2 OVERVIEW OF E-GOVERNMENT IN VIET NAM e-government A government of which all activities are "electronic", "digital" A comprehensive renewal of relations (especially the relation between the government and citizens), resources, processes, operation methods, and the content of activities performed by the central and local governments

3 PURPOSES OF E-GOVERNMENT - to promote efficient operation of the government and wider participation of the citizen; - to improve productivity and efficiency of governmental agencies; - to improve the quality of life for communities in remote area.

4 MILESTONES OF E-GOVERNMENT IN VIET NAM An early stage, developing e- Government in Viet Nam - Enact the Law on IT; - Implement Program of IT applications period Develop the National Programme for IT applications in the operation of state agencies period

5 RESULTS OF E-GOVERNMENT IN VIET NAM Compared with regional countries, Viet Nam ranks: 4th in Southeast Asia. 12/27 in Asia-Pacific area.

9 IT HUMAN RESOURCE IT management: IT leadership, IT specialized unit IT staff: IT officials from IT Center. IT application skills: Microsoft office, local network, internet, , accounting software, construction estimation software Training and retraining: in-house training, programs of INTOSAI, ASOSAI...

10 EVALUATION IT infrastructure Achievement: To meet basic needs of Internet access, data sharing, using simple software, reducing administrative procedures. Limitation: The elements of IT infrastructure are not fully invested in a synchronous and modern way. IT applications Achievement: The software basically meets current demands, but at simple level only. Limitation: The software development has not been approached holistically, logically in a long term. IT human resources Achievement: The IT team is young, highly qualified and trained appropriate with the assigned tasks. Limitation: Lack of highly technical knowledge, skills of IT applications are simple and unqualified to audit in IT environment.

16 LESSONS LEARNED OF THE SAV 1. Require determination of leaders, commitment and jointly implementation throughout the sector. 2. Comprehensive implementation of IT infrastructure, IT applications and IT human resources. 3. Strengthening the exchange and sharing of experience in IT application (in-house, ASOSAI, INTOSAI...). 4. Collaboration with ministries and FPT Jsc. 5. Cooperation with donors such as WB, EU, GIZ...

17 RECOMMENDATIONS 1. Organize training courses on IT, auditing in IT environment, IT audit; 2. Organize workshops, seminars on IT, IT applications, auditing in IT environment, IT audit. 3. Technical assistance: modern audit methods; development and implementation of the SAS; development of technical software. 4. A bridge connecting the SAV and international donors.
