1 DEPARTMENT OF EDUCATIONAL LEADERSHIP COLLEGE OF EDUCATION 210 Ragsdale Building Greenville, North Carolina office fax MASTER of SCHOOL ADMINISTRATION The Master of School Administration degree (MSA) is designed to prepare individuals to become school leaders. Program studies include a significant service-learning component. ECU Faculty deliver MSA course content in an instructional environment that encourages and supports students to serve as problem-solvers, communicators, innovators, collaborators, and change agents in their respective schools and school districts. A supportive school and district setting is essential for MSA students as they immerse themselves into these servicelearning experiences. The MSA program consists of 42 semester hours (s.h.), including 27 s.h. of coursework and 15 s.h. of a year-long internship as follows: Core: 6901, 6902, 6903, 6904, 6905, 6906, 6907, 6908, s.h. Internships (select program) 15 s.h. Full-time Program: 6926, 6929 Part-time Program: 6921, 6922, 6924, 6925 At the end of the final semester, the student will have completed seven, service learning projects (Ps), and provided the written documentation of these projects via a webfolio. The department chair s verification of the completion of all degree requirements including Ps is necessary to meet North Carolina principal license statutes (012, class P) and be eligible for the North Carolina curriculum instructional specialist level 1 license (113, class S). To add the permanent 113 license, North Carolina requires the candidate pass the Praxis II in Educational Leadership The MSA is designed to allow full-time or part-time study. Part-time students begin the program in the second term of summer and continue for six continuous semesters. The parttime MSA program of study coursework is delivered face-to-face at an off campus partner location (i.e.; school, district office, etc.). The part-time program is a hybrid model with course work delivered both face-to-face and online. 100% of the coursework is billed at the Distance Education tuition rate. The MSA program is offered in cohorts of 15 to 18 students. The locations of the course offerings by cohorts vary every year and it is based on the 1
2 location of the majority of the cohort applicants. Cohorts currently completing the MSA are located in the following counties, Craven, Wake, Wayne, Wilson, and on the ECU Campus in Greenville (full-time students and Principal Fellows Program). Next year s cohort locations will be determined based on the locations of our students admitted for the academic year. For students enrolled in the part-time MSA program, classes are held in the late afternoon and evenings one day per week. For the 2016 school year, the Department of Educational Leadership is planning on admitting 4 cohorts with an estimated total of students. Projected Part-time MSA Program of Study (42 s.h.) Semester SS Fall 2016 Spring SS1 SS2 Fall Spring 2018 Course(s) 6901 (3) 6902 (3) 6903 (3) 6904 (3) 6905 (3) 6906 (3) 6921 (3) 6907 (3) 6922 (3) 6908 (3) 6924 (4) 6909 (3) 6925 (5) Leads to license in: North Carolina Principal (P-012) and Curriculum Instructional Specialist (SG-113) Principal Fellows Program and Full-Time Program (On Campus) Full-time students begin the program in the fall semester and continue for 3 fall and spring semesters for a total of 4 consecutive semesters. Classes for the full-time MSA program are held on campus and during the regular day. No summer semesters are included. Participation as a North Carolina Principal Fellow (NCPF) enables the individual to obtain an MSA degree after completing a one-year full-time academic program on campus and a fulltime internship in the second year at a public school in North Carolina. A NCPF receives a scholarship loan which provides $30,000 the first year and 60% of a first year assistant principal s salary and an internship stipend determined by the General Assembly the second year. The total amount varies according to the state salary schedule and the amount for the internship determined by the General Assembly. This year s second year NCPFs will receive a total amount of $42,380 which includes $22,968 as a scholarship loan, $4100 for tuition and fees and $15,312 for the internship. NCPFs are expected to complete the MSA degree in two years and agree to meet the standards set by the NC Principal Fellows Commission. The NCPF agrees to practice as a full-time administrator for four years within six years following completion of the master s degree. Individuals who do not complete the program or serve in an eligible position for four years must repay the debt in cash at an interest rate of 10%. (Specific requirements for 2
3 details are included in the SEAA website on Forgivable Loans at as well as in the SEAA under rules and regulations at Regulations_2013.pdf.) NCPF program applicants need to be able to demonstrate in their application strong evidence of leadership roles and responsibilities at the school, school system, statewide and in the community. For more information and applications visit (Note: NCPF applicants may use either or both the GRE or the MAT score. The NCPF uses the best of the three GRE scores in its admissions decision.) Principal Fellows and Full-Time MSA Program of Study (42 s.h.) MSA Application Information - (An optional recorded webinar of MSA and Principal Fellows Program can be found on the MSA Admissions website). All application materials must be processed using the ECU GradApply website of the ECU Graduate School. The fully completed application deadline is January 15. Please note, ECU will be closed for the Winter Holidays so you are encouraged to arrange to have all of your application materials processed for the closing date of January 15. When 100% of your application materials are received by the Graduate School, they will send you an verifying this. Until you receive this, actively monitor your pending application items in the process. MSA Application and Admission Criteria: Create Your Personal GradApply Account - go to the GradApply website to create your application account and access the needed directions to complete your online application and pay the application fee of $70.00 at Indicate you are applying for Admissions for the Second Summer Session
4 (Note: Principal Fellow applicants should select they are applying for Fall 2016 admissions.) GradApply Account - the GradApply account will not allow any of your application items to be accepted until the $70.00, non-refundable application fee, is received. Active Application - Once your fee is paid, you will be able to go through the online process and upload your required documents. You will receive an from the Graduate School informing you of your Banner ID number and how to log in to selfmonitor the status of the receipt of your application items. Transcripts as directed in the online application process, you should request all required official transcripts be sent to the ECU Grad School. If needed, the Graduate Schools address is gradschool@ecu.edu. Unofficial transcripts will not be accepted. MAT or GRE Official Report - submit your current (within 5 years) GRE or MAT score. The ECU Graduate School requires a score at or above the 30 th percentile. Visit the ECU Testing Center for testing schedules and registration. NOTE: The GRE/MAT may be waived for applicants through the Professional Admissions process. At least one of the these two conditions must be met to be eligible: 1) 10 or more years of teaching experience by the end of this school year as indicated on the North Carolina teaching license and resume, or 2) an existing Master s Degree in an educational related field as indicated by an M license on the NC teaching license. Access the Supplemental Application Qualtrics Form. After entering your name, please select either Yes or No for Professional Admissions (see requirements above). Use this Qualtrics Form to submit both your Statement of Purpose and respond to the three Written Scenarios. Statement of Purpose - This is a narrative document that should express the reasons you want to be considered for admissions and how the MSA will assist you in realizing your professional goals and aspirations. Do not exceed words. It is suggested to prepare this word document and then cut and paste it into the online Qualtrics form. Written Scenarios - Submit your brief responses (250 words or less) to each of these three Leadership Scenarios. It is suggested to prepare these in a word document and then cut and paste each response into the online Qualtrics form. North Carolina Teaching License - upload a scanned copy of current SP2 North Carolina teaching license: Candidates for the MSA program must have an entry-level 4
5 school license and a minimum of three years teaching/school experience (SP 2 license). SP1 candidates who will be eligible for the SP2 license at the end of the current school year are eligible to apply. Current Resume- upload your current resume highlighting teacher leadership experiences. MSA/PLO Letter of Support Form - upload a scanned copy of the signed MSA Letter of Support Form. Keep your original signed copy for your files. This must be signed by the applicant, their principal, and their superintendent/designee. This agreement is required to assure the MSA/PLO candidate has their school principal and school system support to pursue this program. Upon admissions, a final MSA Letter of Agreement and Support Form will be signed to solidify the partnership with the MSA program and to establish guidelines of agreement for the MSA student, the principal, and the superintendent/designee. Three References as required in the online application process, list the names and addresses for your 3 professional letters of recommendation (one must be from the applicant s current principal or immediate supervisor). A secure will be sent to each reference. Advise them to be on the look out for an from ECU s Graduate School. They will be required to upload their letter as a confidential file using the secure website provided.
