2 Purpose of this presentation 2 Understand Substance Abuse services Ryan White Part A funds in the Boston EMA. Who is receiving Part A funded Substance Abuse services? Provide information to guide the work of the Planning Council.

3 Service Categories 3 2 Categories of Substance Abuse Services: Residential Substance Abuse Service Psychosocial Support for Substance Abuse

4 Residential Substance Abuse 4 PLWH live in a residential treatment program where they receive counseling and support (short term). Includes Residential Recovery services and Transitional Support Services.

5 Services available to PLWH in the EMA 5 Substance Abuse - Residential Services (1 Unit = 1 Bed Day) Residential Recovery Services (RRS) provide a structured, therapeutic, sober environment for individuals recovering from addiction to alcohol and/or other drugs. Residents are encouraged to integrate themselves into the community and to enhance community resources, including self-help groups and employment.

6 Services available to PLWH in the EMA 6 Substance Abuse - Residential Services (1 Unit = 1 Bed Day) Transitional Support Services (TSS) provide short-term residential services for individuals in need of a safe and structured environment to support their recovery after detoxification, and may include case management services, and individual or group counseling. The program is designed to help individuals in need of services between acute treatment and residential rehabilitation, outpatient or other aftercare.

7 Psychosocial Support Substance Abuse 7 Licensed counselors provide one-on-one or group counseling in an outpatient setting. These services are intended to serve clients in agencies licensed by the state to provide outpatient substance abuse but are not eligible to bill Medicaid.

8 Services available to PLWH in the EMA 8 Psychosocial Support (Substance Abuse Outpatient Services) (1 Unit = 1 Hour) Individual Counseling provide a face-to-face session between an eligible provider and a client. Group Counseling provide a face-to-face session between an eligible provider and client participating in a group session with three or more individuals.

16 Summary 16 Part A funds Substance Abuse Residential and Psychosocial Support (SA). Residential Substance Abuse is the 4 th most funded Part A service, while Psychosocial Support (SA) is the 13th. Most clients (97%) are below the federal poverty level. Part A allocation represents a small percentage of total resources for substance abuse in the Boston EMA.
