2 The sustainable building design and development market in Turkey is in the initial stages of its development. The green buildings are so far restricted to prestige projects mainly by the private sector. Nevertheless, there has been a big momentum since the first LEED Gold Certificate building by Siemens Factory in Gebze, Kocaeli in In comparison to 4 LEED and 2 BREEAM certificated green buildings as of January 2009, 20 BREEAM and 19 LEED certificates have been granted whereas 80 other projects have applied for green building classification as of May The project types display a large variety: shopping centers (Redevco s Erzurum and Ankara malls, Corio s Tarsus mall, Torunlar REIC s Torium Mall in, etc.), industrial facilities (Wilo Pump Factory Tuzla-, BASF Chemicals Dilovasi-Kocaeli, Inci Battery Factory, Turkish Airlines Engine Center ), hotels and restaurants (Hilton Inn Golden Horn, KFC Bostanci, Baylo Suites- all in ), office buildings (Soyak Holding Headquarters, Philips Turkey, Unilever Turkey, Kavacik Trade Center, Tekfen Levent Office all in ). Recently, non-commercial green buildings including educational facilities (Sabanci University Nanotechnology Center, Piri Reis Maritime University, H. Özyeğin University Campus all in ), public buildings (Kucukcekmece District Municipality in ) and residences (Varyap Meridian in, Aksan Yapi 35 Street in Izmir) are also becoming popular. Developers and site owners increasingly use the environmental friendly nature of their projects as a marketing and PR tool. The branch organization CEDBIK (Turkish Green Building Association, has been active since 2007 and it has more than 100 members who are predominantly engineering consultants, developers and construction material suppliers. CEDBIK started organizing the annual international green building conference in February The high initial development costs act as the main deterrent to sustainable building projects. Although the additional burden is estimated to be 7 to 20 percent of the entire project cost in comparison to conventional buildings, green buildings consume percent less energy and 40 percent less water and they generate 70 percent less waste on average during their service life. On top of that, long-term financing is possible through IPA funds. Moreover, international financial institutions (EIB, KfW, EBRD, IFC, etc.) offer loan schemes especially designed for energy efficiency and renewable energy projects. TSKB ( Vakifbank ( and Turseff ( have so far been the most active local financial institutions channeling such loans to the local investors The legislative requirements on the energy efficiency of buildings are becoming more demanding over the years. Although still not fully implemented, the Regulation on Building Energy Performance (Binalarda Enerji Performansi Yonetmeligi) is widely considered as a step in this direction. This legislation requires minimum energy performance standards and independent energy auditing for buildings with more than sq. m. area. The existing building stock of Turkey is estimated around 19 million units while it is expected that it will rise by 7.5 million units due to population growth and rapid urbanization. Approximately 48 percent of the existing building stock is older than 35 years. Turkish Ministry of Energy estimates that it is possible to save up to 30 of the building energy consumption. The renewal of the urban centers with energy efficient buildings lies in the agenda of the central government in line with 2

3 reducing the imported energy bill of the country -estimated around US$ 180 billion between 2000 and as well as minimizing CO 2 emission of (i.e., currently standing at 407 million tons per annum). CEDBIK underlines that favorable tax and utility rates, long term financing tools; beneficial asset valuation terms for green buildings as well as more reference projects by the public sector would benefit the further development of the sector in Turkey. Construction and Engineering Services Market: Turkey has a very vivid construction industry. It is estimated that it contributes nearly 9 of the national income and employs nearly 1.3 million workers. It is one of the most internationalized sectors of the country. Turkish contractors have realized more than projects worldwide with a total portfolio value of US$ 219 billion. As of 2011, 31 Turkish contractors rank among ENR Top-225 list worldwide. 4 TMMMB ( the branch organization of engineering consultants and architects, report that there are around 220 engineering consultancy bureaus in Turkey employing technical staff and generating US$ 400 million turnover altogether. A close look at their specialization areas reflects that building (27), environment (21), transportation (17), industry (13) and energy (8) are the most popular specialization areas. TMMMB reports that 90 of its members have reference projects in 60 different countries. Most of these countries lie in the neighboring regions of Turkey (i.e., Middle East, North Africa, Balkans, Central Asia, Russian Federation and Ukraine) Dutch companies in the market: Major Dutch real estate development companies that are active in Turkey and in particular Corio, Vasted and Redevco carry out only green building projects.. Thermaflex, a Dutch insulation material producer, has a sales office in. Furthermore, consulting engineers such as Grontmij and electrical contractor Imtech Arma Elektropanc are providing energy efficiency and building automation related services in the local market. 4
