1 Synthesis: The European project of The New band What is the Nantes Europe Express? The Nantes Europe Express is a French association which aims at promoting the emergence of a European identity through many actions that take place in Nantes and the region of Pays de la Loire (Western France). It also intends to encourage the exchanges between the local population and the populations of new member States of the European Union. What is a European project? A European project is realized in the framework of a community program developed by the European Commission. Community programs aim at strengthening the cooperation between countries in several fields such as culture, education, innovation, transports...the members of the civil society, universities and firms of each country member of the European Union are invited to propose projects to the European Commission which, according to the consistency and relevance, decide to co finance them. To be accepted a project must fulfil some obligations such as the participation of a minimum of countries as partners, the respect of the rules and measures set by the Commission and be cofinanced by local and national partners Among those programs, there is the Culture program which has for objective to promote the cultural cooperation between countries of the European Union. Description of the project The project is called The New band. This new band will gather 36 artists from the region of Loire (Western France) and from 4 partners which are Bulgaria, Romania, Hungary and Latvia. These artists will be selected by a call for applications directed by every partner regarding the cultural and artistic specificities of each country. In June 2012, the new band will first gather for three weeks of artistic creation and rehearsal and then will perform for the first time in Nantes and before going for a tour of one month starting by 1

(Western France). It also intends to encourage the exchanges between the local population and the populations of new member States of the European Union. What is a European project?

2 Angers in the French region of Pays de La Loire and then in Bulgaria (Varna), Romania (Constanta or Galati), Hungary (Debrecen) and Latvia (Daugavpils). The objective of such intercultural collaboration is to encourage exchanges between young European artists and to introduce new talent; by establishing a maximum age from 18 to 30 years old, we intend to privilege a new generation of artists. The objective is also to point up the cultural specificities of each country. Moreover, the project aims at promoting the European identity through the conception of movies dealing with what really is Europe for people and how strong do they feel European. Those movies will then be showed during the ultimate and closing concert in Nantes and will be available on the website of the association. Composition of the New Band To find the members of the New Band, the partners will organize a call for participation starting in October The criteria of selection are quite clear: We want young artists from 18 to 30 years old, who are not really recognized yet in their countries, We want an equal number of men and women to respect the European objective of gender equality, We want to give the opportunity to a maximum of persons to participate: we plan to ask the Music Academies and Conservatoires but also any talented persons who want to apply, We want to make the distribution regarding the cultural specificities of each country. The band will be composed of 22 musicians, 5 actors, and a technical team of 13 professionals. The orchestra of 22 musicians is composed of: 1 drummer 1 bass player 1 pianist 1 violinist 1 violoncellist 1 trombone player 1 saxophonist 1 trumpet player 1 accordion player 1 cimbalom player 2 guitarists 2 hip hop singers 2 operatic singers 1 percussionist 1 DJ 1 VG 1 electro player 1 conductor assistant 2

intend to privilege a new generation of artists. The objective is also to point up the cultural specificities of each country.

3 1 art director Each member of the orchestra is a volunteer: which means the artists are not paid during the time of performance but all the accommodation expenses are taken care of (hotels, restaurants, transport). The team of 5 actors: they will be in charge of leading the socio cultural activities that will occur in between concerts. Those activities will take place around the bus of the new band and will have for objective to ask questions to local people about Europe, Nantes and the region. In order to facilitate the contact with the population, each country must find an actor speaking its language. All actors are volunteers but their accommodation expenses are taken care of. The technical team is composed of: 1 projectionist 1 film maker 1 montage specialist/ in charge of communication 1 cameramen 1 soundman 1 sound assistant 1 technical manager 2 production managers (supervision, stage management, logistics). The technical team is paid and their accommodation expenses are taken care of. In order to facilitate the communication between members of the band and to work effectively, it would be better if each artist could speak at least English or French (no need to be fluent at all). The artistic creation of the New Band Under the artistic creation of Albert Magister, supervised by a technical manager, a person in charge of the scenography and a technical team, the new band will rehearse 24 days at La Fabrique (Nantes). Albert Magister will compose three parts: the first part of the concert will aim at introducing all the instruments. The second part will present a modern arrangement of very famous popular and traditional music from the 5 countries of the project (for instance La vie en rose in France, Alouette in Romania); this arrangement will be done with the participation of the entire band. Finally, the last part will be an original composition called the anthem of the New band. The cooperation with partners To point up the new member States of the European Union and to promote their culture, we have decided to create a partnership with 4 countries: Bulgaria, Romania, Hungary and Latvia. For the choice of the cities, we selected cities which are quite similar to Nantes regarding the population but above all, cities which like Nantes, are located quite far away of the European metropolis (from London to Milan) which is the decision making center and are unlikely to get involved in the European construction. 3

Those activities will take place around the bus of the new band and will have for objective to ask questions to local people about Europe, Nantes and the region.

4 As we said, from October 2011 to February 2012, the partners will be in charge to select the New Band. Each partner will be in charge of the pre selection of a part of the orchestra according to its cultural specificities, which means the selection of approximately 5 musicians for each country. (The distribution of the selection will be determined in a few weeks). Then altogether, the partners will do the final selection. The partners have also for mission to organize the free concert which will take place in their country, which means: To set an open air infrastructure with a large capacity To be in charge of the lights and sound To plan a site for the bus of the New Band To get to come well known young and local musicians and singers who will play prime time and last time of the concert (or just only on time, still need to be determined) To propose a list of national, intergenerational and popular songs (they must be public domain songs) and select with all the partners the song that will be used and rearranged during the concerts To manage the publicity regarding those events To book an hotel for two nights in both cities where will take place the concerts, for the new band To manage the security during the events Finally, the partners will also be involved in the organization of the socio cultural activities in their city. The Nantes Europe Express has already made a list of questions to be asked to the local population but it will be great if the partners could add some European questions. The partners will also have to select one actor responsible for the animation of those activities. Financial contribution of the partners: Each country will have to find the funds about their public/private institutions to organize the concert in their country which also include travel costs (accommodation, meals) of the new band. The money we will get from the European Commission (we plan to have the maximum which is 200,000 ) will serve for: Paying the staff working on the project (which means the partner s structures) Paying the travel expenses of the new band outside the countries Paying the technical team Paying the equipment for the concerts Paying the publicity and communication Paying the car of the New Band (if we don t find a private partner who put a car at our disposal) Paying the local artists 4

(The distribution of the selection will be determined in a few weeks). Then altogether, the partners will do the final selection.
