2 Those who have followed the story of e-estonia closely are already familiar with most of our e-achievements. High performance breeds high hopes, so Estonia s challenges are getting harder and harder. Keeping up with new technology and expectations is certainly trickier than building systems and platforms from scratch, which is one of the reasons Estonia has excelled in the last 20 years. However, there is one clear achievement apart from our e-governance system or e-services penetration, and that is our e-story. In business and entrepreneurship, decisions are often made based on trust. Estonia has been telling its story well, and in matters of technology we are a trusted partner around the globe. This trust can be materialized in many ways. Firstly, it gives us the chance to open doors for our entrepreneurs and businesspeople in the world. Secondly, it provides a welcome message for everyone outside Estonia looking for a place to do business. For the Estonian e-story to continue, we must support both of these routes. Estonia is working on e-residency, which would open up our e-services globally to anyone who wants to apply, creating a league of virtual citizens. 3 Estonian ICT Sector Overview Estonia has become one of the most advanced e - societies in the world. For the citizens e-services have become a routine: e - elections, e- police, e - healthcare, e - banking, e - tax declarations, e - school, etc. Nearly 100% of public services for both businesses and citizens are available online - thus making the e prefix almost unnecessary. For the past 20 years Estonia has been using information technology as an instrument for increasing administrative capacity as well as ensuring an innovative and convenient living environment for citizens. Estonian government has proved that the public sector can pioneer the way in both - ICT development and its uptake. Introduction of paperless cabinet meetings using a web - based document system and making state budget expenditures publicly available on the internet in real time have been just two examples of this. Infrastructure Estonia has an exceptionally high penetration of digital infrastructure. Fiber optic cables are covering the whole country. Direct undersea connections to Finland and Sweden and links to Russia and Latvia are guaranteeing high - standard communications. Today Estonian households, enterprises and institutions in the cities can connect to a 100 Mbps fiber optical network. By 2017 such opportunity is expected as well in the rural areas of Estonia. Rapid WI -FI internet connection is available in more than 1200 public places free of charge, also in trains, gas stations and long distance busses. Estonia is completely covered by 3G and 4G networks. Information society development has been strongly supported by information - related legislation such as Personal Data Protection Act (1996), Digital Signature Act (2000) and Public Information Act (2003). Legislative background is considered one of the key elements in making the development of information society as smooth as possible. Public Private Partnerships All larger initiatives and most e - government developments in Estonia have been done in close cooperation with private sector and relevant NGOs. followed the initiative by converting their services into an electronic environment as well. One by one, the electronic Population Register, e-tax Board and other successful online services were launched. Another good example of PPP is on educational front. To complement government s work in educating the children in ICT use, in and the Estonian largest banks and telecoms ran a program of free-of-charge training courses for 20% of Estonian adults in computer and internet use. Today government is preparing to make public data machine-readable and widely available to encourage new e-services development jointly with private sector. Interoperability Soon after creating the first modern information systems, the need for interoperability between systems arose. In 2001 an interoperability framework X-Road was launched. It is the backbone of Estonian e-government and creates a secure and standard environment for interconnection and data communication between different information systems. Today it connects over 940 organizations, from public and private sector, covering over 2030 services to allow cross platform queries for authorized users. e-identity To ensure the security of online activities, the first Nationwide ID - card was introduced in 2001 in Estonia. It s the primary identity document for Estonian residents both in real and digital world. Today over 93% of Estonian residents have an ID - card thus having a secure way of identification in electronic environment to conduct activities online. Electronic ID allows Estonians to affix an electronic ID and digital signature that is legally equal to a paper signature as well as ride on public transportation by showing their ID in the bus, tram or trolley. With ID - card there is no need to carry any driving license it works as a loyalty and library card and is also used for collecting prescribed medication. These days there also is a cousin to the ID-card: a mobile - ID based on a specialized SIM card from 2007 The service allows a client to use a mobile phone for secure identication, login to services and giving digital signature. The triumphal progress of Estonia as an e-state started largly due to banks that created first solutions for identifying a person in an electronic environment. Soon other entities recognized the opportunity and

4 State Portal eesti.ee In 2000, a State Portal eesti.ee was launched. It is a gateway to the e-state in the Internet. Eesti.ee shows more than 2000 e- and m-services and provides customized access for citizens, entrepreneurs and civil servants. Today more than 200 information systems of public and private sector are described in the portal and it receives nearly 3 million visits per year. Only marriage, divorce and notary services are yet not available online. Cyber Security Heading into its third decade of e-society development, Estonia has keen interest in being involved in international ICT policy efforts. Today Estonia is one of the forerunners in developing cyber security, EU digital single market and cross border e-services. Estonian e-business Register already allows entrepreneurs from Belgium, Finland, Lithuania and Portugal establish businesses in Estonia using their national ID-cards. Virtual Residency In 2014 the Estonian government approved the e-residency concept and intends to issue millions ID cards to foreigners. They will be able to apply for a non - resident s ID card that will enable them to use Estonian common infrastructure and e-services from distance and therefore benefit from a good business climate. Estonia has potential to be attractive to entrepreneurs who need an investment account, who would add clients to Estonian companies and capital to the Estonian economy. Future e-residents could be attracted by the comfortable possibility of creating a company in 15 minutes using fully digital, tax and customs system, minor bureaucracy, digital signature convenience, e-invoicing, e-receipt and a highly developed e-banking system. To support own development and to maintain the leader position, Estonia has been striving to become international competence center in crucial areas. That is why the NATO Cooperative Cyber Defence Center of Excellence and European IT Agency together with several private R&D centers are currently based in Tallinn.
