Welcome and Introductions Adrian Alfonso A. Alfonso called the meeting to order and welcomed everyone. C. Vila called roll and a quorum was established with fourteen (14) voting members. A. Alfonso stated that if anyone has a conflict of interest on any item coming before the Board, to declare the conflict and see C. Vila for a conflict of interest form. A. Alfonso introduced this meeting s Board Member Spotlight: Theresa Axford. T. Axford stated she is interested in opportunities for all children. In Monroe County, finding room for VPK children is a big issue for schools. Early learning is really important for every child. The more we can do to work with them in the early years, the less difficulties they will have. We need to refine our programs to make them high quality so we can help our children every day. A. Campaign o Citizen Key West Article A. Alfonso recognized G. Ferradaz for being named DCF s Southern Regional Managing Director.

3 3 A. Alfonso congratulated Miami-Dade superintendent Alberto M. Carvalho for being named the National Superintendent of the Year. He thanked the school board, including M. Abrahante, for their partnership. A. Alfonso recognized two Monroe providers: Kreative Kids Christian Academy and Community Cooperative Preschool. These are two providers that helped eliminate the waitlist. They stepped up with huge financial risk. They did it based on faith that they would have enough enrollments. A. Alfonso congratulated Lisa Martinez as being named the Miami-Dade County Mayor s new Chief of Staff. II. Approval of Minutes Adrian Alfonso A. Alfonso called for the approval of the meeting minutes from February o C. Lederman moved to approve the minutes. o M. Zapata seconded the motion. o Motion was passed unanimously. III. TAP Update The Hon. Cindy S. Lederman C. Lederman gave an update on the Teenage Parent Program. She stated that it is no longer required that children be placed in licensed programs. To educate young mothers on how to find high quality care is just no longer convenient. The ELC had a contract to provide accredited centers. This year, we have less than 60 enrolled. We asked for a meeting with Pierre Rutlidge, who did not meet with us. We were able to meet with Magaly Abrahante. Lederman suggested that we give up the TAP contract as long as Mr. Rutlidge is in charge of the program. M. Abrahante thanked the Board for asking for the meeting on this issue. The accreditation requirement is not part of the legislation that funds this program. The school district has been in the bind of making that part of the criteria, as it s not in the law. The program is voluntary. Numbers have come down, but we know many parents are choosing to keep their children with family members. Some actions will be taken by the end of the month. D. Lawrence stated that he would love to see Valtina Brown work on the TAP program. E. Torres stated he would look into current legislation to see if there s something that can be done. The other challenge is the other two providers that are contracted with the TAP program. Each of us takes different approaches with this contract. C. Lederman stated that the school board needs to take responsibility. M. Abrahante stated that this is an inappropriate place to discuss this as there is nobody here from the program. IV. Finance Committee Report Gilda Ferradaz G. Ferradaz reviewed the financials. Motion to approve Resolution to authorize the President and CEO to consent to the assignment of Contract PSA by Tew Cardenas, LLP in favor of Shutts & Bowen, LLP as further described in the background section of this resolution. o C. Auslander moved to approve the motion. o R. Beasley seconded the motion. o Motion was passed unanimously. G. Ferradaz reviewed the snapshots for Miami-Dade and Monroe.

4 4 V. Monroe County School Board Member John Dick A. Alfonso introduced Monroe County School board Member, John Dick. J. Dick stated he had two grandchildren who went through the VPK program. It was very enlightening to see education taking place outside regular classes. There is constant education, which is a testament to the programs being run by the ELC. Key West has issues finding locations for VPK classes. In Marathon, there is room but little involvement. VI. Monroe County Advisory Council Report Alan Eckstein, Esq. A. Eckstein stated he was glad the Board came down to visit Monroe County for some visibility. The Monroe County Advisory Council was established in 2005 after the merger with the Miami-Dade Coalition. The council includes: a private provider rep, a special needs rep, a Head Start rep, an afterschool care program rep and some ELC Board members. An advisory meeting would be taking place immediately after the Board meeting; all members are welcome to join. He thanked the Board for listening to his concerns. VII. Monroe County Update Mary Williams The Monroe County Update is available at the following link: VIII. Tiered Reimbursement Update Melissa Fernandez M. Fernandez gave an update on what has occurred and what we re doing next. Five (5) community meetings have been held thus far. There has been a lot of movement in Tallahassee since our last meeting. She reviewed information given in the CEO report. S. Echemendia recommends A. Alfonso allow E. Torres to submit a proposal to OEL for approval, since that is what is legally required. D. Williams asked if we ve considered sending out a questionnaire to providers that haven t attended. E. Torres stated a survey has been conducted, but with a very low return rate. R. Eadie asked if we are going to be able to get data in place for a tiered reimbursement system that will provide results. E. Torres stated legislature is working on a statewide tiered reimbursement model with 4 components: Gold Seal, high-need differential, curriculum based assessment, and child teacher interaction. C. A member may attend one (1) of the required meetings by electronic means in a fiscal year. When a member has been absent from three (3) meetings of the Board of Directors within any given fiscal year, it shall be considered a resignation from the Coalition by that member. The Chair shall send a letter to all Members absent from two meetings within a given fiscal year notifying them that their status as members is in jeopardy, encouraging their attendance, and reminding them of the meeting attendance policy. President's Message Dear Friends, The 2014 Legislative Session began on March 4th. I spent most of the week in Tallahassee and came away feeling like we got off to an excellent start. "Luchando por Nuestros Hijos," our Spanish language radio program cosponsored by The Children's Trust, kicked off our week with an interview featuring Lieutenant Governor Carlos Lopez-Cantera who spoke about the importance of early learning and other issues important to Florida's families. The radio program also included conversations with Representative Jose Felix Diaz, a member of the Health Care Appropriations Subcommittee; Representative Manny Diaz, Jr., a member of the Education Committee; and Representative Erik Fresen, chair of the Education Appropriations Subcommittee. As usual, former Senator Rudy Garcia hosted the program. The radio program was followed by a gathering of Early Learning Coalition executive directors and board chairs at the Historic Capitol. The group was joined by Representative Marlene O'Toole, chair of the Education Committee and sponsor of this year's early learning bill; Representative Marti Coley, member of the Appropriations Committee and Education Committee; Representative Joe Saunders, member of the Education Committee and the Choice and Innovation Subcommittee; and Senator Bill Montford, member of the Appropriation Subcommittee on Education, the Education Committee, and the Appropriations Subcommittee. The Early Learning Advisory Council (ELAC) also met that week. This group is made up of private sector members appointed by the governor to serve as chairs of Early Learning Coalitions. Among other things, they discussed the status of the funding allocation formula. ELC board chair Adrian Alfonso spoke about the need to maintain a hold harmless position so no coalition will lose resources needed to serve children, of the need to increase provider

8 reimbursement rates and to continue our work to improve the quality of the programs. 8 We made good progress in the first week. We will continue to provide updates as the session progresses. The Early Learning Coalition is proud to be collaborating with the Miami Children's Museum and community partners to bring a fun-filled afternoon for families in Miami-Dade County through our Children's Week event celebration. On March 21st, between 3 p.m. and 7 p.m., we will be hosting our annual Children's Week Event at the Miami Children's Museum. Families will have the opportunity to enjoy a free afternoon at the museum and participate in activities sponsored by several community organizations. 9 ELC and Local Center Featured on Channel 10 9 On March 4, Local 10 News aired a segment featuring the Early Learning Coalition of Miami-Dade/Monroe. The story focused on the "Taking Steps to Healthy Success" project, a national anti-obesity and wellness initiative targeted toward early learning programs. The initiative is funded by the Nemours Foundation and the Centers for Disease Control and Prevention and implemented by the Early Learning Coalition of Miami-Dade/Monroe. The objective is to provide information and action-packed learning sessions for childcare teachers who then bring the information back to their centers to engage staff, children and their families. The Early Learning Coalition is serving 87 programs, more than 240 teachers and more than 800 children and the significant adults in their lives through "Taking Steps to Healthy Success." The segment was filmed at Sheyes Young Achievers, an ELC center participating in the program that has placed a junk food ban and increased physical activity for the children and staff. Governor's Office: Continued VPK Gains Among Florida's Youth Governor Rick Scott highlighted a report demonstrating for the fifth consecutive year that Florida students who completed the Voluntary Prekindergarten (VPK) Education Program were better prepared for kindergarten than those who only attended part of the program or did not participate in VPK at all. Governor Scott's "It's Your Money Tax Cut Budget" calls for investing more in VPK. This would be the first increase in the VPK student allocation in three years. Governor Scott said, "This kind of year-after-year improvement among Florida's children shows the results of focusing on factors that help young child learn what they need to know to be ready to start kindergarten. I congratulate Florida's early childhood educators for their hard work and am proud to recommend an increase in funding to boost in the base student allocation by $100 per child for both the school-year and summer programs." The results of the 2013 Florida Kindergarten Readiness Screener (FLKRS) showed that almost 82 percent of children who completed a VPK program were ready for kindergarten, compared to about 53 percent of those who did not participate in VPK. Florida's children who attended some VPK fared better than those who did not attend at all. Approximately 66 percent of those who attended some VPK were kindergarten-ready. 10 Governor Rick Scott Highlights Early Learning at Academy of Science and Discovery in Panama City 10 On March 12, Governor Rick Scott highlighted increased funding for early childhood education. This was announced at the Science and Discovery Center of Northwest Florida. The Governor's "It's Your Money Tax Cut Budget" proposes $1.1 billion in state funding for early childhood education and care, an increase of $59 million and the largest boost for early learning in the past decade. Governor Scott said, "A quality early learning system is essential to provide Florida children with the tools they need to succeed. This $1.1 billion investment will result in an increase of $100 per child for Voluntary Prekindergarten. This funding will help to better prepare children as they start school. As the grandfather of three young boys, I appreciate just how important these early years are and I want to be sure Florida's children have the best early learning opportunities possible." CEO Evelio Torres Invited to Aguamarina Preschool Opening On February 22, CEO Evelio Torres appeared at the opening of the new Aguamarina Preschool campus. Mr. Torres was asked to cut the ribbon at the ceremony. He also shared a few words about the importance of high quality early learning.

For assistance with VPK registration, please us at vpkhelp@elcmdm.org. Miami-Dade's Carvalho Named Superintendent of the Year Miami-Dade County Public Schools' Superintendent Alberto M. Carvalho was recently named National Superintendent of the Year by the School Superintendent's Association. The announcement was made at the organization's national conference in Nashville, Tenn. In December, Carvalho was named Florida's Superintendent of the Year by the Florida Association of District School Superintendents, representing Florida for consideration as national superintendent of the year. 12 12 Enrollment Open for Miami SEED School New Time and Station for "Luchando por Nuestros Hijos" The SEED Foundation in Washington, DC, in partnership with the Florida Department of Children and Families, Our Kids, the county governments, public school districts in South Florida and local nonprofits recently launched the SEED School of Miami, South Florida's first public, college-prep boarding school for children starting in the 6th grade. The school is located in Kendall and will open in August 2014 with 60 6th grade students (30 boys and 30 girls). SEED Miami opened enrollment and is accepting applications from families. 15 Programs News and Information Managed Enrollment in the Child Care Executive Partnership Program (CCEP) Now Open 15 The Child Care Executive Partnership (CCEP) program for early care and education providers in Miami-Dade and Monroe counties allows centers to provide care for an employee's child at the center and be partially reimbursed for that care by the Early Learning Coalition. Similar to the School Readiness grant, this program serves center employees with low to moderate wage earnings who qualify for the program. The eligibility requirements are the same, with the exception that they can earn up to 200% of the federal poverty level. Increased employee morale and productivity, among other benefits, makes this an exciting work-life benefit for your employees. The Coalition is currently enrolling children in the CCEP program. If your employees are interested in participating, please have them download an application from our website at and return by mail to: Early Learning Coalition of Miami-Dade/Monroe, Inc. ATTN: CCEP Program P.O. Box Coral Gables, FL SCHOOL READINESS CONTRACTS DUE BY APRIL 15TH A Contract for School Readiness Services is required to be completed every year. The requirements set forth in the Provider Contract are mandated by 45CFR98 (Code of Federal Regulations), Chapter and Chapter 1002 of the Florida Statutes, and Rule 60BB-4 of the Florida Administrative Code. Required Documents: Private Pay Rate Schedule for FY Holiday Schedule for FY IRS W-9 (please use the updated version found on Copy of Department of Children and Families (DCF) issued license or copy of DCF license exemption form (Religious Exempt Providers only) Copy of Gold Seal Certification (if applicable) Copy of Accreditation Certification (if applicable) Liability Insurance Payment for children who receive financial assistance through the School Readiness Program will only be made to providers who have an approved Provider Contract with the Early Learning Coalition of Miami- Dade/Monroe. The contract is effective from July 1, June 30, The contract must be submitted to the Coalition through the provider portal by April 15, Reimbursement for services will not be made to any provider who does not have a signed contract executed by this date. Retroactive payments for services provided without an executed contract will not be allowed. Providers should submit their contracts and required documents through the provider portal at VPK CONTRACTS DUE BY APRIL 4TH VPK Provider Contracts Are Due Friday, April 4. You may not be able to start your VPK program if a complete application is not received by the due date. Incomplete applications cannot be processed.

16 To submit a VPK Contract, please visit the Provider Portal at 16 Required Documents: Form 20: Statewide Provider Agreement Form 10: Statewide Provider Registration Application o Copy of Current DCF license or License Exemption o Copy of Gold Seal Certificate (if applicable) o Copy of Accrediting Certificate (if not licensed and exempt) o Copy of Director Credential (with VPK Endorsement or VPK Exempt Director Credential - issued before Dec. 31, 2006; if VPK Exempt Director - must have completed VPK Emergent Literacy and Staff Credential as of July 1, 2010) o Copy of Level 2 Screening (FBI and FDLE Clearance within 5 years) o Affidavit of Good Moral Character (Notarized) Form 11A: Class Instructor Application o School Year VPK Instructor (Lead Teacher) Documentation Required (same for substitute teacher) o Copy of one (1) of the following credentials: Child Development Associate (CDA) or Florida Child Care Professional Certificate (FCCPC) earned within the last five (5) years; or An Associate's Degree or higher in Child Development; or As Associate's Degree or higher in an unrelated field, with at least 6 credit hours in early childhood education or child development, and at least 480 hours of experience in teaching or providing childcare services for children any age from birth to 8 years of age; or A Bachelor's Degree or higher in early childhood education, prekindergarten or primary education, preschool education, or family and consumer science; or A Bachelor's Degree in elementary education, if the Pre-K instructor has been certified to teach children any age from birth through 6th grade, with a Florida's Educator's Certificate, regardless whether the certificate is current or not, and has not had this educator certificate suspended or revoked. o Please note that a teaching degree from another country must be evaluated and translated by an accredited organization and submitted to DCF for approval. Please use these PowerPoints as guides while uploading and completing your VPK forms for Information for VPK Providers on Probation (POPs) The VPK Readiness Rates for were released Wednesday, March 5. The minimum Readiness Rate was set at 70. Programs scoring below 70 are on probation. Providers will receive notification of their status from the Office of Early Learning. Providers on Probation (POPs) will be categorized as Year 1, 2, 3 or 4. POPs must acknowledge their VPK Readiness Rate status as well as submit an improvement plan. 17 Step 1: Log into using the OEL Provider ID (4 or 5 digit number) and password. Step 2: Click on the blue link for the "Final Readiness Rate and Improvement Process" Step 3: Complete Acknowledgement. Note: Upon immediate completion of the Acknowledgement, continue to the VPK Provider Improvement Plan. If you choose not to complete it at that time, you have 30 days from the date the Acknowledgement is submitted to complete the plan. Step 4: Begin improvement process by clicking blue link for "VPK Provider Improvement Plan." Step 5: Select a Self-Assessment Instrument. Choose one from the drop down menu or click "Other" to insert an instrument not on the drop down menu. Step 6: Target Areas: You must choose Staff Development or Developmentally Appropriate Curricula as one target area. Step 7: Choose a second target area. In the "Description of Activity," make a clear statement of the activity and enter a completion date. Step 8: Save and push the submit button. Your plan will then be reviewed and the response will be posted onlin. Please check the website to see if it has been approved or disapproved. Your summer and/or fall VPK application will not be reviewed until you complete the Acknowledgement, submit an improvement plan and have it approved by the Coalition. Good Cause Exemptions The Office of Early Learning will be contacting VPK providers who have attained their third consecutive year of probation about Good Cause Exemption training webinars. OEL will conduct trainings to review the procedure to submit a Good Cause Exemption, distributing information about how to complete the application as well as guidance about what data is acceptable to submit. OEL will provide the meeting link and phone number to the providers. The schedule is below: Wednesday, March 26: 9 a.m. to 10 a.m. 10:30 a.m. to 11:30.m. 1 p.m. to 2 p.m. 3 p.m. to 4 p.m. Thursday, March 27: 1 p.m. to 2 p.m. 3 p.m. to 4 p.m. Good Cause Exemption applications are due April 9, The applications from summer programs will be reviewed first in order to determine if they can open in June If OEL requires additional information, they will send a "recommendation" to the provider to submit additional information. The provider has 14 days to submit the

28 28 For Immediate Release March 7, 2014 Contact: (850) GOVERNOR RICK SCOTT TOUTS CONTINUED VPK GAINS AMONG FLORIDA S YOUTH Report demonstrates 10 percent increase in VPK readiness over five years Tallahassee, Fla. Today, Governor Rick Scott highlighted a report that shows for the fifth consecutive year Florida students who completed the Voluntary Prekindergarten (VPK) Education Program were better prepared for kindergarten than those who only attended part of the program or did not participate in VPK at all. Governor Scott s It s Your Money Tax Cut Budget calls for investing more in VPK. This would be the first increase in the VPK student allocation in three years. Governor Scott said, This kind of year-after-year improvement among Florida s children shows the results of focusing on factors that help young child learn what they need to know to be ready to start kindergarten. I congratulate Florida s early childhood educators for their hard work and am proud to recommend an increase in funding to boost in the base student allocation by $100 per child for both the school-year and summer programs. Florida ranks first in the nation with regard to prekindergarten access. Close to 80 percent of Florida s four-year-olds more than 174,000 children were enrolled in VPK in the program year. The program is free for children who are Florida residents and will be 4 years old by September 1 of the year they would enroll. Shan Goff, executive director of the Office of Early Learning, said, Florida is a leader in early learning; we offered four-year-olds universal access to prekindergarten ahead of other states. More importantly, we are proving this commitment works as the percentage of children completing VPK who are ready for kindergarten continues to rise each year. The results of the 2013 Florida Kindergarten Readiness Screener (FLKRS) showed that almost 82 percent of children who completed a VPK program were ready for kindergarten, compared to about 53 percent of those who did not participate in VPK. Florida s children who attended some VPK fared better than those who did not attend at all. Approximately 66 percent of those who attended some VPK were kindergarten-ready. Public schools are required to give FLKRS to children within the first 30 days of kindergarten. Private kindergartens may choose to participate. Screening results help kindergarten teachers plan how they teach in their classrooms. The results are also used to calculate VPK provider kindergarten readiness rates. Beginning with the year, the state adopted 70 as the minimum acceptable readiness rate for a VPK provider, indicating that 70 percent of that provider s students who substantially completed the program screened ready on FLKRS.

Take another bowl and empty the refried beans. Place the grated cheese into a separate bowl. Roll a piece of dough into a ball and flatten between your hands to about 1/2" thick. Make sure to rub water on your hands to prevent the dough from sticking. Put a spoonful of beans and a small handful of cheese into the center of each pupusas. Bring it upwards to close it. Flatten again with the filling inside. Heat a flat skillet until hot. Cook pupusas on each side 4-5 minutes until golden brown and the outside is firm. DONE!
