29 Arizona It s estimated that up to 1 Million citizens in Arizona do not have access to even FCC definitions of Broadband (Download and upload at 200Kbps. Of Arizona s 225 communities of 500+, an estimated have no Broadband availability. If Broadband is there, rates are higher, sometimes 2-3 times more expensive than rates in Urban Arizona (Phoenix or Tucson). Providers indicate that over 80% of Arizona s rural communities have access to DSL. However as many as 50% in those communities live outside of DSL areas. An estimated 20% of School Districts have sites with only Dial-up (56k) connection to the Internet. Deficit areas are under-reported, distorting the real situation. Huge gaps exist in Arizona s Middle-Mile infrastructure (Backhaul between a community and Tier One site in Phoenix or Tucson). 38 Summit Outcomes Massive outages are too frequent the best thing that could happen is for the Qwest C.O. to burn down. Wi-Fi is not a solve-all solution that many companies claim, but it is an effective tool in specific applications and uses. Coordination and communication of agency telecommunications capacity is lacking at every level of government. It is crucial that ongoing interagency communication occurs to prevent duplication of effort and ensure intelligent planning. Public agencies are not adequately planning for telecommunications capacity. Poor interdepartmental and intra-agency planning of telecommunications can have tremendous economic consequences locally & regionally. High speed communications capacity is not adequately available to each agency at the level it is needed, and given the growing demand by telemedicine, e- government, education, and health, welfare and public safety, agency representatives saw this disparity getting worse rather than better
