provide logs of; individuals that made changes by name, the changes made, date etc. (passcode change, phone number changes, names, duty assignments, back ground experations or any change to a comments type field). 4.7 Vendor provided electronic interface (E-services) shall have the capability of 6 months viewing of all events upon sign in. Shall be able to provide, upon the written request of the AZNG ESS section, up to three years of back logs of all events for every account in PDF or by digital appliance in Microsoft Excel format. 4.8 CMS shall have a redundant Central Monitoring Station location that would allow alarm signals to be rerouted in the event of the primary facility has a loss of signals automatically with no loss of services. This is to include back up telephone and Internet communications paths with automatic switchover capabilities. 4.9 CMS shall provide annual review of accounts and comprehensive operating procedure plans with the AZNG ESS section. Comprehensive operating procedure plans shall provide detailed procedures of alarm types, alarm signal types, and the corresponding operator actions per account and partition/area of IDS to be taken at and by the Central Monitoring Station. 4.10 CMS shall provide full web access to include the following: 4.10.1 24/7 real time access. 4.10.2 All account history viewing of accounts. 4.10.3 Ability to make changes as necessary to any field for the ESS section of AZNG personnel. 4.10.4 Ability to place systems in/on test, verify signals and take off test at completion of IDS systems 4.10.5 Tests results shall be available via internet or smart phone capabilities. 4.11 In the event of an alarm or an irregular alarm and no armory personnel can be reached, Central Monitoring Station shall notify the first responders (to be identified per location after award) and 5
email the ESS section of event with follow up notes. 4.12 The CMS shall provide any Central Station software upgrades as necessary to access central station data via the web or smart phone applications when applicable. All software upgrades shall be completed at no additional charge to the State of Arizona. 4.13 The ARNG ESS section shall receive reports via email for each IDS system based on the items below: 4.13.1 Daily test failures or no test failure on all active accounts. 4.13.2 Daily alarm dispatch reports with after action reports. 4.13.3 Daily cellular and internet failures on all accounts. 4.13.4 A monthly alarm test on test report receivable on the first of every month of all active accounts to include the below items: 4.13.4.1 User conducting test. 4.13.4.2 Start time of monthly test. 4.13.4.3 A detail list of panel #, CID codes, and zone description sent from accounts. 4.13.4.4 Time system went off test. 5.0 BILLING 5.1 Billing requirements detailed in RFQ document, DEMA15-00005274 M15-0022 Central Monitoring System AZNG AZ DEMA RFQ, section 1.2.13. 6
