1 ARGYLL AND BUTE COUNCIL SLWG Media Platforms CUSTOMER SERVICES 16 May 2013 URTV, WEBCASTING AND VIDEO CONFERENCING Media Platform Integration 1. INTRODUCTION 1.1. The Short Life Working Group (SLWG) Media Platforms has previously considered a number of papers on the Council s use of multimedia technology for official meetings. Members have considered options for video conference (VC) services, webcasting and recording of meetings, and a Council television channel from URTV. In addition Members have raised concerns about the quality of the current audio system in the Kilmory council chamber. The SLWG meeting on 26 th February 2013 considered a report on Media Platform Integration and requested further information and draft recommendations on the following items; Determine which technologies are used to translate the UHI website into Gaelic? What are the options for webcasting and VC in the Council Chambers and for the future management of the VC service across the Council area? Consider the audio system deployed in the COSLA offices in Edinburgh and recommend an improved audio and electronic voting system for the Council Chambers. Trial the use of Microsoft Lync and a 360 camera at a March Business Day and obtain feedback from participating members for consideration at the next SLWG meeting. Taking the above into account, obtain a proposal from a specialist integration company on options available in relation to upgrading the equipment in the Council Chamber to support improved audio, electronic voting, webcasting and VC Having considered all of the above issues, this paper makes the necessary technical recommendations regarding the expansion of the use of multi-media technologies in Council meetings and confirms the outcome of the revised VC management service trial. These recommendations are put forward on the understanding that the governance issues surrounding the introduction of such technologies have been addressed in other papers. This paper also includes a proposal to commission an integrated system to transform the Kilmory Council Chamber into an innovative, modern and fully integrated media suite capable of
2 facilitating a rich and enhanced meeting experience for Members and all other users. 2. RECOMMENDATIONS Members are invited to: 2.1. Note the contents of this report and the information that UHI do not use Gaelic translation technologies on their website 2.2. Agree that the revised Video Conferencing management arrangements have delivered improvements and should be incorporated as standard practice Agree that Microsoft Lync should be used to help reduce the travel and time commitments for officers attending business days and similar meetings Agree to the initiation of a project to deliver significant audio and video improvements for the Kilmory Council Chamber including wireless audio, electronic voting, video conferencing and webcasting. 3. DETAIL 3.1. Background Previous reports established that the costs for an externally managed Video Conferencing service from The University of the Highlands and Islands (UHI) were considerably higher than the current costs for VC and Members agreed to a trial of a new VC support model to determine if the quality of the in-house service could be improved. This was based on Members perception that the in-house service was not good enough. It was also accepted that the overall quality of the VC and audio services available within the chamber needed to reach a standard where all stakeholders were confident the technology would not compromise the quality of any formal meeting should the Council decide to introduce video conferencing and/or webcasting of formal proceedings Further work has been carried out to investigate the use of the latest audio/video technologies in other organisations such as the meeting chamber in the new COSLA offices in Edinburgh, webcasting in other Scottish Local Authorities, or the use of Gaelic on the UHI website In addition members of the Helensburgh and Lomond Area Committee took part in a trial of the use of Microsoft Lync to minimise the need for non-essential
3 officer travel for Business Days. Councillors were subsequently surveyed and agreed to make greater use of the technology for such meetings Options have also been explored which could transform the Council Chamber to become a modern multi- media based meeting chamber capable of incorporating VC in meetings or broadcasting proceedings on the web via webcasting or digital TV channels. Other Local Authorities have already made the move towards webcasting or use VC in formal meetings and while other papers will explore the political and operational consequences of such moves, this paper attempts to ensure the underlying technical environment is addressed to ensure such services will work effectively The recommendations to retain the VC service in-house, incorporate Lync into business days, and transform the chamber by installing a modern integrated a/v solution are explored in more detail in the remainder of this paper alongside the detail of the investigations into the Gaelic translation service at UHI and the technology used by COSLA in Edinburgh: 3.2. UHI Gaelic Language Translation The University of the Highlands and Islands (UHI) web team consists of five people, none of whom are fluent Gaelic speakers and so do not write Gaelic content for the website. The University employs one Gaelic development officer who works in the wider communications, web and planning team. The Gaelic development officer carries out the majority of Gaelic translation for the UHI website on a manual basis. There is no automatic translation mechanism on the UHI website Not all of the UHI website is translated into Gaelic and although the site has a Gaelic link on all pages it is mainly the homepage and top level pages linked from the homepage that are fully translated into Gaelic. If the Gaelic link is clicked on any page that does not have a translated version, the user is sent to the nearest translated page in the site structure UHI use the Plone open source Content Management System which has very similar functionality to the Drupal CMS used to build the council website. It supports multilingual sites but does not itself do any translation UHI have been working for several years on a Gaelic language plan which has helped them to gradually introduce Gaelic to the website UHI developed a system called TòMaS a piece of software known as a Translation Memory Service. TòMaS allows translators to build up a database of translated materials that can then be reused for any future translations, speeding up the translation process. It should be noted that this is a system which is designed to support human translation. It is not an automatic translation service.
4 3.3. COSLA Multimedia System Representatives from the Council visited the new COSLA offices in Edinburgh on Monday 18 th March for a demonstration of the video and audio facilities within the COSLA conference centre. It is an impressive centre with integrated wall mounted cameras for VC and an infrared based wireless audio system. The presentation area contains a fixed lectern with an integrated PC for presentations as well as an integrated control panel for overall control of all systems The Lifesize VC system is similar to the system used by the Council at most of our main sites but has three wall-mounted cameras covering the conference chamber and uses a built-in 4 way conferencing bridge. The cameras are normally fixed to use a single view of the whole meeting group and the system does not offer the follow the speaker option preferred for most webcasting systems. COSLA do not use webcasting technology The audio system is based around an infrared transmission between wireless desktop microphones and ceiling mounted infrared transceivers. The ceiling units are not microphones. The system works well because the infrared technology has been deployed to provide maximum coverage in a room with a standard height ceiling. Each transceiver has a pickup radius of approximately 3 metres so the wireless microphone units must be within close proximity to the ceiling transceiver to operate effectively. This makes such a system difficult to deploy in rooms with high ceilings. COSLA said they decided against an integrated electronic voting system and votes are counted manually as before. It should be noted that the infrared based audio system in use in COSLA is not capable of supporting electronic voting enabled microphones The COSLA Video and Audio installation cost approximately 117k. The integration proposal below suggests the Kilmory installation could deliver even more functionality for less money Business Day Trial of Lync The Helensburgh and Lomond Area business day on March 12 led with an item on how Microsoft Lync could help reduce the travel and time commitments for officers attending business days and similar meetings. The meeting heard from the IT Infrastructure Manager who connected to the meeting over Lync from his office and the members used a 40 TV and a Microsoft 360 camera to participate in a conference call. Members asked questions or made comment on the possibility of formally introducing the technology more widely. Members were asked to complete a feedback survey form after the meeting (copy enclosed as Appendix A).
5 The positive comments made at the meeting were reflected in the survey responses which were particularly constructive with all members in favour of using the technology at future business days. Most rated the quality of the Video and Audio excellent or good A full list of the responses are included at the end of Appendix A 3.5. Videoconferencing Surveys The SLWG previously discussed the quality of the Council s Video Conferencing system. Previous papers looked at an alternative service from UHI but members agreed to a change in the support arrangements and an extended trial period where support improvements were put in place and all lead users of Council Video Conferences were surveyed to help establish if the service was of a suitable standard A Video Conferencing survey form was developed and published on the HUB at The form contains a number of questions covering user experiences when participating in a VC. The form expands for those who have an unsatisfactory experience and gathers additional information on the problems experienced. Of the 78 bookings made during the six week survey period from the start of February, all lead users were asked to complete the survey. Some 50 responses were returned with 39 showing a good or excellent experience, 5 average, 4 poor and 2 very poor. This equates to less than 8% of all booked conferences causing some concern Changes have been made to the VC support network with clearer guidelines available to VC participants on how to access IT engineering support. Most of the poor or very poor conferences involved third party problems or non-technical issues e.g. one where the third party did not turn up, one where the office was closed for lunch, or another where a third party system could not connect. The new support arrangements should help to resolve many of the technical or knowledge based problems encountered in the past and there is no doubt the testing of new connections beforehand has made a difference to the success of conferences. IT staff will continue to offer assistance to third parties to help resolve some of the issues influencing many of the poor or very poor scores submitted during the survey period The VC support changes have been made by introducing a new set of booking and test procedures via the IT Service Desk and a re-allocation of responsibility for the management of the VC service to the IT Comms team. In addition, local IT support engineers are assisting with setup or testing. These changes have been made without incurring any additional costs.
6 The evidence suggests the changes have helped to improve the Video Conferencing service and further improvements are expected following the forthcoming integration of Microsoft Lync within the core VC environment. Officers are using Lync extensively for conference calls and are relying less on the main VC system for many meetings. The Lync system offers the convenience of instant multi-conferencing from the desktop without the need to book additional facilities. Members may wish to note that the Lync system managed more than 800 conferences during the same six week period. Against this backdrop there does not appear to be any grounds for a move towards an externally hosted or managed VC service Outline of Integration Proposal MEDIAscape Ltd. is one Scotland s leading audio-visual integration specialists. They have provided integrated solutions for the Universities of Glasgow, Stirling, Dundee, Strathclyde and Edinburgh, as well as the Glasgow Dental Hospital, the SQA and the National Galleries of Scotland Following the review of the audio system at COSLA in Edinburgh MEDIAscape technical consultants were asked to visit and survey the chamber at Kilmory with a view to producing an outline proposal on the best way to upgrade the existing equipment. The evidence gathered to date during this review suggests the Council should invest in an integrated solution for the council chamber which can work with: the existing but improved internal Video Conference service and standards based full HD Video Conferencing a webcasting service from the likes of Public-I. improved wireless audio with additional speakers. Induction loop and additional ceiling mounted microphones covering group and audience areas electronic voting, Microsoft Lync, feeds for online TV streaming or other broadcast media The consultants have proposed installing and commissioning a fully featured matrix type solution with an upgraded audio system, including wireless microphones with voting facilities and additional ceiling mounted ambient microphones, new integrated induction loop system, new HD projectors and
7 cameras which can provide a feed to or take a feed from a VC, PC Presentation, Webcast, TV, DVD or other standard audio/video service. The outline proposal includes a new Video Conference Codec which will integrate with the existing VC system but has an integrated bridging capacity for up to 8 connecting sites. The system also includes the latest follow the speaker camera technology which can be programmed to support multiple room layouts Included in the proposal is the ability to compress and stream any of the sources (Cameras, Codec, Laptops, PC s and the Voting results) as full HD or selectable scaled resolution to any compliant decoder and output a stream that can easily be decoded and viewed on desktop or laptop PCs. This is particularly important for the Council because it will mean the system can produce a variety of streaming outputs to suit the demands of any webcasting solution or URTV feed without the need to install the additional bespoke cameras previously required for those platforms. High performance signal processing will scale and optimise video input signals for the intended viewing application. The system can feed content to many different sources and will connect to the Kilmory network to allow feeds to or from other Council hosted or Internet based systems To get the most from the system and ensure meetings are recorded and streamed on the Hub or the Internet when required, the solution should be purchased alongside a customised webcasting service from a recognised webcasting provider such as Public-I. Members have previously been made aware of the benefits of the hosted Public-I system and the management of the publication pages and the possible integration on our website but the outline costs for Public-I were based on a full hardware and software package which included the installation of additional webcast cameras. By deploying an integrated solution the cost of the Public-I service is expected to reduce to under 14k per annum With costs to transform the chamber and subscribe to a longer term webcasting solution expected to exceed six figures, this report is recommending the initiation of a formal transformation project and two separate tenders: one for the chamber setup and one for the optional webcasting contract. Budget should be set aside from the Capital Programme to pay for the setup costs. Revenue provision will be required to meet the on-going webcasting contract and the additional maintenance of the equipment installed in the chamber Cost Summary The following table summarises the cost proposal for delivering an integrated solution including Audio System upgrade, Videoconferencing provision, Core AMX system upgrade and programming, and revised Public-I cost. No additional costs have been included for an Argyll and Bute Council URTV channel but the
8 system is capable of providing a live or recorded feed from the chamber to URTV or any other broadcast organisation should the Council wish to do so. Appendix B contains details of equipment and cost for the integrated proposal. 9 4. IMPLICATIONS 4.1 Policy Council policy is to use Video Conferencing in support of the Council s business and to minimise the time and costs associated with travel to meetings. The Council are considering extending use to include formal committee meetings and is also considering the use of Lync and webcasting of select meetings. 4.2 Financial Additional costs for a webcasting service plus new costs for an integrated media platform for the Kilmory Council Chamber. Initial setup costs of 115k could be met by Customer and Support Services existing budgets if earmarking proposal covering this issue is agreed by the Council. 4.3 Legal Outline costs are above the tender threshold and the Council would be obliged to consider formal tenders for the chamber upgrade and webcasting. 4.4 HR None 4.5 Equalities None 4.6 Risk The current risk for the Council concerns our ability to manage an extended VC and/or webcasting service to include internal committee and/or public meetings. Future risks surrounding the management of webcasts and broadcasted content would need to be carefully considered. Local support levels would need to improve to provide sufficient confidence that such meetings could progress incident free. 4.7 Customer Service Potential for improved customer service, more open local government, and a complete record of Council proceedings. It is sometimes useful to have officers present depending on the nature of the presentation. Also, some officers are rarely seen in our area and it is good to know they are down here catching up on local issues. However, many items are routine and this equipment is ideal, saves travel time and costs and therefore should be adopted but the procedure for when it is used should not be over prescriptive 2. Happy for the Chair to agree when it is to be used but Members should be advised of this on the agenda and be able to highlight concerns if they feel it necessary. 12 day and I think items 9, 10, 12 and 14 would all have been suitable for this kind of system. 7. Happy to use for discussion type meetings, including Area Committee meetings, where officers are giving a report and answering questions remotely. The benefits in reducing the waste of officers time are clear. 8. At the start of the demo, the technician had a bit of fiddling to get the video to come right. That is my biggest concern getting people trained to set up and get it running reliably from the start. If we start to use it and there is a lot of fiddling with the technology, members will lose faith in it. I will leave it to your judgement, but I believe that a real effort to train the technicians in the foibles of the system at the start will pay dividends in getting members to accept it as routine. Note: One additional response was received from a member who was not present for the demonstration and has been excluded from the above responses
13 Appendix B Integration Proposal - detail of equipment and costs Integrated audio-visual solutions supplier Mediascape visited the Chamber at Kilmory on 13 th March and following a survey of the Chamber, assessment of the current equipment and discussion on the requirement for integration capability (Audio, Videoconferencing, Webcasting, presentation sharing and Microsoft Lync) have proposed installing and commissioning a fully featured matrix type solution that will allow any source (VGA wall plates, HDMI wall plates Video conference) to be displayed on either projector in any combination also allowing these sources to be shared with the Video Conference codec as content sharing sources. Both existing projectors should be upgraded to full HD for enhanced viewing of presentation and Video conference sources. A built-in sensor measures the ambient light, and the Daylight View function adjusts the brightness level according to the surrounding illumination. The new projectors also feature a lamp replacement cycle of up to 4,000 hours, this helps to lower operating costs by providing longer usage between lamp replacements. A new upgraded sound system will be installed utilising the already existing wall mounted speakers with the addition of a new pair at the rear of the room, the audio will be zoned so that there is clearly two half s of the room with four speakers in each zone. This will help reduced the audio echo and feedback issue that is common with flexible layout spaces, as the required audio to the required zone (Audience or Delegate area). Also included in the audio system upgrade is the option a new induction loop system for the hard of hearing, this will be fed from the main audio mixer so that all audio sources will emit from the induction loop, a feature currently not experienced in the Chamber. Ceiling mounted microphones will allow adequate pickup of the conference delegates and the audience areas, this is user selectable and scenario dependent driven by the layout and setup of the room all managed from the AMX touch-panel. This system can be utilised independently of any wireless mic system and audio form the room can be fed to speakers and VC or Webcasting services. Three PTZ (Pan Tilt Zoom) full HD Cameras will be wall mounted at suitable locations to allow full coverage of the room regardless of the layout. These cameras will connect directly to the main switching matrix and can be routed to any of the equipment ( VC system, Projectors Streaming Appliances and provide video output for third party products such as Public-I and URTV). The system will integrate the three PTZ cameras to deliver a stream for integration to Public-I system as well as being used for videoconferencing. This will reduce the number of cameras between Public-I and VC from six to three. Included in the proposal is the ability to Compress and stream any of the sources (Cameras, Codec, Laptops, Pc s and the Voting results) as full HD or selectable scaled resolution to any compliant decoder and output a stream that can easily
14 be decoded and viewed on desktop or laptop PCs. High performance signal processing scales and optimises video input signals for the intended viewing application. Encoding controls also provide adjustments for quality. By extending AV signals over networks, it significantly expands AV system capability. Also within the system is a standards based hardware video conference system, which includes native interoperability with leading unified communications (UC) platforms (Microsoft Lync), enables more people to join calls without requiring a separate bridge with built in 8-way multipoint with High Definition video and content collaboration. Three PTZ (Pan Tilt Zoom) full HD Cameras will be wall mounted at suitable locations to allow full coverage of the room regardless of the layout and any presentation source can be shared with the remote call participants using content sharing. Reprogramming and reutilising the AMX system within the Chamber to become more user friendly and part of the Argyll and Bute network will allow remote control via web based control panels and help with diagnostics and user assistance, allows users to access their system via any PC or Mac via Network Connection using a browser. The wireless conference mic unit s that sit on the tables combines a slim, contemporary design, excellent intelligibility and ease of use with a robust and reliable wireless connection which sets it apart from traditional wireless systems. The desk units are equipped with a microphone On/Off or request-to-speak button and have two headphone outputs with a single volume control. The chairman unit comes with an additional priority, next-in-line and system volume adjustment button. Desk units combine a smart power management with an easy to replace removable Lithium-ion battery pack. To prevent eavesdropping and unauthorized access, the wireless system and the discussion units have a digital encryption mechanism to keep information of the meeting confidential. The wireless conference system will link and integrate with the main Audio and visual system so that the Pan Tilt Zoom cameras will track the Active Speaker if required, the system will also display the Voting results on the projection system and shared with the Video conference codec if required.
