1 HIBBING COMMUNITY COLLEGE DRUG & ALCOHOL FREE CAMPUS POLICY April 29, 2009 COMPLIANCE Hibbing Cmmunity Cllege recgnizes that the misuse f alchl and ther drugs is a serius issue affecting cllege students, the cmmunity and ur sciety. Hibbing Cmmunity Cllege adheres t the federal Drug-Free Schls and Campuses Act (DFSCA) and Minnesta State Clleges and Universities (MnSCU) Bard Plicy 5.18 which prhibits the unlawful pssessin, use, r distributin f alchl and illicit drugs by emplyees n the cllege premises, r in cnjunctin with any cllege-spnsred activity r event, whether n r ff campus. In accrdance with federal regulatins, this plicy is cntained in the Emplyee Guidebk. The cllege cnducts a biennial review f this plicy t determine the effectiveness f this plicy and t ensure that disciplinary sanctins fr vilating standards f cnduct are enfrced cnsistently. STANDARDS OF CONDUCT N emplyee shall manufacture, sell, give away, barter, deliver, exchange, r distribute; r pssess with the intent t manufacture, sell, give away, barter, deliver, exchange, r distribute alchl, illicit drugs r drug paraphernalia while invlved in a cllege-spnsred activity r event, n r ff campus. N emplyee shall pssess r use a cntrlled substance while invlved in a cllege-spnsred activity r event, n- r ff-campus, except when the pssessin is fr that persn's wn use, and is authrized by law. N emplyee shall pssess r use a cntrlled substance while in r perating cllege wned vehicle r equipment. Emplyees are expected t act respnsibly and cnduct themselves apprpriately when representing the cllege n r ff campus. The unlawful r irrespnsible use f alchl r ther drugs will result in sanctins as described in this plicy. Page 1 f 5
2 Emplyees are advised t refrain frm use f alchl while serving in a supervisry capacity with students at ff-campus cllege-spnsred events. Emplyees are advised t refrain frm use f alchl in the cmpany f students due t the pwer differential that exists. N emplyee shall reprt t wrk while under the influence f a cntrlled substance, except as prescribed by a physician, which affects alertness, crdinatin, reactin, respnse, judgment, decisin-making, r safety. Except as allwed by MnSCU Bard Plicy 5.18, the pssessin, use, sale r distributin f alchlic beverages and 3.2% malt liqur at HCC and at HCC spnsred events is prhibited. Exceptin fr Instructinal Purpses. Use f alchl r drugs in labratry and classrm instructin/experiments is nt prhibited. DISCIPLINARY SANCTIONS Emplyees wh vilate this plicy will be subject t disciplinary sanctins. The severity f the sanctins will be apprpriate t the vilatin. Sanctins include, but are nt limited t: fficial reprimand, restitutin, cmpletin f a rehabilitatin prgram, cmmunity service, suspensin, expulsin and/r reprting t lcal law enfrcement will be impsed n thse wh vilate the preceding standards f cnduct. Sanctins, cnsistent with existing cntracts, up t and including terminatin f emplyment, will be impsed n emplyees wh vilate the preceding standards f cnduct. LEGAL SANCTIONS Federal and state sanctins fr illegal pssessin f cntrlled substances may include imprisnment and mnetary fines. Additinal penalties may include frfeiture f persnal prperty. Under federal laws, trafficking drugs such as marijuana, herin r ccaine may result in sanctins up t and including life imprisnment. Fines fr such an ffense can reach $8 millin. The State f Minnesta may impse a wide range f sanctins fr alchl-related vilatins. Fr example, driving while intxicated (bld alchl cntent f.08 r mre) may result in a fine, jail, and/r revcatin f driver's license. Pssessin f alchl under age 21 r use f false identificatin t purchase alchl results in a fine. Furnishing alchl t persns under 21 is punishable by fine and/r imprisnment. Page 2 f 5
3 HEALTH RISKS Alchl - Alchl cnsumptin causes a number f changes in behavir and physilgy. Even lw dses significantly impair judgment, crdinatin, and abstract mental functining. Statistics shw that alchl use is invlved in a majrity f vilent behavirs n cllege campuses, including acquaintance rape, vandalism, fights, and incidents f drinking and driving. Cntinued abuse may lead t dependency, which ften causes permanent damage t vital rgans and deteriratin f a healthy lifestyle. Amphetamines - Amphetamines can cause a rapid r irregular heartbeat, headaches, depressin, damage t the brain and lungs, tremrs, lss f crdinatin, cllapse, and death. Heavy users are prne t irratinal acts. Ccaine/Crack - Ccaine users ften have a stuffy, runny nse and may have a perfrated nasal septum. The immediate effects f ccaine use include dilated pupils and elevated bld pressure, heart rate, respiratry rate, and bdy temperature, parania and depressin. Ccaine is extremely addictive and can cause delirium, hallucinatins, blurred visin, severe chest pain, muscle spasms, psychsis, cnvulsins, strke and even death. Hallucingens - Lysergic Acid Diethylamide (LSD) causes illusins and hallucinatins. The user may experience panic, cnfusin, suspicin, anxiety, and lss f cntrl. Delayed effects, r flashbacks, can ccur even when use has ceased. Phencyclidine (PCP) affects the sectin f the brain that cntrls the intellect and keeps instincts in check. Hallucingens can cause liver damage, cnvulsin, cma and even death. Marijuana - Marijuana may impair r reduce shrt-term memry and cmprehensin, alter sense f time, and reduce crdinatin and energy level. Users ften have a lwered immune system and an increased risk f lung cancer. Users als experience interference with psychlgical maturatin and temprary lss f fertility. The active ingredient in marijuana, THC, is stred in the fatty tissues f the brain and reprductive system fr a minimum f 28 t 30 days. Methamphetamine - Methamphetamines, knwn as speed, meth, ice, glass, etc., have a high ptential fr abuse and dependence. Taking even small amunts may prduce irritability, insmnia, cnfusin, tremrs, cnvulsins, anxiety, parania, and aggressiveness. Over time, methamphetamine users may experience symptms similar t Parkinsn's disease, a severe mvement disrder. Page 3 f 5
4 Narctics - Narctics such as cdeine, herin r ther piate drugs cause the bdy t have diminished pain reactins. The use f herin can result in cma r death due t a reductin in heart rate. Sterids - Sterid users experience a sudden increase in muscle and weight and an increase in aggressin and cmbativeness. Sterids can cause high bld pressure, liver and kidney damage, heart disease, sterility and prstate cancer. EDUCATIONAL AND TREATMENT PROGRAMS The Emplyee Assistance Prgram (EAP) is available t all MnSCU emplyees. EAP can assist emplyees by prviding a prfessinal assessment f a pssible alchl r drug prblem. The missin f EAP is t prvide cnfidential, accessible services t individual emplyees and state agencies in rder t restre and strengthen the health and prductivity f emplyees and the wrkplace.
