2 PREFACE This program offers graduate students, especially master degree students, who enrolled in six (6) PARE consortium universities in Indonesia and Thailand, an opportunity to study in Hokkaido, Japan for a few weeks to one (1) year. ASEAN countries have experienced rapid economic growth in recent economic growth in recent years, resulting in expansion of middle-class populations and residential concentrations in cities. These urbanization phenomena that is, the concentration of populations and related activities cause the depletion of fossil fuels, water and land resources as well as the deterioration of environments. This exacerbates food shortages as well as sanitary and nutritional problems among the poor in particular. These worsening conditions result in higher mortality rates, which are then counterbalanced by higher birth rates and further population growth. As this negative PARE (Populations-Activities-Resources-Environments) chain strongly affects the global environment, a broad array of activities must be implemented to instead make it positive. These should cover both rural and urban areas and encompass a variety of sectors including forest conservation and development, waste management, biomass utilization, transportation, renewable energy promotion and energy conservation. To produce leaders and create a network to tackle these issues, Hokkaido University with six (6) partner universities in Indonesia and Thailand started the joint education program, called Graduate Program for Fostering Frontiers of Practical Solutions in a Populations-Activities- Resources- ( PARE Program ) in October By this program, it is expected to foster human resources with the four requisites: Field Research Capacity, Cross Cultural Capability, Frontier Spirit and Problem Solving Competencies which are essential for practical resolutions in the PARE chain. PARE partner universities in Indonesia: Institut Pertanian Bogor(IPB) Institut Teknologi Bandung(ITB) Universitas Gadjah Mada (UGM) PARE partner universities in Thailand: Chulalongkorn University (CU) Kasetsart University (KU) Thammasat University (TU) By enrolling this program, you will obtain the basics of PARE-related issues in a wide range of academic field, such as agriculture, fisheries science, environmental science, engineering and information science. PARE Summer/Spring School provides you opportunities to work with other students majoring in different fields with diverse national and cultural backgrounds to find out solutions to PARE-related issues. You will also have an opportunity to study at Hokkaido University in Japan as a special auditor (TOKUBETSU-CHOUKOU-GAKUSEI) for a semester or a year 2
3 in order to learn about issues in various academic fields and more specific themes and issues for their research. Due to the nature of the program, the language to be used in all educational and research activities will be English. We invite you to take advantages of this opportunity. 3

5 Chapter I: Overview of PARE Program Who can apply? This program is offered to those who are graduate school students, especially master program students in one of PARE partner universities or Hokkaido University, especially those who are aspiring to become researchers or technical experts engaged in the sustainable use of fossil fuel, metal, water, land and marine resources in consideration of public health and environmental conservation. What is PARE? Human population growth and excessive human activities cause unprecedented demands of natural resources (fossil, water, land resources, etc.), the intensification of agriculture, the rapidly growing and globalizing economy and urbanization, which contribute to environmental degradation and climate change. Environmental degradation and climate change also cause insufficient supply of natural resources and food shortages adversely affects people s nutritional wellbeing. PARE means such linkages among Population-Activities-Resources-Environment explained above. Change The PARE Program is offered primarily to master s program students. It includes a short-term overseas study program covering several weeks and medium- and long-term programs on which participants study overseas for a few months to 1 year. The program has three sets of subjects called (1) Core Subjects (Introduction to PARE & Summer/Spring School) (2) Comprehensive Subjects (3) Specialized Subjects The Core Subjects are compulsory. 5
6 1) Core Subjects Introduction to PARE (3 classes, 1 credits/each) Introduction to PARE provided by HU has three classes worth one credit each. The content is designed to give students a basic understanding of the PARE Chain through cross-disciplinary lectures offered by the five graduate schools. 2) Core Subjects Summer School/Spring School (3 credits) Summer/Spring School designed to give students a deeper understanding of actual situations from on-the-field work and lectures given by individuals with relevant business experience, and are expected to develop the ability to organize better ideas through the group discussion on subject matters handled in field work. 3) Comprehensive/Specialized Subjects (2 credits or more) Comprehensive/Specialized Subjects designed to give students a training toward development of the four (4) specific characteristics of field research capability, cross cultural capability, a frontier spirit and problem-solving competency. Comprehensive Subjects set is offered by universities in the PARE consortium based on individual specialties, which include lectures, seminars and internships offered in English to provide students with training toward development of the four characteristics indicated above. Specialized subjects cover research and practical learning with a focus on field surveys at ASEAN universities and lab work at HU, which are provided to help students study more specific themes or issues in their areas of specialization for one or two semesters at the host institution. They include seminars, research, fieldwork and laboratory work to support students in writing theses. For comprehensive and specialized subjects alike, credits earned at the host institution will be transferred to the home institution. 6
7 In order to obtain the PARE Joint Certificate, student should take at least seven (7) credits consists of 5 credits of Core Subjects (compulsory) and 2 credits of Comprehensive or Specialized Subjects (elective). 8 Chapter II: Number of Students for Admissions and Qualification Requirements 1. Number of Students: Qualifications 2.1. Nationality You must have the nationality of a country which has diplomatic relations with the Japanese Government, and must not have Japanese nationality at the time of application Academic Background This program is open to graduate students at the following six (6) universities. Bogor Agricultural University (IPB), Republic of Indonesia Chulalongkorn University (CU), Kingdom of Thailand Institute of Technology in Bandung (ITB), Republic of Indonesia Kasetsart University (KU), Kingdom of Thailand Thammasat University (TU), Kingdom of Thailand University of Gadjah Mada (UGM), Republic of Indonesia 2.3 Language Those who wish to participate in the PARE Program have competent command of spoken and written English, which corresponded to: 1) A TOEIC score of at least 740, 2) TOEFL(ITP/iBT/CBT) scores of at least 550/80/213, 3) A IELTS score of at least 5.5, or 4) Other English certification that is equal/similar to the above Students in the program will participate in lectures and discussions in English, so the lack of English proficiency is a disqualifying condition for participation GPA Students must have outstanding records and demonstrated strong personal character at their home institution. In addition, students must have a minimum GPA of 2.30 from the previous year on the JASSO evaluation scale. If the previous year s GPA is not available, students can calculate their GPA from the previous semester. (See Attachment 2: How to calculate GPA) 2.5. Health In good health, both physically and mentally, to participate in the program in Japan. As program activities in Japan may risk a woman who is pregnant, pregnancy is regarded as a disqualifying condition for participation in this program 2.6. Other Conditions (1) Must not be an active member of the military or a civilian employed by the military at the time the scholarship period is due to begin. (2) Must obtain necessary VISA (3) Must travel to Japan within the dates set by the PARE Central Office, (4) Must return to your home country at the end of the program in Japan according to the travel schedule designated by the PARE Central Office, 8
9 (5) Must Continue their studies at your home university after your study period in Japan is finished, (6) Must Not bring any family members, (7) Must refrain from engaging in political activities, or any form of employment for profit or gain. Chapter III: PARE Program in 2014/ Core Subjects 2014/2015 (Compulsory Subjects) 1.2. Introduction to PARE 2014/2015 Introduction to PARE consists of 3 subjects, which are Introduction to PARE I, Introduction to PARE II and Introduction to PARE III. The PARE Students should take at least 2 (two) of the above 3 (three) subjects. Registration to PARE Program and Application for Core Subjects (Compulsory Subjects) 1) Registration to PARE program Those who wish to apply this program must register in the PARE Program by submitting the following documents of Attachment 4 to a Liaison Desk. - Form 1: Registration Form for PARE Program - Form 2: Certificate of English Proficiency After completion of administration procedures, you will obtain PARE ID Number. 2) Application for Core Subjects (Compulsory Subjects) Those who wish to take the PARE Core subjects should submit Form 3: Application Form for PARE Core Subjects with official undergraduate and graduate transcript (original) and certificate of enrollment issued by home institution by the following deadline: Core Subjects: Introduction to PARE2014/2015 Core Subjects: Summer School/Spring School 2014/2015 Deadline at PARE Central Office Introduction to PARE I Wednesday, May 7 th 2014 Introduction to PARE II Wednesday, May 7 th 2014 Introduction to PARE III Monday, December 15 th 2014 (tentative) Summer School at Hokkaido University, Wednesday, May 7 th 2014 Japan Spring School at Institut Pertanian Bogor Monday, December 15 th 2014 (tentative) Also please refer to Attachment 5: Study Plan and Submission Deadline of Application Documents. 12 <The PARE Scholarship Summer Hokkaido > Those who intending to take Summer School at Hokkaido University have an opportunity to obtain the PARE Scholarship. 1) Number: 36 2) Scholarship - Scholarship : JPY 80,000 - Traveling Cost : International return ticket The cost of a round-trip ticket between an international airport from Sapporo and Yogyakarta/Jakarta/Bangkok will be provided by Hokkaido University. 3) Qualification Requirements Will NOT receive another scholarship for more than JPY80,000 per month Have a minimum GPA of 2.30 from the previous year 4) Obligation When you obtain the PARE Scholarship, we should submit the following documents and reports: <Upon Your Arrival> (Original) (Copy) (1) Boarding Pass (Used) - <During Your Stay in Japan> (1) Report on PARE Blog at least 1 time during summer school <After Completion of Program in Japan> (1) Report designated by the PARE (Original) (Copy) Central Office (2) Boarding Pass (Used) - For application, please submit Form 4: Application Form for the PARE Scholarship Summer Hokkaido University together with the Application Form for PARE Core Subjects. The application does not guarantee that the scholarship will be awarded. During selection of candidates for the PARE scholarship, PARE Joint Certificate Seekers (applicants intending to complete both Core subjects and Comprehensive/Specialized Subjects) will be prioritized. 12
13 3. Application for Comprehensive/Specialized Subjects at Hokkaido University Attention!! Only for those completed or will complete the PARE core subjects are allowed to take comprehensive/specialized subjects at Hokkaido University. 3.1 Academic Field Those who wish to study in Hokkaido University as Special Auditor must choose a field of major from the followings: - Agriculture - Fishery Science - Environmental Science - Engineering - Information Science 3.2. Application Procedure Those who intend to apply this program shall submit the application document(s) to the PARE Central Office through due administrative procedures in the respective universities in consultation with your academic advisor/supervisor. (1) Find a Supervisor You need to find a faculty member at desired faculty who is willing to give you instruction on your research. (2) Send Application form and Proposed Study Plan After you find a prospective supervisor, you should submit the following documents to a Liaison Desk at you Home University by a deadline, and then the Liaison Desk will send it to the PARE Central Office at Hokkaido University. The submitted documents will not be returned. Please ask application period to a Liaison Desk at your university. (a) Curriculum Vitae (Form 5) (b) Prosed Study Plan (Form 6) (c) Recommendation Letter from supervisor at Home University (Original) Attention!! A Liaison Desk at each university shall submit to the PARE Central Office applications with necessary documents by: - October admission in 2014 : Wednesday, 7 th May April admission in 2015 : Wednesday, 15 th December 2014 If the applicants wish to take the courses other than the above admission period, please submit applications at least by the first working day of the months 5 (five) months before. Please ask application period to a Liaison Desk at your university so that the deadline at the PARE Central Office can be met. 14
15 (3) Contact with prospective advisor and obtain prior approval. The PARE Central Office will inform to the above prospective supervisor about your application, while you have to contact the prospective supervisor and explain the supervisor about your academic background, research plans and other relevant information by , and obtain prior approval from the supervisor. If prior approval is given by the supervisor, you should fill out the Communication Status with Prospective Supervisor Form (Form 9) and send it to the supervisor to sign. (4) Submission of Application Form for TOKUBETU-CHOUKOU-GAKUSEI (Special Auditor) designated by desired faculty at Hokkaido University After you obtain a prior approval from the prospective advisor and obtain the signed Communication Status with Prospective Supervisor Form (Form 9), then you should submit the following documents to the Liaison Desk at your Home University, and the Liaison Desk will send it to the PARE Central Office at Hokkaido University. Applicants must submit the following documents by a designated application period. The submitted documents will not be returned. For application period at your university, please contact your Liaison Desk for the detail so that the deadline at the PARE Central Office can be met. 3.4 Other Information (1) Accommodation in Japan: The PARE Central Office will provide information on reasonable accommodation facilities near university, such as: - Boarding house operated by JASSO (Japan Student Services Organization) - Residence halls for international students - Private-run boarding houses or apartments (2) You are advised to bring the approximate equivalent of US$ 500 to cover immediate needs after their arrival in Japan. 17 <The PARE Scholarship Comprehensive/Specialized Subjects > Applicants intending to take the PARE Comprehensive/Specialized subjects have an opportunity to obtain the PARE Scholarship. 1) Number: 36 2) Scholarship - Scholarship : JPY 80,000/month (max. 1 year) - Traveling Cost*) : a) International return ticket The cost of a round-trip ticket between an international airport from Sapporo and Yogyakarta/Jakarta/Bangkok will be provided by Hokkaido University. b) JR return ticket between Sapporo and Hakodate (for those studying at Fishery Science in Hakodate) *) Applicants can obtain a scholarship support for traveling cost only once in same year.
