6 Mexican Government Direction The Energy and Utilities Industry is one of the top priorities for the new Government of Enrique Peña Nieto In his campain closing speech he commited to lower the costs of electricity bills. In his first Presidential speech he addressed the Energy Transformation as one of his government s 16 fundamental milestones. In the recent Pacto por México treaty signed by the top 3 political parties, Energy Transformation is the second of five main pilars of Mexico s new government fast start. This pact addresses the need not only for transformation, but also for investment and technological development for the energy sector. Relative high level of T&D losses, Average outages over 20 days per year Losses are trending upwards High level of Non Technical Losses Estimated NTL higher than 20% Official NTL numbers kept artificially low Subsidized Rates Electricity subsidies in Mexico are among the highest in the world costing approximately $9 billion or one third of electricity sector revenues. Two thirds of the subsidies go to residential users. Regulatory Framework lacking with regards to Renewables and Energy Efficiency Bureaucracy and unfavourable regulation with regards to connections and rates Greatest barrier to renewable energy in Mexico lies in the price of electricity paid to electricity producers. CFE is required to produce power at the lowest cost.
