What is a rdic Ecoabeed ceaning product? rdic Ecoabeed ceaning products are amongst the east environmentay harmfu products within their category, the substances they contain have the owest impact on the environment possibe, and strict requirements are imposed with regard to the chemicas used in the products. The environmenta requirements incude strict requirements as to the content of environmentay harmfu substances and substances not readiy degradabe in aquatic environments. Account is aso taken of heath factors; for exampe the content of fragrance and other aergenic substances is restricted. The products are discharged into water after use. Properties such as biodegradabiity, bioaccumuabiity and toxicity to aquatic organisms are accordingy key considerations with regard to a constituent components. The effect of the products on the environment wi aso depend on the way in which they are used. Accordingy, the consumer must be provided with dosage information. The required performance testing must demonstrate that the specified dose of the product has a ceaning effect that is satisfactory. Furthermore, packaging requirements are imposed in order to reduce the quantity of packaging used and to increase recycing and re-use. rdic Ecoabeed ceaning products: Are among the best in cass with regard to heath and the environment. Environmenta issues are compex and it can take time to understand specific probems. The rdic Ecoabeing process can be used to as an aid to understanding the issues. rdic Ecoabeing is not ony about environmenta issues, but aso about quaity, since these two parameters cannot be separated. What products are eigibe for a rdic Ecoabe? The product group encompasses ceaning products intended for indoor, genera and reguar ceaning of the foowing areas: fixed surfaces (foors, was, ceiings, doors, ties and windows) kitchen equipment (for exampe windows, work surfaces, kitchen cabinets, stoves) sanitary instaations (toiets, baths, showers, wash basins, cabinets) The types of ceaning products to which the requirements appy Professiona products (products are considered professiona if more than 80% of saes are to the professiona market) and/or consumer products can be abeed. Product categories are isted beow: Product categories Ceaning products containing microorganisms which are used to cean fixed surfaces (foors, was etc.), either as concentrates or as RTU-products (Ready to use) for the professiona, market are incuded in the product group. Spray products (or products marketed to be used with a spray appication) containing microorganisms are not incuded in the product group. Concentrated, professiona: This category incudes professiona products that require diution with water prior to use. It contains products for a the aforementioned surfaces, such as fooring, was, ceiings, windows, kitchen work surfaces, ties, sanitary porceain (toiets and bathtubs) and showers. Tabets/ capsues for toiets are incuded in this category. RTU (Ready-to-use) professiona: Professiona products that are pre-diuted and ready for use. This category incudes products for kitchens, bathtubs and showers, but not for arge areas* such as foors. RTU (Ready-to-use) WC professiona: Professiona toiet ceaners that are pre-diuted and ready for use straight from the package. This category ony incudes products for use on toiets and excudes ceaners for other sanitary porceain and bathroom ceaners. RTU (Ready-to-use) window ceaner, consumer and professiona: Professiona window and gass ceaners that are pre-diuted and ready for use straight from the package. Concentrated, consumer: Concentrated products that require diution with water prior to use that are designed for the consumer market. This category contains products for a the aforementioned surfaces in the home, such as fooring, was, ceiings, windows, kitchen work surfaces, sanitary porceain and showers. Tabets/capsues for toiets are incuded in this category. RTU (Ready-to-use) WC, consumer: Consumer toiet ceaners that are prediuted and ready for use straight from the package. This category ony incudes products for use on toiets and excudes ceaners for other sanitary porceain and bathroom ceaners. RTU (Ready-to-use) consumer (other): Pre-diuted consumer products that are ready to use without diution. RTU-spray products refer to products with a mechanica spreading/spray function. Foam products are considered as RTU-products, but not as spray products and need to fufi RTU requirements. *The term arge areas refers to areas such as foors and tied bathroom was. RTU products sha be intended for use on smaer surfaces and oca ceaning. Method of use Concentrated products that can be used both in a diuted state, such as diuted in a bucket of water, and in a more concentrated state, such as diuted with a sma quantity of water for use in a spray botte, must fufi the requirements for both concentrated (diuted in bucket) and RTU (spray botte) products. Products that are sod on both professiona and consumer markets must fufi the requirements for professiona products. Products designed for severa areas of use, such as toiet and bathroom ceaner (was and foor) must fufi the requirements of each appicabe category. Products that do not quaify for ecoabeing as ceaning products Ceaning products intended for specia ceaning purposes cannot be ecoabeed in accordance with these criteria. This incudes products intended soey for the purpose of: cacium remova oven ceaners unbocking bockages, ceaning drains restricting or preventing bioogica growth (agae, fungus, bacteria) tota or partia disinfection continuous ceaning, e.g. fragrance bock for ceaning WCs ceaning products for refrigerated rooms Wipes containing ceaning agents are not eigibe for ecoabeing under the criteria for ceaning products or any other current rdic Ecoabe criteria. In the event of dispute, rdic Ecoabeing wi determine which criteria a product may be ecoabeed under. How to appy Each requirement is abeed with a etter R (requirement) and a number. To quaify for a icence, a requirements must be fufied. Symbos used in the text For each requirement, a description is provided of the way in which the requirement must be documented. Appication Appications are made to the nationa ecoabeing organisation and the appication is vaid for 12 months. Appications may be processed by another ecoabeing organisation according to agreement between the organisations. The appicant is notified of this. Companies ocated outside the rdic countries make appications to the nationa ecoabeing organisation of the primary market. The appication must consist of a competed appication form together with a of the documentation required to demonstrate compiance with the requirements specified in the criteria document (this is specified for each requirement). The appication form must specify in which rdic countries the products in question are to be sod and the estimated turnover from the products in each country. Further information and assistance may be avaiabe. Visit the reevant nationa website for information. Saes in the rdic region Once granted, a icence is vaid throughout the rdic region. The icence document specifies in which rdic countries the products are sod according to the information provided on the appication. The products are pubished on rdic Ecoabeing s website(s). The icensee undertakes to inform rdic Ecoabeing of any changes as to where the product is sod. If the product is to be sod in other rdic countries than those initiay specified in the appication, the icensee must provide written notification of this and submit any extra documentation required to rdic Ecoabeing in the country that issued the icense. In order to get a rdic icence granted, the foowing documents must be submitted by the appicant: Documentation demonstrating fufiment of any nationa egisation/specia requirements (e.g. documentation that the quantity of phosphorous contained in the product and abeing are in compiance with the rwegian Reguations). Copies of the abe in a the appicabe oca anguages. Documentation demonstrating compiance with nationa reguations, egisation and trade agreements regarding take-back systems for packaging. Onsite checks rdic Ecoabeing wi review the appication and verify the underying information at the icence appicant s premises. During this check, the appicant must be abe to present the materia on which cacuations have been based, the originas of submitted certificates, measurement protocos, purchasing statistics and the ike in support of the requirements. Costs A fee is charged for icence appications. In addition, an annua fee is payabe when the product has been awarded a rdic Ecoabe, based on saes of the rdic Ecoabeed ceaning products. What are the requirements of the rdic Ecoabe? To be awarded a rdic Ecoabe icence, a requirements must be fufied. For renewa, documentation in accordance with a requirements must be submitted in order to retain the icence. 1 Environmenta requirements Uness otherwise specified, the requirements in Chapter 1 appy to a ingoing substances. Ingoing substances are a substances contained in the ceaning product, incuding additives in ingredients (e.g. preservatives and stabiisers), but not poutants deriving from raw materia production. Poutants are traces of raw materia production occurring in the ceaning product in concentrations of ess than 0.010% (100 ppm). Substances added to a raw materia deiberatey or for a purpose are not counted as poutants, irrespective of concentration. Impurities of over 1.0% concentration in the primary product are regarded as constituent substances. Substances/products known to be iberated by a constituent substance (e.g. formadehyde and aryamine) are aso themseves considered to be constituent substances. The weight of tabets and capsues in grams per itre of in-use soution is used for cacuations. For WC tabets, cacuations are based on grams per itre of water, i.e. one tabet for one itre of water for the cacuation of environmentay hazardous substances (R10), CDV (R11) and biodegradabiity (R12). The chemica requirements make reference to the detergents ingredient database ist (DID ist), which is described in more detai in Appendix 2. The DID ist contains the most commony used ingredients in aundry, dishwasher and ceaning detergents. Guideines are provided for substances not incuded in the DID-ist (DID-ist part B) as how to cacuate or extrapoate reevant data. The DID-ist can be found on the webpages of the rdic Ecoabeing secretariats. The DID-ist adopted in January 2007, or ater version, sha be used for cacuating environmenta requirements. Information on requirements pertinent to anaysis aboratories can be found in Appendix 2. rdic Ecoabeing of ceaning products 5.2 7 (23)

1.1 Description of the product R1 Description of the product Detaied information must be suppied on the ceaning products for which a rdic Ecoabe is sought. The foowing information must be submitted: Description of the product regarding the need of diution. Description of the area of use of the product in accordance with What products are eigibe for a rdic Ecoabe?. Is the product designed for the professiona or the consumer market? * A product is considered to be professiona if more than 80% of the saes go to the professiona market. If rdic Ecoabeing considers that it is uncertain if a product is a consumer or a professiona product the appicant must submit saes statistics or simiar that shows where the product is sod. ( Product abe and/or technica data sheet describing the area of use of the product and possibe need for diution (see aso R20). ( Documentation specifying the market for which the product is designed (consumer or professiona). Marketing materia, product information or simiar for each country in which the product is sod. R2 Information on formuation/recipe Appicants must provide detaied information on the formuation of the ceaning product and encose a safety data sheet for each ingredient. Information on the formuation must incude: Trade name Chemica name Proportion (dry and wet sampe) CAS no. for each ingredient (if an ingredient comprises severa substances, this must be stated) and/or EINECS number for each ingredient (if avaiabe). Function of each ingredient. DID number for substances incuded on the DID ist. Heath and environmenta cassification. The DID number is the number assigned to the ingredient on the DID ist, which is used for the evauation of chemica requirements. The DID-ist is avaiabe from rdic Ecoabeing. See page 2 for addresses. ( Comprehensive recipe for the product as stipuated by the requirement. ( Safety data sheet for each ingredient in accordance with REACH chemica directive (1907/2006) appendix II. 1.2 Prohibited or imited constituent substances and mixtures R3 Cassification of the product Products must not be cassified according to the CLP Reguation (EC) 1272/2008 with amendments or European Dangerous Substances Directive 1999/45/EEC with amendments, as specified in Tabe 1. Cassification according to the EU Dangerous Substance Directive or the CLP Reguation may be used during the transition period, i.e. unti 1 June 2015. If both BCF and ogk ow vaues are avaiabe, the highest recorded BCF vaue sha be used. b) The concentration of preservatives sha be optimised to the voume of the product. A Chaenge test or equivaent test sha be used to demonstrate this. c) Preservatives are ony permitted to preserve the product or an ingredient. R9 Fragrances The requirement appies to a fragrance substances, incuding fragrance substances in pant extracts. a) The constituent substances that are added to the fina product as fragrances must be manufactured and/or handed in accordance with the guideines of the Internationa Fragrance Association (IFRA). The manufacturer must foow the requirements stipuated by IFRA standards with respect to prohibited use, imited use and materia purity. b) Fragrance substances subject to decaration in accordance with Reguation (EC) 648/2004 on detergents with amendments (see aso Appendix 7) may not be present in concentrations greater than 100 ppm (>0.010%) per substance (n/a to spray products, see requirement d). c) Fragrance substances that are cassified as H317/R43 and/or H334/R42 must not be present at concentrations above 100 ppm (>0.010%) per substance (n/a to spray products, see requirement d). rdic Ecoabeing of ceaning products 5.2 12 (23)

d) Sprays: Fragrance substances subject to decaration in accordance with Reguation (EC) 648/2004 on detergents with amendments (see aso Appendix 7) and/or that are cassified as H317/R43 and/or H334/R42 may not be present in concentrations greater than 50 ppm* (>0.0050%) per substance. e) Fragrances must no onger be incuded in professiona** spray products or their refis. *Refis for spray products may contain the aforementioned substances in concentrations up to 0.050% by weight (500 ppm) provided that the specified diution means that the in-use soution has a concentration of 0.0050% by weight (50 ppm) or ower. ** Products for professiona use here means products which are marketed for use in professiona settings, such as institutions, catering kitchens, restaurants and in the pubic sector. For products sod to both professionas and consumers, the product is considered a professiona product if the proportion sod to professionas is 80% or higher. In case of doubt whether a product is professiona or consumer, rdic Ecoabeing may require documentation which confirms where the product is to be sod. ( Duy competed and signed decaration from the manufacturer of the ceaning product that demonstrates that fragrances are handed and/or manufactured according to IFRA guideines, as stipuated by requirement R9a. ( Stabiity study showing shef ife according to the requirement above. 2 Effectiveness This requirement stipuates that the performance of the product must be equa or better than the performance of a reference product. Professiona products can be tested using a aboratory test (R14) or user test (R15). Consumer products must be tested by a aboratory. R15 Performance test Laboratory test a) The product must through aboratory testing demonstrate equa or superior ceaning performance to a reference product within the same product category. The product must aso cean better than water aone. If the product is marketed for both professiona and consumer use it sha be tested against a professiona product. The test sha demonstrate the abiity to remove soi in accordance with the method described in Appendix 6. The test sha be performed by a aboratory compying with Appendix 2 (item 1B). b) If the product is tested in accordance with the EU Ecoabe s test for apurpose ceaners and sanitary ceaners (Commission decision of 28 June 2011 or ater version), this aboratory test can be used. rdic Ecoabeing of ceaning products 5.2 17 (23)

Effectiveness in comparison to the reference product. The tests sha be performed by at east five users. A users/testers sha compete Appendix 5 (a, b or c, depending on the product category). The appicant sha coate the resuts according to Appendix 5d. b) If the product is tested in accordance with the EU Ecoabe s test for apurpose ceaners and sanitary ceaners (Commission decision of 28 June 2011 or ater version), this user test can be used. R19 Weight-utiity ratio (WUR) WUR is a measure of the amount of packaging that is used to deiver a quantity of the product with a predetermined benefit. R21 Information text and use and dosing instruction The information text on the packaging must compy with the reguation 648/2004/EC and 907/2006/EC on detergents. Cear user instruction as to use of the product. Cear instruction regarding area of appication If the product requires diution before use, the recommended dose at a norma eve of soiing/norma use must be stated ceary on the packaging. In the case of consumer products, for exampe, the dose may be shown as x number of m equivaent to y capsfu per z number itres of water. In the case of products intended for use by professiona users, the dose may be specified as, for exampe, x number of m equivaent to y strokes of the pump or number of ines on the dosing equipment per z itres of water. The information sheet or technica datasheet must state the recommended dispensing device (e.g. pump, graduated cyinder, pipette or simiar).
