2 Coverage Today Direzione Generale per la per lo Sviluppo The study intends to focus on: The different opportunities on mobilization resources based on the existing available instrument and, A proposed scheme with a mechanisms for accounting Emission Reduction related to HCFCs phase-out in the post-2012 climate regime. 2
3 The MP compliance at National level The first part of the study intends to explore the international financial institutions, the private investors and relevant stakeholder who might be interested in financing projects to fund HCFCs phase out through multilateral and global lending organizations with the aim to integrate the Phase II of the HCFCs phase out itself. In addition will be explored the real opportunities, on the available funding, and how to access to the funding itself in order to promote the resources mobilization for the Phase II HPMP. 3
4 Part of the study will be conducted through an international survey and interview made to all the relevant financial institutions, private sectors and related stakeholders in order to get the measures of the possible interest and the possible resources who might be available. The private sectors might be interested through market instrument like Corporate Social Responsibility (CSR) and Cause related marketing strategy. 4
5 The second part of the study intends to explore possible methodologies for the crediting of Green House Gases (GHGs) reductions in order to receive carbon finance reward based on nationally appropriate mitigation actions (NAMAs) in developing countries which are now under consideration under the negotiation of the Kyoto Protocol for the post
6 Indeed the Bali Action Plan calls for verifiable nationally appropriate mitigation actions (NAMAs) by developing country (DC). Under the NAMA, Developing countries would submit climate plans (e.g., low-carbon growth strategies) that list their intended NAMAs and associated requests for support. NAMAs could be grouped to achieve broader objectives, such as sectoral program goals and reduced GHGs emissions 6
7 The target of the methodologies would be to integrate the emission reduction strategies of the sectoral NAMA into the HPMP for the II phase of HCFCs phase out control schedule, in order to get synergies between the Kyoto and Montreal Protocols. PHASE II of the HCFC phase-out will be likely discussed by the Multilateral Fund and its ExCom starting from PHASE II will address further reduction in the HCFC consumption, including sectors where alternative selection would be more complex and difficult. 7
8 It will be very important to have in place concrete synergies between the two regimes before NAMA HPMP The target of the methodologies is to make a working synergy between the HPMP and NAMA. 8
