2 Objective of the Project To offer the regional space for the coordination among the organizations that belong to the IIRSA Initiative in order to set actions that allow: To harmonize and foster the South American market of roaming services to promote regional integration through mobile telecommunications and offer better services to users and more business opportunities to the private sector. 1
3 Actions developed Regional Study of the South American Market of Roaming Services, involving operators, regulators and governmental organizations. Result: common data base for all the parties in the industry. November of 2008, First Technical Executive Group (GTE, in Spanish) in Bogotá. Preliminary Conclusions and Initiatives, which resulted from the Regional Study. May of 2009, Second GTE in Cusco and CITEL Workshop. Discussion of initiatives and Action Plan draft. July of 2009, GSMA LA Congress in Costa Rica. Initiatives proposed by the operators. 2
4 Actions developed Cuarto nivel August of Analysis of initiatives proposed by the regulators as well as by the operators. Elaboration of an Action Plan for 2009/2010 and delivery to the involved parties in order to get consensus. Future steps: Action Plan agreed. Gathering of resources to foster the measures and initiatives of the Action Plan. 3

6 Action Plan > Technical Aspects and Fraud Initiative 1 Pre-paid roaming platform The aim is to create a regional solution that allows roaming access to be universal for the users of the prepaid modality. Responsible entities: IIRSA/Anatel Initiative 2 NRTRDE (Near Real Time Roaming Data Exchange) The aim is to avoid fraud through the automatic exchange of traffic files among the operators. Responsible entities: GSMA/Regulatel/Citel 5
7 Initiative 3 Action Plan > Technical Aspects and Fraud Recognition of CLI (Calling Line Identification) The aim is to allow the roaming user to identify the incoming call, thus avoiding charges from non-desired calls. Responsible entities: Regulatel/IIRSA Initiative 4 Implementation of GRQ (Global Roaming Quality) The aim is to agree measurements systems and performance indicators common for the entire chain of parties so that the quality of the service rendered to the user can be improved. Responsible entities: GSMA/Regulatel. 6
8 Action Plan > Technical Aspects and Fraud Initiative 5 Freeing of International Gateways The aim is to free the international gateways (entrance points) in order to reduce final prices for users and improve the quality of the service. Responsible entity: Regulatel Initiative 6 Fraud due to Bypass The aim is to define and apply a regulatory context at a regional and national level that helps to fight against fraud due to bypass (illegal operators). Responsible entities: IIRSA/Citel 7
9 Initiative 7 Action Plan > Technical Aspects and Fraud Unnoticed Border Roaming The aim is to avoid that the user who utilizes local mobile services in border zones be charged under the roaming modality. Responsible entity: GSMA Initiative 8 Development of a regional IMS (Integrated Management System) platform The aim is to analyze the feasibility of implementing a regional IMS platform, in order to attack several roaming restrictions with a leading initiative. Responsible entity: Anatel 8
10 Initiative 9 Action Plan > Rate-setting and Taxation Standardization of the information The aim is to provide the user with all the information necessary to use the service in a secure and confident way. Responsible entities: GSMA/Ursec/Regulatel Initiative 10 Studies on bi-taxation The aim is to look for alternatives to reduce double-taxation burden related to the roaming services and thus allow a cut in prices. Responsible entities: IIRSA/Regulatel/Citel 9
11 Initiative 11 Action Plan > Regulation Creation of a local border roaming zone The aim is to allow the inhabitants of the border zones that move frequently along both sides of the border to communicate from one side to the other paying a local rate. Responsible entity: IIRSA 10
