1 EDUCATIONAL APPROVAL BOARD ADMINISTRATIVE ACTIONS REPORT September 6 through November 30, 2014 This report describes the activities that EAB staff performed in response to the board s oversight role under s.38.50, Wis. Stats. SCHOOL ACTIONS A. New School Approval: Arcadia University (Online), Glenside, PA Arcadia University, formerly Beaver College, is a regional, comprehensive university serving more than 4,000 students in bachelors, masters and doctoral programs. Arcadia University operates one of the largest study abroad programs in the United States, enrolling 3,000 students per year from Arcadia and 300 other universities, studying at 140 programs around the world. Benedictine University (Online), Lisle, IL An academic community committed to liberal arts and professional education distinguished and guided by a Roman Catholic tradition, Benedictine University prepares students for a lifetime as active, informed and responsible leaders. Founded by the monks of St. Procopius Abbey in 1887, Benedictine University enrolls nearly 10,000 students through 55 undergraduate majors, 17 graduate programs, and 4 doctoral programs. Community Soul Yoga, Wausau, WI Community Soul Yoga's teacher training program will enable graduates to teach energetic, challenging, and intelligently sequenced yoga classes that are appropriate for all levels of yoga practitioners. With a focus on Vinyasa Flow, the program also includes all styles that Community Soul has to offer: Yin, Yoga Nidra, Yoga for Athletes, and Long/Slow/Deep. Community Soul's teacher program offers students practical teaching experience along with learning anatomy, physiology, yoga philosophy, professional ethics, and what it takes to create and sustain a successful yoga business. Concordia University Nebraska (Online), Seward, NE Concordia, Nebraska is one of 10 institutions operating under the auspices of The Lutheran Church Missouri Synod s Concordia University System. Concordia University, Nebraska is an academic and Christ-centered community equipping men and women for lives of learning, service and leadership in the church and world. In addition, Concordia s faculty, staff and students are committed to service to the church and community and to scholarly activity and research. Hamline University (Online), St. Paul, MN Founded in 1854 by Methodist pioneers in Red Wing, Minnesota, Hamline University was one of the first co-educational institutions in the United States. Home to 5, 000 undergraduate, graduate and law students, Hamline's hallmark has always been creativity and innovation in teaching and learning. Today, Hamline offers 14 graduate degrees, including 3 doctoral degrees, and 40 undergraduate majors. North West Wisconsin Institute of Taxidermy, Roberts, WI North West Wisconsin Institute of Taxidermy, located in North West Wisconsin, is a full taxidermy course that includes game heads, small mammals, birds, and fish. These courses are set up for the beginning taxidermists. Students will learn how to perform taxidermy mounts as well as how to run a successful taxidermy business.

2 Rosalind Franklin University of Medicine and Science, North Chicago, IL Rosalind Franklin University of Medicine and Science, a private, non-profit institution, is a national leader in inter-professional medical and healthcare education. With interprofessional emphasis, the school s mission is to educate healthcare and biomedical professionals with scholarship and integrity that prepares them for practice and research in modern times. The distance education programs extend the institution s role and mission, each being graduate or doctoral level programs devoted to advancing competencies of health professionals. Tammy Zee's Yoga Teacher Training, La Crosse, WI A Registered Yoga School with the Yoga Alliance, Tammy Zee's 200-hour Yoga Teacher Training is based on Hatha and Vinyasa yoga with a strong emphasis on adaptive yoga poses to make them accessible to all levels of ability and populations. Tammy Zee's Yoga Teacher Program focuses on helping trainees learn how to lead a safe and effective yoga class to all levels of ability with confidence and compassion. U.S. Career Institute (Online), Fort Collins, CO U.S. Career Institute is a for-profit distance-learning institution located in Fort Collins, Colorado offering self-paced certificate associate degree programs focusing on vocational and career-oriented subject areas. U.S. Career Institute's mission is to offer affordable, quality distance education to students and their flexible, real-world career training is written especially for the distance learner. Waldorf College (Online), Forest City, IA Established in 1903 and based in Forest City, Iowa, Waldorf College is a liberal arts college with Christian foundations and beliefs but welcomes students of all faiths and Christian denominations. Waldorf s regionally accredited online certificate and associate, bachelor s, and master s degree programs in areas such as organizational leadership, homeland security, fire science, communications, occupational safety and others reflect the spirit of the campus and give online students and enjoyable college experience. Site Visits: Milwaukee Career College (MCC) 11/10/14 ABHES visit to monitor the teach-out of former Anthem College students in the Massage Therapy and Medical Assisting Diploma programs at MCC. Wisconsin School of Professional Pet Grooming (WSPPG) Complaint resolution follow-up visit. K. Complaints Handled: Alva vs. Herzing University 10/24/14 Herzing worked with the student and the class to move the starting time to 6:00 p.m., following the initial set start time. Impens vs. Milwaukee Career College 11/12/14 - Admission to Veterinary Technician was denied in accordance with school policies. As the student did complete the Veterinary Assistant program for which she paid, no refund is due. Zehten vs. Kaplan University 11/17/14 Because the student s last date of attendance was over three years ago and did not demonstrate the school violated EAB Administrative Code nor its own policies the complaint was closed. Kohlmeier vs. Herzing University 9/19/14 The student withdrew her complaint. Lee vs. Herzing University 10/26/14 - Herzing appropriately followed its policies by removing Mr. Lee from the Nursing program after repeated class failures. Mr. Lee had already been terminated from the program, appealed, and was granted another attempt. Poquette vs. Anthem College-Phoenix (Online) 10/6/14 After several unsuccessful attempts at contacting Mr. Poquette to investigate this matter, the EAB closed the complaint because Anthem College (Online) closing meant Mr. Poquette qualified for Loan Discharge through the U.S. Department of Education. Taylor vs. Brensten Education 11/24/14 Brensten contacted Ms. Taylor to better explain the situation to her. Ms. Taylor went into default on a federal loan which made her ineligible for additional loans. Brensten, was unable to enroll her for the next academic period. 7
