CENTER FOR GOVERNMENT SERVICES THE NEW JERSEY SCHOOL TRANSPORTATION SUPERVISORS PROGRAM A cooperative effort between Rutgers University and the School Transportation Supervisors of New Jersey, the School Transportation Supervisors Program is designed to meet the professional and educational needs of school district transportation supervisors, bus contractors, and those interested in enhancing their knowledge in these areas through a series of eight courses which include: Management and Supervisory Skills Transporting Students with Disabilities Codes, Statutes, and Regulations Employee Training & Safety Education Emergency Management Financial Operations Fleet Management Routing and Scheduling Courses are offered on a rolling basis. Course descriptions and a schedule of course offerings are available on the Center for Government Service s website http://cgs.rutgers.edu/ transportation. STUDENTS WHO PARTICIPATED IN THE NEW JERSEY DEPARTMENT OF EDUCATION S PUPIL TRANSPORTATION SUPERVISOR S PROGRAM Overview: The New Jersey Department of Education (NJ DOE) previously offered the Pupil Transportation Supervisor s Certification Program. Students who successfully completed any of the five courses in the NJ DOE s certification program may be eligible to bypass the associated course in the new certification program if they successfully pass a test-out examination based upon the new course curriculum. Please note that although course topics may be similar between old and new courses, the Center s curriculum includes additional topics and updated content. Review Course: The review course is optional for students planning to take the test-out examination. Students may choose to take the review course to revisit course topics in preparation for the test-out exam or to determine if they are prepared to sit for the test-out exam or if they would feel more comfortable taking the full course. Taking the review course does not obligate students to take the test-out exam. NO. 1

SCHOOL TRANSPORTATION SUPERVISORS PROGRAM Test-Out Examination: Students who successfully completed any or all of the five courses in the NJ DOE s certification program can sit for a test-out exam to demonstrate if they have the required competencies for a particular course. Students wishing to register for a test-out exam must submit a copy of their certificate of completion from the related NJ DOE course when registering. Students unable to prove they successfully completed the NJ DOE s course will not be permitted to sit for the test-out exam. Review courses and test-out exams for the related NJ DOE courses will be scheduled during a specified period of time. Students interested in taking the review course and/or test-out exam must register during that time. Final opportunities for review courses and/or test-out exams for a particular course will be advertised in the brochure. Any student who does not register to test-out of a particular course and misses the testout exam opportunities must take the full course. Students will have one opportunity to sit for the test-out exam for each applicable course. Students failing to receive a 70% or higher on their test-out exam must complete and pass the full course to receive their certificate of completion. Students will choose to take the review course and/or test-out exam on a course by course basis. For example, a student who took all five courses in the NJ DOE Program may decide to test-out of FRouting and Scheduling but take the full Fleet Management course. Students will make those determinations based upon their skills, experience, and comfort level with indivdual topics. Final review and test-out opportunities will be offered the Spring 2015 semester for the following courses: Fleet Management Routing & Scheduling See pages 9 and 10 in this brochure. CENTER FOR GOVERNMENT SERVICES REGISTRATION INFORMATION Courses are scheduled during the fall, spring and summer semesters throughout the state. Announcements containing specific course information are available each semester and may be found on the Center s website at www.cgs.rutgers.edu. Enrollment: A student may enroll in a CGS course in several different ways. Mail-in, faxed, in-person registrations at the CGS offices, and online registrations (with credit card or e-check only) are accepted prior to the start of the course. Before a student is officially enrolled in a course, payment must be authorized or secured, and the student must meet all prerequisites associated with the course. A student who has a delinquent account with CGS will not be permitted to enroll in any additional CGS courses until the delinquency is resolved. Student may register online with a credit card or e-check. Go to http://cgs.rutgers.edu and click on the Register link in the left column. To ensure that course materials are available at the first session of the course, it is strongly recommended that all students register at least one week prior to the course start date. In-person registrations at the course location on the night of the first class are considered walk-ins. Walk-ins are accepted but not encouraged and will be assessed a $15 late registration fee. In addition, walk-in students must complete an Agreement-to-Pay Form and will be contacted by CGS immediately after the first class. Walk-ins must make full payment of all fees or provide a valid purchase order within five business days of the first class. Walk-ins already on financial hold will not be permitted to complete their registration unless the delinquency is resolved. Course Fees and Payment: Payment for a student s participation in a course can be obtained using any of the following four methods: 1) Credit card payment by mail, in-person, or fax (Visa, Master card, Discover or American Express) 2) Check or money order payment by mail or in person 3) Authorized voucher or purchase order received via mail or fax 4) Online with credit card or e-check (only) Actual course fees vary per course as courses have different hours of instructional time and the cost of study materials are dissimilar. Upon receipt of a completed registration form and payment, a class space is reserved for the student. Confirmation letters regarding registration will not be sent. Financing: If financing is needed, apply for the Sallie Mae Smart Option Student Loan as soon as possible at www.salliemae.com/00262990. NO. 3

SCHOOL TRANSPORTATION SUPERVISORS PROGRAM Late Fees: Students are required to register for classes before the date of the first class session. Any student who attempts to register on (or after) the day of the first class will be considered a late registrant and will be assessed a $15 late fee for the processing of the registration. Returned Check Fee Policy: There is a $25 fee for all returned checks. Failure to pay the fee will prevent future course registrations and the withholding of the course certificate. Course Cancellation Policy: The Center reserves the right to cancel any course or seminar. CGS will notify all students enrolled in a course that has been cancelled and the information will be posted on the CGS website. Students will be given a choice of receiving a full refund for courses cancelled by CGS or exercising the option to enroll in the same course at a different location (if one is available) or another course that is offered during the same semester. In the event there is a difference in course fees between the course that was cancelled and the alternate course, an adjustment will be made. A student may not select an alternative course that has a prequisite if the prerequisite has not been met. Withdrawals/Transfers: All requests to change registration status, either by withdrawal or transfer, must be submitted in writing at least 2 business days before the course start date and will incur a $25 processing fee. Withdrawals will be refunded, minus the $25 fee. Failure to notify CGS within the time frame will result in forfeiture of all fees. Education Credit: Selected courses in the CGS program qualify for continuing education credit toward renewal of certain professional licenses and academic credit. The CGS website lists the specific courses where continuing education credit is available. Certificates: Certificates are mailed to students after the successful completion of each course, which is defined as 80% attendance of the class hours, a passing grade (if an examination is required) and full payment of all fees. A permanent record of courses taken is maintained by Rutgers. Certificates will not be issued to students if any fees are outstanding or delinquent. Special Needs Students: Students with special needs are encouraged to contact CGS so that appropriate accommodations may be made. NO. 4

Students who successfully completed the NJ DOE s Routing & Scheduling course may choose to take the Routing & Scheduling Review and Test-Out. Review courses are optional for those interested in taking the test-out exam and are designed for: a) Students that feel comfortable with their knowledge, skills, and experience on course topics and wish to review specific information to better prepare for the test-out exam. b) Students that are uncertain if they should take the test-out exam or the full course. Taking the review course does not obligate students to sit for the test-out exam. Students are not required to take the review course before enrolling in the test-out exam. However, students enrolling in the test-out exam must submit documentation upon registering that demonstrates successful completion of the course titled Vehicle Maintenance or Routing & Scheduling offered through the NJ Department of Education. Students will have one opportunity to sit for the test-out exam for each applicable course.
