(Allow 3 hours) Background Investigation: Conducted by members of the Wilmette Police Department. The investigation will be conducted to obtain verifications of the candidate s qualifying credentials, review the candidate s criminal record (if any), and verify at least three (3) personal references. Oral Interview: Conducted by the Village of Wilmette Board of Fire and Police Commissioners at Village Hall, 1200 Wilmette Avenue. (Allow 1 hour)

4 Overview: Village of Wilmette &Wilmette Police Department The Community The Village of Wilmette is a progressive upper-middle class residential community with a population of 27,000 and an area of 5.4 square miles. Located along Lake Michigan s shoreline just north of Chicago, Wilmette has long been noted for its beautiful lakefront. Historic architecture, beautiful parks and beaches, tree-lined streets, and attractive shopping areas make Wilmette one of Chicago s most popular suburbs. Wilmette is also known for its quality public services, outstanding school system, economic stability, and progressive governmental leadership. Wilmette residents tend to be college-educated professionals who are very supportive of the police. The Government Wilmette operates under the Council-Manager form of government with legislative authority vested in the Village President and Board of six Trustees. These elected officials provide policy direction to a full-time professional Village Manager who supervises the staff and the day-to-day operations of the Village. The Department The Wilmette Police Department is an excellent law enforcement agency in which to begin and spend your career. The Department has 45 sworn officers, 20 civilian employees, and excellent facilities and equipment. The Wilmette Police provide a full range of law enforcement services, responding to between 15,000 and 20,000 calls each year. The Operations Division of the department is divided into six functional areas: patrol, traffic, criminal investigations, juvenile investigations, community relations/crime prevention, and police social worker. In 1986 the Wilmette Police Department became just the 3 rd agency in Illinois and the 29 th nationwide to earn accreditation from the Commission on Accreditation for Law Enforcement Agencies. Wilmette is in the upper 1% of police departments in the country in officer education, with 90% of our officers having four-year college degrees. Wilmette Officers enjoy one of the finest in-service training programs available. Training is a top priority and is managed in a way that is sensitive to both the needs of the department and the career interests of the individual. Full-time assignments in the department exist in patrol, criminal & juvenile investigations, and research & development. Additionally, assignments within patrol include forensic specialist, regional SWAT team, field training officer, firearms instructor, DUI specialist, and accident reconstructionist. The Hiring Process The written examination scores and application forms of all candidates meeting the requirements are forwarded to the Wilmette Board of Fire and Police Commissioners. The Board will compile an eligibility list in ranked numeric order of those candidates who have passed both the physical fitness examination and the written examination. Once the list is posted, it will remain valid for a minimum of a six-month period. The Board may extend, for six (6) month increments, the list up to a maximum of 2 years. The top 25 candidates will be invited to an administrative (panel) interview to evaluate each candidate s suitability for the position of police officer. As vacancies occur, the Board of Fire and Police Commissioners will make conditional offers of employment contingent on the successful completion of the following steps: Psychological Examination, Polygraph Examination, Medical Examination, Background Investigation, and Oral Examination by the Board. Those candidates who satisfactorily complete these steps will be appointed as Probationary Police Officers pending the successful completion of the training academy and an 18-month probation period. The following examinations will follow if the Board of Fire and Police Commissioners notifies you: Administrative Interview: Conducted by members of the Wilmette Police Department. (Allow 1 hr.) 5 Village of Wilmette Police Officer Benefit Package STARTING SALARY: $64,392 SALARY AFTER 4 YEARS: $79,425 TIME OFF WITH PAY Twelve floating holidays - Floating holidays are granted in consideration of New Year's Day, Martin Luther King, Jr.'s Birthday, Presidents Day, Memorial Day, July 4 th, Labor Day, Columbus Day, Veterans Day, Thanksgiving, the day after Thanksgiving, Christmas Day as well as one (1) additional floating day. Vacation - Ten regular working days per year for the first four years of employment. Sick leave - Employees earn one sick day per month. Emergency Leave - This leave may be taken for up to three days in a year due to an unexpected occurrence (such as sudden illness of family member) that requires the employee's presence. Funeral Leave - This leave may be taken for up to three consecutive days due to a family member s death. (Family, as defined by the Internal Revenue Service.) INSURANCE Health Insurance - Two health care/hospitalization plans: an HMO (HMO Illinois Blue Cross/Blue Shield) and a PPO through the North Suburban Employee Benefit Cooperative. Flexible Benefit Program - Village provides employees with $60 per month for use in the Flexible Benefit Plan. Money may be used for paying any health insurance premiums; purchasing dental insurance; dependent care; or as taxable additional income paid quarterly. Section 125 Flexible Spending Plan Village provides employees the option of converting compensation from cash to benefits to pay dependent care expenses and other out of pocket medical expenses. Dental Insurance - Village offers a dental insurance program for the employees and dependents. Life Insurance - Village provides term life insurance equal to 150% of employee s salary, up to $110,000. PENSION AND DISABILITY PLAN All sworn police officers are covered by the Village of Wilmette Police Pension Fund. The pension fund provides mandatory retirement and disability benefits per state law. Sworn Police employees contribute 9.91% of their salary to the plan and the Village's contribution varies in order to meet the state prescribed funding formula. Upon retirement, a police officer age 50 with at least 20 years of service is entitled to a pension of 50 % of the officer's salary. The pension may increase to as much as 75% of the officer's salary if the officer has 30+ years of service. If a police officer, as a result of an act of duty, is disabled and can not perform the duties of the position, the officer will be granted a disability pension as deemed by the Police Pension Board of 65% of the officer's salary at that time. If the disability is the result of any cause other than work related, the disability pension is 50% of the officer's salary. 6 Must I be a Wilmette resident? FREQUENTLY ASKED QUESTIONS No. There is no residency requirement for this position. I have an Associates Degree and military experience. Is that acceptable in lieu of a four year degree? No, a four year (Bachelor s) degree is required for this position, regardless of other experience and/or education. I have not graduated from my college with a four year degree yet, but will later this winter Will that allow me to meet the four year degree requirement? Yes, if that can be verified by February 4, Proof of receipt of a four (4) year degree will be accepted up to and on February 4, 2011 for a four year degree earned by this date. Can I receive credits or points for Military or other Law Enforcement experience? No credits or points are given for these items and they cannot be accepted in lieu of a 4 year degree. Do you take lateral transfers from other police departments? No preference will be given to applicants from other departments during the recruitment phase, however, law enforcement experience may result in a higher starting pay rate. Do traffic citations and other minor offenses count against me? They may, depending on the seriousness and frequency of the violations. The Board of Fire and Police Commissioners will make that determination. What must my age be by the date of the examinations in order to qualify for application? You must be 21 through 44 years of age as of the day of the application (November 29, 2010). What is the vision requirement? The eye exam requirement (far or distance vision) is 20/40 regular or corrected. What is the expected duration of the selection process? The eligibility register will be established in early 2011 by the Fire and Police Commissioners. The top 25 candidates will be invited to a panel interview by police personnel. Conditional offers are expected to be made in June or July, and others may be extended as needed until the list expires. The Board of Fire and Police Commissioners may extend the list in six (6) month increments up to a maximum of two (2) years. What is your policy on re-application? 9 Wilmette Police Officer Job Description Duties and Responsibilities Wilmette Police Officers define their role as community problem-solvers, not merely enforcers of the law. We develop partnerships with community groups and individuals to identify and resolve problems, with the goal of keeping a high quality of life in Wilmette. We work with youth to prevent delinquency. We enforce state and local laws and ordinances through arrest, citation and warnings. We identify and apprehend offenders; use less-lethal and/or lethal force; engage in foot or vehicular pursuit; conduct interviews and interrogations; locate witnesses; seize contraband; conduct warrant checks; perform surveillance; search persons and places; attend court and testify in the trial process; and prepare written reports on assigned tasks; Officers are generally assigned to patrol a defined beat area by car, mountain bike, or on foot, making routine checks of commercial and residential areas, looking for hazardous, unusual or suspicious conditions requiring police action or assistance. We also assist injured, elderly and disabled persons; administer first aid; direct and control traffic; investigate suspicious persons and vehicles; and secure accident, crime and disaster scenes.
