5 General Information In May 2002, the Board of the American Association of Motor Vehicle Administrators (AAMVA) officially dissolved AAMVAnet as an independent subsidiary. The whole structure and personnel has now been integrated into a newly formed AAMVA Information Technology Products and Services department. The name AAMVAnet TM is still however used as a trademark under which all of the network services are sold. In 2007, AAMVA contracted with Verizon Business Solutions. This new network platform is a more modern and efficient technology than the current network. The new platform offers customers a more flexible, scalable and more robust environment. Verizon Business Solutions will meet numerous security requirements, such as encryption options that the current platform could not, including some in individual jurisdictions, and those of the CDLIS Modernization project, those of the Social Security Administration (SSA), and those surrounding Real ID implementation. AAMVA will also continue to offer messaging services through GXS, (formerly IBM) and a wide range of AAMVA custom data exchange applications to facilitate the exchange of electronic data between jurisdictions and their trading partners AAMVA offers several types of services: Verizon Business Managed Services Secure network services including connectivity to the Verizon Business Private IP (PIP) network, backup and redundancy for network connectivity, managed firewall services, and more. 7 Verizon Managed IP Services AAMVAnet TM Private IP MPLS Service (PIP) Verizon PIP MPLS Services Verizon Private IP (PIP) is a secure, fully managed private network environment that utilizes a layer 3 MPLS core that provides an integrated, secure and scalable network infrastructure. The fully managed services include the telco circuit and a Customer Premise Equipment (CPE) package that includes a Cisco router, and a modem for out of band access by Verizon for remote access and management. *** Please note that the customer must provide and dedicate an analog voice grade line (i.e. POTS line) to attach to each modem for vendor access for installation and on-going support and maintenance.*** In order to provide a heightened level of security, AAMVAnet has customized this environment to provide end to end encryption (AES-256) for all AAMVA applications (CDLIS, PDPS, NMVTIS, SSOLV/ HAVA, DVD, etc) traversing the AAMVAnet network. Encryption can be implemented for other non-aamva application traffic upon customer request and upon trading partner concurrence for the same. Monthly Service Fee The monthly service fee includes an AAMVA owned CPE (customer premise equipment) package consisting of a Cisco router and a modem for out of band access for management and maintenance. Access-Loop Pricing *ONLY U.S. and Hawaii s PIP Access Loop installation charges will be waived for existing customers migrating from AAMVA s AT&T MDNS environment over to the Verizon PIP network. Internet Dedicated Service Internet Dedicated Managed Services provides comprehensive network monitoring, management, and maintenance functions for public IP networks that include Verizon Internet Dedicated Access or third-party access. This service allows companies to focus on their core business, help reduce Investment risk, and provide support for challenges such as bandwidth upgrades, network changes, and other issues like CPE support. Some features include design and implementation, proactive monitoring, fault isolation and restoration, proactive notification, and change management. 25 Class of Service Feature for Multi Protocol Label Switching Connectivity CoS is a feature of Enhanced VPN Private IP that allows Customers to classify application traffic into different levels of service. Customer traffic is differentiated at the CPE router into classes of service with a maximum of 4 classes: * COS1: Designed for voice and broadcast video transmissions. * COS2: Designed to carry premium business applications with strict requirements in terms of end-to-end delay and end-to-end packet delivery. * COS3: Designed to carry standard business applications with strict requirements in terms of packet delivery and delay constraints. * COS4: Designed to carry general business applications without strict requirements in terms of packet delivery and delay constraints. The CPE uses this classification to differentiate the traffic and prioritize the applications before transmission through the network. The objective is to provide critical applications with service before less critical applications and help optimize access link utilization. In the case of access congestion, high priority application traffic takes precedence. To implement the class of service feature, Customer completes a matrix where Customer indicates which application traffic should be associated with which class, and what bandwidth requirement or committed data rate is needed for each class. This matrix can be built with assistance from AT&T designated personnel. All Enhanced VPN Private IP customer traffic must have a CoS classification. If Customers do not request a specific CoS, the Enhanced VPN Private IP traffic will be classified by AT&T as CoS3. If Customers specify CoS differentiation at a site but an application is not mapped, then that traffic for the unmapped application will be classified as CoS4. Customers may use the following parameters to classify traffic: origin IP address, destination IP address, input interface, port number and application protocol. The CoS feature is designed to provide a minimum bandwidth to every class of service, while providing a strict priority to CoS1 and 2. The total traffic is managed as a function of the specified CDR. Class of Service reports is provided optionally for all classes (CoS 1-4) and cover: * Router Traffic Usage by CoS. * Router Traffic Behavior by CoS. * Site to Site performance/latency reports by CoS (for qualifying pairs). The CDR associated with each CoS represents the amount of data in bits per second of the Managed Access Connection capacity committed for transporting data in that CoS per Customer Site. For Classes of Service 2-4 in single VPN solutions, bursting may be allowed up to the total bandwidth of the MAC. For remote access connections to the managed AT&T data network that do not involve dedicated dial ports, there is an hourly charge based on prime time and non-prime time. Remote access is provided through local points of presence and in some cases alternative points of presence such as 800 numbers and/or secondary nodes. Customers are responsible for their own telephone company charges that might be incurred in accessing such points of presence. Certain services may have access charges that are in lieu of the remote access charges. The appropriate service description will describe the differences. IP Remote Access Services IP remote access, TCP/IP communications feature, supports Serial Line Internet Protocol (SLIP) and other selected protocols from workstations and dialer software that have been attachment tested for use on the managed AT&T data network. Optionally, AT&T provides, at no additional Network Services and Products Catalog - Government Rate Schedule 34

35 charge, licensed software designed to work with the attachment tested TCP/IP workstation software and designed to encrypt the user logon information and facilitate IP address enabled TCP/IP communication. The AT&T licensed software is provided under an AT&T Program License which accompanies the software. IP remote access, TCP/IP communications feature, supports the use of SecurID and Security Dynamics ACE/Server as attachment tested in the managed AT&T data network environment. In addition to the standard remote access usage charges, there is a monthly charge (see Remote Access Servers for prices) for the support of SecurID and the ACE/Server. The ACE/Server resides on the customer site. The installation, operation and maintenance of the ACE/Server are a customer responsibility. Charges for IP remote access are on a per access basis. Per access hourly charges are measured from the start of the telephone connection to the network until the telephone connection is terminated. IP remote access will incur a single charge for each physical connection to the network, regardless of the number of logical sessions within a physical session. In addition, use of the SNA LU Gateway for IP remote access or for TN3270 will incur a per hour per session charge. Remote access charges per session and per access are computed using hour minimum and hours increments. Protocol Encapsulation IP remote access, protocol encapsulation feature, asynchronous terminals, provides access to TCP/IP and SNA host applications defined to the managed AT&T data network in the US. Users must provide asynchronous communications software that has been attachment tested with the managed AT&T data network. Protocol encapsulation, VCOM IP remote access, protocol encapsulation feature, Virtual Communications (VCOM), provides access to server-based applications supporting asynchronous protocols, such as X.PC protocol. Transport of these asynchronous protocols on the global network is done using encapsulation in TCP/IP. Customers are responsible for creating a dial script for client applications used with this feature. Fixed IP protocol encapsulation IP remote access, fixed IP protocol encapsulation feature, uses tunneling to permit users assigned dynamic host addresses or users assigned static IP addresses to communicate with NIC registered and non-nic registered addresses on the global network. A customer provided authorized IP destination address list (NIC registered IP addresses only) may be used to filter out and drop IP packets with non- authorized IP destination addresses. If no authorized IP destination address list is provided, then all IP packets with both NIC registered and non-nic registered IP destination addresses will be sent through the fixed IP tunnel to the endpoint. The encapsulated protocol is limited to IP, without encryption. The tunneling is provided using one of three protocols, Layer 2 Forwarding (L2F), Layer 2 Tunneling Protocol (L2TP) or Point-to-Point Tunneling Protocol (PPTP). The L2F solution is implemented in conjunction with selected routers provided as part of your multiprotocol network solution or frame relay based connection to the global network. Use of the L2F solution may require a change or an upgrade to the router, for an additional charge, to support the L2F protocol. Multi-user fixed IP protocol encapsulation IP remote access multi-user fixed IP protocol encapsulation feature allows multiple users to run concurrent sessions over the same physical connection with the same restrictions as fixed IP protocol encapsulation. Multi-user fixed IP protocol encapsulation incurs per access charges as described below, regardless of the number of users or concurrent sessions. Fixed IP protocol encapsulation enhanced IP remote access, fixed IP protocol encapsulation enhanced feature, has the facilities of fixed IP protocol encapsulation plus the ability for customers to establish a primary and a secondary pool of end point addresses and the ability to support an authorized IP destination address list with both NIC and non-nic registered destination addresses. End point pooling, as it is called, supports L2F, L2TP and PPTP tunneling protocols. End point pooling may be limited by the customer s client workstation software and by any interconnection of customer network segments which contain customer designated end points. Triple access capability is available with the fixed IP protocol encapsulation enhanced feature. Triple access allows appropriately authorized users simultaneous access to tunneled authorized resources, untunneled authorized resources, and access to the Internet using a unique packet filtering and address translation combination. Certain restrictions apply to the use of triple access and end point pooling. Multi-user fixed IP protocol encapsulation enhanced IP remote access multi-user fixed IP protocol encapsulation enhanced feature has the facilities of multi-user fixed IP protocol encapsulation, plus multi-user IP fixed protocol encapsulation enhanced supports end point pooling for L2F, L2TP and PPTP tunneling protocols as described above, certain restrictions apply. ISDN IP remote access, ISDN feature, provides the capability to use the two ISDN B channels one at a time, both at the same time with separate connections or bundled together in a single connection. Charges are incurred for the total amount of B channel time during a connection. For example, using only one B channel for an hour would incur charges for one hour of connect time. If two B channels are used at the same time, whether separately or bundled together for one hour, then the charges would be for two hours of connect time, one for each active B channel. Each IP packet that is received by the managed AT&T data network Dialer from the Internet at the user s workstation is examined to determine if it is unsolicited and if so, it is discarded. Upon termination of the multiprotocol LAN communications feature, all copies of the client software licensed program materials must be destroyed. Multiprotocol tunneling uses tunneling to transport multiple protocols on the managed AT&T data network. Point-to-point Protocol (PPP) is used to transport protocols to the remote access connection point and then tunnels the protocols to an AT&T remote access Connectivity server. Use of the licensed client software provided by AT&T under multiprotocol remote access is optional. 40 Remote Access Service Level Agreement Services The Remote Access service level agreement (SLA) applies to selected features of the remote access component of Managed Data Network Services in the United States. The SLA is a measurement of successful connection to the global network from customer workstations which utilize one of the following selected features of remote access plus the managed AT&T data network Dialer (which we provide) and an appropriate TCP/IP stack: - IP remote access - TCP/IP communications - Fixed IP protocol encapsulation - Managed tunneling (for tunneling to backbone network attached connectivity server) - ISDN The managed AT&T data network Dialer enables the tracking of information that makes it possible to provide an SLA. In addition, the auto-connect sequence is a set of steps that the managed AT&T data network Dialer automatically follows in connecting to the global network. Users must allow the auto-connect sequence to complete uninterrupted. Included with the Standard and Gold remote access SLA plans are a service level objective and a monthly summary report comparing the service level objective to the overall actual attainment for the applicable remote access connection attempts in the United States. Access to the summary report is limited to the User IDs of authorized customer service administrators. The summary report is maintained on an intranet site. The content and format of the summary report is subject to change without notice. The service level objective for successful connection to the global network in the United States under the Standard and Gold remote access SLA plans is 95 percent. Standard Plan The Standard remote access SLA plan is part of the generally available service. The Standard remote access SLA plan is provided at no additional charge, without a revenue commitment and does not obligate us to provide nor entitle you to receive credits. You agree that under the Standard remote access SLA plan your sole remedy for our failure to meet service level objective is to terminate the service as provided under your agreement with us. Standard Plan - Optional Reports Under the Standard remote access SLA plan, customers may obtain optional report(s) which are specific to their remote access connections for an annual subscription charge per report. The annual subscription charge is not proratable and is not eligible for allowance or discount and will be invoiced to you after your order for an optional report has been accepted and the measurements have been implemented. Selected changes may be made to an optional report upon request. There is a onetime charge for each such change request. Gold Plan Under the Gold remote access SLA plan we may provide a credit to you, as described in this Service Description, in the event that we do not meet the monthly service level objective. In addition, the customer specific reports as described above are provided as part of the Gold remote access SLA plan at no additional charge. We use the customer reports to provide the customer with evaluations of the customer s remote access SLA connectivity. The Gold remote access SLA plan is available, at no additional charge, to customers who have a three-year (or longer) $250,000 (US dollars) per year (or greater) worldwide revenue commitment (net revenue, after application of all allowances and/or discounts) for IP remote access feature charges. Customers must sign an appropriate Transaction Document to obtain the Gold remote access SLA plan. The term of the Gold remote access SLA plan Transaction Document shall be coincident with the term of the Transaction Document which contains the IP remote access revenue commitment. In the event that you terminate the Transaction Document for the remote access revenue commitment and you have not attained the revenue commitment as stated above, then you agree to repay to us any credits provided to you under this SLA plus applicable termination charges as described in the applicable transaction document(s). You agree that under the Gold remote access SLA plan your sole remedy for our failure to meet the service level objective is the credit as specified under this Service Description. 52 Digital Image Access and Exchange Program (DIAEP) Motor Vehicle Business Solution The Digital Image Access and Exchange Program (DIAEP) application allows a Motor Vehicle Administration (MVA) to interactively request / verify an applicant s facial image on a surrendered out-of-state document against the facial image from the issuing MVA. DIAEP supports a combination of traditional AMIE and specialized Messages over AAMVAnet in XML (MAX) formatted transaction set. The DIAEP application transaction set leverages the existing PDPS message to support the unsolicited request for the facial image, as well as the automated response from the State of Record (SOR). DIAEP Jurisdictional Certification Service The DIAEP jurisdictional certification service is available for a one-time fee of $27, USD per jurisdiction. This service provides the AAMVA services and resources to the jurisdiction necessary to support their DIAEP implementation, testing, and transition into a production environment. 53 The Help America Vote Verification (HAVA) System Under the Help America Vote Act of 2002 (HAVA), SSA has developed a new system for use by the State MVA s and election agencies to support the registration process of new voters. This new system checks these data elements against SSA s database via an AMIE formatted transaction set, and provides a response indicating whether the information verifies. 54 National Motor Vehicle Title Information System (NMVTIS) The United States Department of Justice (DOJ) has approved the following state user fee model. State fees will cover a maximum 50% of total NMVTIS operational costs. Based on $5,000,000 annual operating cost with 50% cap on state fees An equitable 51-tier structure, calculated by each state s number of registered vehicles (as reported by jurisdictions to the Federal Highway Administration) as a percentage of the total U.S. registered vehicle population assigns each state a percentage of responsibility from the total system operating costs. The remaining 50% of operating costs will be covered by a combination of other sources of funding (such as program income) and/or AAMVA s association funds. DOJ will make the determination whether states are currently in compliance and, therefore, eligible to receive any applicable credit. Once that determination is made, states will receive a 50% credit of each consumer access transaction that results in data returned for a VIN pointing to that state as current state of title.
