The Palomar College Police Academy is the only P.O.S.T.-Certified Police Academy in the State of California to offer its recruits 57.5 units of college credit upon successful completion. This means that after graduation, our recruits will have the ability to earn an AA in a more accelerated format. Coming in at over 1,190 hours of training, Palomar College Police Academy exceeds the minimum number of P.O.S.T.-mandated training hours by over 500 hours. We believe in maximizing training hours and opportunities to ensure our graduates have received the most comprehensive and thorough training possible. The staff at the Palomar College Police Academy recognize that a recruit s time is a precious commodity. This is why we register all of our recruits in all the necessary Police Academy courses. This not only saves our recruits the hassle of standing in long registration lines, but also gives more time back to them to spend either studying and/or with his or her family. The Police Academy at Palomar College strongly believes that successful peace officers are those who train to be successful. Unlike other police academies, Palomar College operates their Police Academy like the law enforcement agency environment that the recruit will soon work. Our recruits are required to wear and properly maintain peace officer uniforms, which includes: a bullet proof vest, gun belt with simulated gun, and PR-24 baton, and all the equipment that peace officers are required to carry when hired by a law enforcement agency. This requirement ensures that our recruits are properly prepared to hit the streets working having the experience of not only using, but also carrying all their equipment. The above-mentioned equipment is loaned to our recruits for the duration throughout our Police Academy, which serves as a significant cost savings for our recruits. The staff members at the Palomar College Police Academy has been determined to be current, working experts in their field and have been hand-selected to teach at our Police Academy. Additionally our staff has a tremendous amount of expertise in law enforcement hiring and background investigation processes and passes this information on to all recruits throughout the police academy. Our philosophy is to train recruits to become peace officers, and at the same time assist them in obtaining high-paying careers. The State of California mandates that all Peace Officer Recruits must attend and pass 24 hours of Emergency Vehicle Operations Training (EVOC). While other Police Academies are training their students using cars in a school parking lot, we send all of our recruits to the San Bernardino County Sheriff s Department s Emergency Vehicle Operations Center for professional law enforcement emergency vehicle operations training. Every one of our recruits will experience 16 hours of hands-on training behind the wheel of Emergency Vehicles that most law enforcement agencies are deploying. Upon completion, our recruits will have exceeded the basic minimum training hours as established by the State of California and be experienced in skid control, high-speed cornering, high-speed vehicle maneuvering, and high speed pursuit driving and safety. The mission of the Palomar College Police Academy is to ensure student success. With this in mind, all of the recruits are required to successfully complete an Academy Orientation class. In a limited stress situation, this class prepares the recruit for the entire Police Academy experience. Recruits are provided with training in academy regulations, military drill, and other critical information prior to the start of the academy, which allows recruits extra time to prepare for the successful start of the Police Academy. While it is not P.O.S.T. mandated and not many other police academies are teaching Spanish to their students, the staff at Palomar College understands the need for law enforcement personnel to converse in foreign languages, especially Spanish. This is why our Police Academy provides the opportunity to its recruits to learn basic conversational Spanish with an emphasis on law enforcement situations. While this class will not make our students fluent in Spanish, it will provide them with the basic tools to speak to those who do not speak English in the law enforcement environment.
3 Stress Factors: Firearms: Interview Preparation: On-Site Recruiting: Hands-On Training: This course has been specifically designed for our Police Academy Recruits to assist with preparation for the challenges of the profession. Our recruits will gain an understanding of the psychological dilemmas faced by law enforcement officers and the coping tools that assist with maintaining a healthy career. Not only do we teach basic principles of shooting and marksmanship, we teach the fundamentals of firearms as they pertain to law enforcement activities, in which tactical usage and marksmanship is required. Our firearms qualification course requires 100% accuracy, which exceeds the basic standards for the state. Recruits are given training, assistance and practice in interviewing skills and techniques to better prepare them for oral interviews, which are a critical element of the hiring process with law enforcement agencies. Recruits are also given information and assistance in preparing background packets the next essential step of the hiring process to become a peace officer. Law enforcement agencies from all over California are invited to come and recruit on-site at the Palomar College Police Academy. This allows recruiters to see recruits in their regular training environment. It also assists recruits in making contacts and to obtain employment information from agencies that are actively hiring. We have many agencies that return to our academy to hire regularly from our program. The entire Police Academy program has been developed and is constantly updated to provide the recruit with hands-on training. Our "teach it, demonstrate it, practice it" approach proves to be very successful. While other Police Academies have very limited exposure to hands-on, practical situations, our recruits are guaranteed to have practiced a variety of simulated situations in a controlled learning environment, before experiencing the reality of street patrol. The State of California mandates that all Police Academy Recruits successfully pass 13 scenario situations in order to graduate from the academy. While many other academies limit the time for their recruits to practice for these scenario exams, the recruits at the Palomar College Police Academy will experience and practice each scenario several times before their final scenario exams. The Palomar College Basic Police Academy motto, Professionalism through Training, reflects our unique approach to the education of police recruits. It represents a standard of achievement that our graduates carry with them throughout their careers. The Palomar College Police Academy is accredited by the California Commission on Peace Officer Standards and Training (P.O.S.T.). Our police recruits are trained in a paramilitary fashion, providing the strict adherence to rules of conduct and respect due and expected of every police officer/deputy sheriff. It will be demanded of you that you abide by the standards of attendance, participation, appearance, grooming, and conditioning. These standards form the foundation upon which you will build your career. The Palomar College Basic Police Academy strives to provide graduates who are fit for employment as a sworn peace officer/deputy sheriff anywhere in the State of California. Fitness to become a police officer/ deputy sheriff is very dependent upon your efforts, skills, intelligence, physical health and agility, and your honesty and integrity. Your ability and desire to meet or exceed these future employment requirements will help you while attending the academy in preparation for employment as a police officer/deputy sheriff. All applicants must be in good health and physical condition before entering the academy. The law enforcement profession inherently demands and lawfully expects that recruits and graduates be physically able to perform demonstrable physical abilities as a police officer/deputy sheriff. Training includes calisthenics, running, aerobic exercises, swimming, weight training, and team skills in sports. The Palomar Police Academy is proud to be one of the only police academies in the State of California whose recruits have the ability to earn over 50 college semester credits in 12 months. General education requirements, which serve to improve the competence of police recruits, are incorporated into the Basic Police Academy curriculum by a combination of courses from the Palomar College Administration of Justice Department and the P.O.S.T. law enforcement curriculum. 7 Application Process The application deadline is in October each year. You should begin your collection of necessary information and documentation immediately and ensure that you provide the completed application, with all required documentation, on time. Applications may be submitted beginning in June. Please refer to our website for exact dates. You may obtain an application to the Palomar College Basic Police Academy on our website at or at the following address: Palomar College Public Safety Training Center Public Safety Administration Offices 182 Santar Place San Marcos, CA The following is a breakdown on the application process: 1. Register as a student with Palomar College. a. If not already registered as a student at Palomar College, complete the online student registration process at b. A student ID number will be issued once the registration process is completed. This student ID number is your verification of registration. 2. Obtain proof of eligibility to be enrolled in English 50. This proof can be obtained from either the Palomar College Assessment Center or an existing Palomar College student record. a. The Assessment Center at Palomar College completes all assessment procedures. Assessments are done by appointment. b. Assessment can be completed in several ways: 1. Completing the English Assessment Test at the Palomar College Assessment Center; OR 2. Through assessment of college transcripts of English courses from another college or university; OR 3. Through verification of a college degree already obtained c. The Assessment Center will provide documentation of the English Assessment score. A copy of this documentation, which will show the assessment score and the student ID number, shall be provided with the application and can also be used to show proof of student registration. d. If a student has already successfully completed English 10 with a grade of C or better at Palomar College, their student record will already reflect the eligibility to enroll in English 50. If the student has already taken English 50 or any higher level English course, the eligibility requirement has already been met. The following documentation can be provided from the existed Palomar College student record as proof of eligibility: 1. A copy of a Palomar College transcript showing the English course taken with a grade of C or better; OR 2. A printout from the Palomar College Student eservices student login Grades page showing the English course taken with a grade of C or better; OR 3. A printout from the Palomar College Student eservices student login Student Center page showing the English Assessment score 3. Obtain an official Palomar College Basic Police Academy Application. 4. Complete this application in a complete and neat manner. 5. Obtain the following documents, which must accompany the application: a. A copy of your birth certificate b. A copy of certificate of graduation/diploma from a High School or a GED (a high school transcript is also acceptable) c. A copy of college transcripts, if applicable (unsealed, unofficial copies are acceptable) d. A copy of a valid California driver license or current and valid military identification and valid out-of-state driver license e. An abstract copy of your driving record and license status from the Department of Motor Vehicles. This abstract MAY NOT be older than six (6) months from the date of the submission of this application (copies obtained online will not be accepted). f. Copy of military ID or DD214, if applicable g. Proof of Palomar College student registration (specifically, a Student ID number) h. Proof of eligibility to be enrolled in English 50 as determined by the Palomar College Assessment Center or student record i. A signed declaration stating you have no felony convictions, misdemeanor convictions involving moral turpitude or any conviction that in the State of California prevents you from lawfully possessing a firearm (Felony/Drug/Misdemeanor Disclaimer) 6. Turn in the application, along with all the required information, BEFORE the deadline. 8 7. Attend the scheduled testing sessions: a. Complete the Physical Agility Examination** b. Complete the Written Examination c. Pass the Police Academy Oral Interview **NOTE: There will be practice sessions offered for the Physical Agility Examination. Applicants who wish to practice and gain assistance from staff on techniques are encouraged to attend. 8. Following acceptance to the academy: a. Complete a Department of Justice Firearms Clearance criminal history check via Live Scan b. Obtain a physical examination by a licensed medical physician and submit a completed Health Appraisal Form (This exam must be completed before the start of the program (but after acceptance into the program). The Palomar College Police Academy Health Appraisal Form must be completed and signed by your physician. The required forms will be provided to recruits by the academy staff on the mandatory Orientation Day. c. Successfully complete the mandatory Academy Orientation Day. All accepted recruits must attend this Orientation. The first portion of Academy fees will be due on this date. 9 Entrance Examinations Once your completed application and mandated documents have been turned in, reviewed and approved by our staff, you will be invited for the second step in the application process. The second step includes completion of the Palomar College Basic Police Academy Physical Agility Examination, Written Assignment Examination and Police Academy Oral Interview. Only the top forty (40) highest scoring candidates will be accepted into the Basic Police Academy. The overall scores will be based on cumulative scores from the physical agility exam, written essay, and oral interview. The physical agility exam requires a minimum passing score of 384 points. Failure to obtain 384 points in the physical agility examination will result in immediate disqualification from the application process. Physical Agility Examination Applicants must complete all exercises successfully and score a minimum of 384 points total. The Basic Police Academy s Physical Agility Exam consists of five separately scored exercises. These five exercises include: yard simulated suspect foot chase lb. Dummy drag of 32 feet 3. Scaling a 6-foot wood fence 4. Scaling a 6-foot chain link fence yard run In addition to these five exercises, all applicants must be able to successfully complete a one (1) mile run in a maximum of twelve (12) minutes. This run will be pass/fail only. There will be at least two practice sessions offered for the Physical Agility Examination. The practice sessions will be held in the months prior to the testing date. Applicants who wish to practice any of the exercises and gain assistance from Academy staff on testing techniques are encouraged to attend. Written Essay You will be required to participate in a timed written essay in which you will demonstrate your general English skills by composing an essay on a specific topic. Your overall score will be based on your ability to read, write, and spell, as well as use of vocabulary, grammar, punctuation, and sentence structure. Oral Interview Upon completion of the above-mentioned examinations, you will be required to participate in a thirty (30) minute oral interview, which will be conducted by the Academy Staff. This interview will be similar to those that law enforcement agencies conduct during their hiring process. Selection If you are selected for a seat in the next Basic Police Academy, you will be notified via prior to the Academy start date. Selection letters will be ed the first week of November, approximately two weeks prior to the mandatory Academy Orientation Day.
10 Palomar College Registration Requirements Palomar College Basic Police Academy Recruits are students of Palomar College. Recruits are required to register with the college prior to submitting an application for the academy. Proof of student registration is required with the academy application. If you have never attended Palomar College, you must register through the Palomar College Admissions Office or online at If you have attended Palomar College in the past but have not taken courses in more than one semester, you must resubmit a current application with the Palomar College Admissions Office or update your application online. All students must verify through the Palomar College Admissions Office that there are no holds on your student record. For more information on registering as a student with Palomar College, please contact the Admissions Office at (760) , ext Financial Aid Recruits may be eligible for financial aid. It is strongly suggested that you seek assistance to determine your eligibility for financial aid before being accepted into the Basic Police Academy. Forms of financial aid include, but are not limited to loans, grants, scholarships and veterans benefits. Contact the appropriate offices for further information: Financial Aid and Scholarship Office (760) ext 2366 Veterans Assistance Office (760) ext 2173 Many types of financial aid will not cover the entire cost of the Police Academy (i.e., military tuition assistance, BOG Fee Waiver). Other types of financial aid (i.e., GI Bill) may not begin making payments until after the academy has begun. Recruits must be prepared to pay for academy costs at the time they are due, regardless of expected financial aid payments. Aid received may serve as reimbursement to recruits after they have paid required costs. The Palomar College Police Academy does not determine eligibility or use for financial aid disbursements. All financial aid documents and inquiries should be directed to the appropriate financial aid offices on the main campus of Palomar College.
11 English 50 Eligibility Requirement Applicants are required to show proof of eligibility for English 50 to apply to the academy. Applicants may have already met this requirement in several ways: *Students who have taken English 10 with a passing grade of C or better *Students who have taken English 50 or any higher level English course at Palomar College *Students who have taken an equivalent English course at another college *Students with a college degree Students who have already completed coursework at Palomar College may provide eligibility proof in the following ways: *Provide printout of grade from qualifying English course *Provide copy of Palomar College transcript showing course taken *Provide printout from Student Center tab of e-student record which shows English assessment level Students who have taken English coursework at another college must obtain certification from the Palomar College Assessment Center. Students will need to make an appointment with the Assessment Center and a counselor will review the coursework via college transcripts or a copy of a college degree. The Assessment Center will provide a printout showing the English assessment, which serves as the eligibility waiver. If the applicant has not taken any college English course to meet this requirement, he or she may take the English Assessment Test for certification of eligibility. DMV Driving Record Requirement Applicants are required to provide a copy of his/her driving record. If the applicant is licensed in California, he/she must go to a DMV office in person and request a copy of his/her complete driving record. The cost is $5.00. If an applicant is active duty military and is licensed out-of-state, he/she may receive a copy via US mail or online. All other applicants must be licensed in the State of CA. All driving records must be dated within the past 6 months. No copies of California driving records obtained online will be accepted. 13 Basic Police Academy Class 24 Mandatory Fees The Basic Police Academy is taught over three semesters, which are referred to as blocks of instruction. The following is an approximate breakdown of costs for tuition, uniforms, equipment, and materials fees due each block. Recruits are responsible for ensuring that all fees are paid on or before the due date. Those recruits failing to make prompt payment may be dropped from the program. Fiscal responsibility is an important trait of a peace officer. 14 Health Appraisal and Medical Physical The Basic Police Academy program is designed to enhance student physical fitness in a manner that will both prepare the student to perform physically demanding police tasks and instill in the student a desire to maintain a high level of fitness throughout his/her career. These objectives are achieved by means of a three-fold educational process. First, the student is introduced to the goals and objectives of the physical conditioning program and is provided with instruction on the principles of physical conditioning. Second, the student participates in a series of conditioning exercises, which systematically address the basic components of physical fitness (cardio-respiratory endurance, muscular strength, muscular endurance, and flexibility). The progression of exercises is dictated in part by the student s entry fitness level and the subsequent improvement of his/her physical condition through training. Third, the student receives numerous hours of classroom instruction on the subjects of: Physical fitness as a lifelong pursuit Low back care Nutrition Weight management Substance abuse Self evaluation The State of California has conducted physiological analyses, which were determined to be (1) common throughout the state, and (2) of critical importance in all law enforcement agencies. These tasks are representative samples of common/critical tasks actually performed by law enforcement patrol officers. The work samples, of which were subjected to physiological analyses for the purpose of identifying job-related training, are: Agility Run = A 99 yard run, going around, over or between minor obstacles Body Drag = Rapidly drag a 165 lb. non-resistant person at least 32 feet Chain Link Fence = Rapidly climb a 6-foot chain link fence Solid Fence = Rapidly climb a 6-foot sold fence/wall 500 yard run = Run at least 500 yards Long Distance Running = Run a distance between 1 and 6 miles during one period of time, without stopping or resting Combative Activity = Participate in various combative learning exercises to include but not limited to self-defense and wrestling Before the student is admitted into the Palomar College Basic Police Academy, they must successfully complete a Health Appraisal and Medical Physical Exam by a licensed medical practitioner of their choice. Forms for this examination will be provided to the recruit at the Academy Orientation, following acceptance to the Police Academy Program.
