3 VILLAGE OF RIVER FOREST POLICE OFFICER RECRUITMENT PROCEDURE APPLICATIONS AVAILABLE: Through Friday, May 31, 2013, concluding at 4:00pm. Visit or to download the application packet. Applications must be received at Village Hall at 400 Park Avenue, River Forest, IL by 4:00pm Friday, May 31, Late applications will not be accepted. PHYSICAL FITNESS EXAMINATION: Applicants must submit proof that they have passed the Illinois Peace Office Wellness Evaluation Report (POWER) Test within the past year as of May 31, 2013 (A valid POWER test will be dated between May 31, 2012 and May 31, 2013). Northeastern Illinois Public Safety Training Academy (NIPSTA) will be offering a number of POWER test assessments. Joliet Junior College offers POWER tests: Triton College POWER tests: ORIENTATION: A mandatory orientation will be held on Thursday, June 6, 2013, check-in at 7:00pm, begins at 7:30pm. The orientation will be held at Concordia University in the Koehneke Community Center (KCC) Room 10. At the orientation, candidates will be provided with study materials for the written exam and an overview of the examination process. Failure to attend the orientation will result in disqualification from the process. WRITTEN EXAMINATION: The Written Examination will be held on Saturday, June 15, 2013, at Concordia University in the Christopher Center, Room 200. Exam check-in will begin promptly at 8:15am and the exam will follow at 9:00am. To be eligible to take the written exam, applicants must submit their application and required documents by 4:00 pm on Friday, May 31, No exceptions. IN DEPTH APPLICATION: Applicants who successfully pass the written examination will be required to complete an in depth application. This application and other required materials will be made available immediately after the test. INITIAL ELIGIBILITY REGISTER: The Initial Eligibility Register, listing the applicants in order of their score, will be published and mailed to Applicants on the Register who have passed the Written Examination. 2

4 PREFERENCE POINTS: Those Applicants placed on the Initial Eligibility Register who have had Military Service or received an educational degree which qualifies them for Preference Points must submit a request for application of such points within 10 days of the posted date of the Initial Eligibility Register. ORAL INTERVIEW: Applicants who successfully pass the written examination will be notified of the exact date, time and location of their oral interview. Oral interviews will be held during the evenings of June 24, June 25, June 26, and June 27, 2013 at Concordia University in the Krentz Center Board Room. FINAL ELIGIBILITY REGISTER: Posting of the Final Eligibility Register reflecting Veterans and Educational Preference points for qualifying applicants. This Register is effective for two years. APPOINTMENT: As openings for Police Officer occur, the candidates who have fulfilled the educational requirement (see note below) will be selected from the Final Eligibility Register in rank order and the following will be conducted in the order listed: A Polygraph Evaluation. If the Candidate passes the Polygraph Evaluation, then the following will be conducted: A thorough Background Investigation. A Criminal Background Check. A Credit Check. The Candidate participates in a Ride-a-long with the Police Department. Participate in a final Oral Interview with the Fire and Police Commission. If the Candidate completes the Oral Interview satisfactorily, then the Commission will extend a Conditional Offer of Employment as a Probationary Police Officer and request the Candidate take the following examinations. An in-depth Psychological Examination. An in-depth Medical Examination including drug screening. The Candidate must successfully pass all the above items to qualify for Probationary Appointment as Police Officer. NOTE: The Candidate must have received a Bachelor s Degree in any discipline or an Associate Degree in Law Enforcement or Criminal Justice from an accredited College or University to be considered for appointment. If a Police Officer vacancy occurs and the next Candidate on the list to be tested for the position has not fulfilled the educational requirement, he/she will be passed over and the next Candidate will be selected for the Final Stage. 3

5 RIVER FOREST POLICE OFFICER APPLICATION INSTRUCTIONS 1. Please review the BASIC REQUIREMENTS for the position as listed on Page 1. Make sure that you meet each requirement. 2. Copies of the following documents MUST accompany your application: CERTIFICATE OF LIVE BIRTH FROM A COUNTY OR MUNICIPAL OFFICE, ORIGINAL OFFICIAL COLLEGE TRANSCRIPTS, NATURALIZATION CERTIFICATE IF BORN OUTSIDE THE U.S., AND MILITARY DISCHARGE PAPER (if applicable). 3. Sign and date the CONSENT FORM and if necessary, CERTIFICATE OF UNDERSTANDING. 4. In order to provide all interested candidates every opportunity to be listed on the River Forest Police Officer Register (list) for consideration for hire, the Commission will allow individuals who have not yet graduated from an accredited College or University to participate in the testing process for Police Officer. Several conditions, however, are associated with this opportunity: To participate in the testing process you must show proof that you are enrolled and there is reasonable expectation that you will graduate. As one of the conditions for hire as a Police Officer on the River Forest Police Department, you must possess a bachelor's degree in any discipline or an Associate s Degree in Law Enforcement or Criminal Justice. Therefore, if you successfully pass the written examination and the oral interview and are subsequently listed on the Police Officer Register (list), you must possess the degree to be considered for hire. If your name comes up on the Register for appointment consideration and you have not yet graduated, your name will be stricken from the list and the next person on the list considered for the appointment. When you receive your degree, send a copy and a copy of your official transcript to the Commission to verify your change in status. 8 CONSENT & RELEASE FORMS TESTING ACKNOWLEDGEMENT I hereby voluntarily consent to the disclosure, in its discretion, by the Board of Fire and Police Commissioners of the Village of River Forest of the various test results to other testing agencies within the testing process. I, the undersigned, understand that all tests and the results thereof become the property of the River Forest Board of Fire and Police Commissioners and are not subject to review. REVIEW OF EDUCATIONAL CREDENTIALS I further voluntarily consent by executing this form, to an investigation which may confirm the authenticity of my educational transcripts, including high school, general education, and college/university. I hereby authorize my secondary school (or its equivalent) or college/university to provide information to the Village of River Forest and the Village of River Forest Board of Fire and Police Commissioners, related to the genuineness of my education credentials. 13 OVERVIEW: VILLAGE OF RIVER FOREST AND RIVER FOREST POLICE DEPARTMENT COMMUNITY INFORMATION The Village of River Forest was incorporated in The population of the community is 11,172, with 4,167 housing units. The estimated median family income in 2007 was $102,198. The village consists mainly of residential single-family homes, with some multi-family housing. There are commercial areas, primarily bordering North Avenue, Madison Street and the Lake Street area. POLICE DEPARTMENT The River Forest Police Department was established in 1910 and currently employs 28 full time police officers, including the Chief of Police, Deputy Chief of Police, one Commander, five sergeants and 20 patrol officers. There are no part-time or reserve police officers. TRAINING INFORMATION Officers who are not certified peace officers who are appointed to the department will be required to attend 12 weeks of basic recruit training at one of the authorized training academies. Three of these academies are located in the Chicago Metropolitan area, and there are training academies in Springfield and Champaign. Officers receive their full salary and benefits while they are attending the Academy. FIELD TRAINING AND EVALUATION PROGRAM Continued post-academy training is provided by Department Field Training Officers for a period of twelve weeks. Each recruit must: 1. Successfully graduate from the designated Police Academy. 2. Pass the required examination administered at the Academy to be certified as a Police Officer in the State of Illinois. 3. After graduation from the academy, the officer will be assigned to the patrol division under the supervision of the Field Training Unit. The recruit will be assigned to several Field Training Officers who will acclimate the recruit to the Department and their role as a police officer for the Village of River Forest. The recruit must complete the field training program to the satisfaction of the Field Training Officers and Supervisors. 12

14 POLICE OFFICER BENEFIT PACKAGE SALARY Starting salary for probationary officers: $55,847 EDUCATIONAL INCENTIVE The River Forest Police Department has an annual incentive pay program for those officers who have obtained college credits as follows: Associate Degree: Police Science $1,000 Bachelors Degree: Education/Business $1,200 Bachelors Degree: Criminal Justice/Psychology $1,500 TUITION REIMBURSEMENT PROGRAM The River Forest Police Department has a tuition reimbursement program that reimburses officers for college education credit hours based on the grade achievement and available funding. PERSONAL DAYS Each officer receives (1) personal day per year. Additional personal days, up to a maximum of 2, can be earned by not using sick time during a given year. UNIFORM ALLOWANCE Sworn officers receive an allowance of $800 per year, including newly hired officers. The department provides the officer's star and hat shield as well as the first issuance of body armor. VACATION SCHEDULE After Completion of One Year 80 Hours After Completion of Five Years 120 Hours After Completion of Ten Years 160 Hours After Completion of Fifteen Years 200 Hours HOLIDAYS Employees receive pay for 12 holidays per year (New Year s Day, President s Day, Washington s Birthday, Good Friday, Memorial Day, Flag Day, July 4 th, Labor Day, Columbus Day, Thanksgiving Day, Day After Thanksgiving Day and Christmas Day). Officers work holidays unless it is a regularly scheduled day off. Holiday payouts are made twice each year. SICK LEAVE POLICY Employees earn eight hours of sick leave per month and can accrue up to 1,920 hours of sick time over the period of employment. 13

15 FREQUENTLY ASKED QUESTIONS Must I be a River Forest resident? o No. There is no residency requirement for this position. I have an Associate s Degree and military experience. Is that acceptable in lieu of a four year degree? o An Associate s Degree is acceptable so long as it is in Law Enforcement or Criminal Justice I have not met the education requirements yet, but will later in Will that allow me to meet the educational requirement? o Yes, if it can be verified at the time there is a vacancy in the Police Department and you are next on the Eligible Register. Do I receive credit or points for Military, Education or Law Enforcement experience? o Applicants on the Initial Eligible Register who have had Military Service or received an educational degree which qualifies them for Preference Points must submit a request for application of such points within 10 days of the posted date of the Initial Eligibility Register. o There are no preference points for previous law enforcement experience. Do you take lateral transfers from other police departments? o No preference will be given to applicants from other departments during the recruitment phase. Do traffic citations and other minor offenses count against me? o They may, depending on the seriousness and frequency of violations. The Board of Fire and Police Commissioners will make that determination. What must my age be by the date of the application in order to qualify for application? o You must be at least 21 years of age and under 35 years of age as of the day of the application deadline as well as the day the final Eligibility List is posted. What is the expected duration of the selection process? o The eligibility register will be established in July 2013 by the Board of Fire and Police Commissioners. The list is valid for a period of two years. 14

16 AMERICANS WITH DISABILITIES ACT REASONABLE ACCOMODATION OF AN APPLICANT Under the Americans with Disabilities Act (ADA), reasonable accommodation must be provided in the job application process to enable a qualified applicant to have an equal opportunity to be considered for a position. The Village of River Forest is obligated to make an accommodation only to the known limitations of an otherwise qualified individual with a disability. It is the responsibility of the applicant with a disability to inform the Village of River Forest that an accommodation is needed to participate in the application process. The Village of River Forest is not required to provide an accommodation if unaware of the need. An applicant seeking an accommodation for any phase of the initial selection process (i.e. orientation, physical fitness test or written examination) shall file a written request at least ten (10) days prior to the date the selection step is held for which an accommodation is being sought.
