COM May 26, 2016 City of Sandusky Landmark Commission 222 Meigs Street, Sandusky, OH RE: Kingsbury Building - Local Landmark Consideration Dear Members of the Commission: First, I would like to start off by congratulating and thanking you for serving the City of Sandusky in this most important, and newly formed, role. Your community has so many worthwhile assets in need of protection and recognition. It is my sincere hope that, in the years to come, dozens of applications follow this one; each with as good a story of historical significance for the Sandusky community as the one prior! Second, I would just like to add a few personal remarks regarding the Kingsbury Building application that we have prepared for your review and consideration. To look at the building as it stands today, particularly if you've already seen photos of what it originally looked like, you may question why we would seek to locally landmark the building. But, that is precisely why. Yes, the building is a little less whole; however, the Kingsbury building has served its community and, to this day, sits waiting for an opportunity to become relevant and a9tive again - if just given the chance. This has been a dark shuttered corner of the central downtown commercial district for over a decade. The building has seen better days and is currently vacant. People passing by may never understand, have compassion for or gain an appreciation for its past unless it is documented and celebrated. Only then, can a building like this one be embraced by the community. I think the current generation has an obligation to the next generation to help them understand what roles a building played in the community. I know it's "just bricks and mortar" but this particular building made quite a "real estate sacrifice" in 1923 when it lost one,
3 third of its footprint... forever altering the Kingsbury Block. That should not be the deciding factor in its evaluation and fate. In my opinion, the purpose of local landmark designation is threefold; first, to recognize a building for its historic or architectural significance, second, to help preserve its character or character defining features and, third, to have oversight over decisions that could adversely affect the building itself or the surrounding architecture - particularly in the case of demolition. It is easy to see that the building does not look like it did when it was originally constructed and hasn't for over nine decades but, alteration aside, the Kingsbury Building has been a consistent part of the community landscape on Columbus Avenue since Consider how very different the block would look had it been removed completely when the Commercial Banking & Trust Co. building was constructed. For buildings and structures, include all facades and at least one (1) photo of all other contributing and non-contributing resources. Also include at least one (1) photo that shows the main building or structure within its setting. For sites, include overall views and any significant details. Photos must be identified with the name of the property, its address or location, and the date.

Tax maps with the boundaries of the property are preferred, but survey or sketch maps are acceptable. 23 Section D: Historical Significance The Parcel The Northeast corner of Columbus Avenue and Washington Row in Sandusky was owned very early on by David Campbell, publisher in 1822 of the first newspaper in the Firelands called the Clarion (the predecessor of the Sandusky Register). Campbell s home was located on this corner until he died in 1861, after which stores occupied the site. In the 1880 s, the Arnold & Henkelman Drug Store was located here. The Henkelman Drug Store later moved to the opposite side of Columbus Avenue within a storefront location at the Sloane House during Mr. Henkelman s partnership with Mr. Bechberger. 1 In 1882 William T. West bought the Campbell corner and, by 1894, the heirs of Abel Kingsbury West built the Kingsbury Block upon it. The West Brothers The West family made significant contributions to Sandusky in its early days. On June 15, 1815 William T. West was born on the home farm at Washington Mountain near Pittsfield, Massachusetts. His brother Abel Kingsbury West was born two years later on October 22, Their father was a man of prominence and decided character and their mother a woman of intelligence and energy. Passing his boyhood days upon his father s farm, Abel laid the foundation for that upright, honorable integrity that characterized his life. A limited common school education was all he ever enjoyed, but of this he made the most, and had the practical ability to use what he knew. Although of a delicate and nervous temperament, he always showed, as a boy, the same perseverance and constancy of application that marked his career as a man. 2 In his youth, William T. West also earned a common school education but sought out additional knowledge in the trades first in brick making and later, at age sixteen, he began an apprenticeship in cabinet making. The latter was his stand by for many years. 3 In 1835, William decided to go west. Reaching Albany, he secured his first contract which was for the making of thirty tables for the State Legislative hall. During the panic of 1837, he thought he would try his luck in Cincinnati or Columbus. He arrived from the east in Buffalo where, by mistake, his baggage was put on board a boat bound for Sandusky. West swam after the boat and was picked up but the captain would not turn back and instead brought him to Sandusky. Thus, force of circumstances made Mr. West a resident of the Sandusky community. Though he may have been a reluctant citizen, his influence was important to the growth of the city. One of the happiest and most hard working men of the 1840 s was our fellow townsman, William T. West that was what the Sandusky Register printed in For over fifty years, the name William T. West was associated with the building of Sandusky. He could be called a self made man and liked to boast that his country school education had cost him only fifty cents. 24 years later he sold his business to begin a new endeavor with his younger brother, Abel, in the business of selling general merchandise. A.K. traveled from New York, where he had been working as a manager of a retail department at Quackenbosh & Lee (a large dry goods house) in Troy New York, and entered into a partnership with William T. to commence a dry goods business. 4 For 45 years, the store was known as W.T. & A.K. West, and, for about ten years, their store was in a frame building on Water Street. They remained associated not only in that enterprise but in various other large and successful ventures. The brothers were a combination considered ideal, William T. being aggressive and resourceful, and A.K., economical, cool and conservative. Eventually, they moved their store to one of their own buildings erected on Columbus Avenue, which later became the south part of their hotel, the West House. This was a great venture for them at the time and taxed the skill and energy of them both to their utmost. 5 Although the West House was begun in 1848 initially for business purposes, the entire building was not completed and opened as a hotel until just before Sandusky hosted the Ohio State Fair in the Fall of Located on the Southwest corner of Columbus Avenue and Water Street, the West House was one of the largest hotels in the western states and long considered the finest hotel in northern Ohio. The West brothers bought fine furniture and other equipment in New York, and during the fair season, it was widely recorded that the hotel accommodated more than 2,000 guests. In later years, William T. West spent large sums of money in altering and re furnishing the West House. The hotel was popular among travelers, who could travel to Sandusky via steamers on Lake Erie. The West House was generally thought to be much larger than required for Sandusky; however, after the Civil War had been in progress a short time, the hotel was filled to capacity until the close of the war putting it on its financial feet. This was due in large part to the location of a Confederate officers prison on Johnson s Island. William T. West with a partner, Philander Gregg, traveled to Washington early on during the Civil War and were awarded a government contract to construct all of the necessary prison buildings and officers quarters on Johnson s Island where, later, thousands of Confederate prisoners were confined. 6 William T. West was also president of the first steamboat company organized in Sandusky. One of the most remarkable features of Mr. West s building achievements was that he never employed an architect, but, although not technically educated, designed his own buildings with the skill of a veteran. 7 In 1868, well after the Civil War had ended, William T. & A.K. West, constructed a 2 story limestone building at 149 East Water Street. The next year they sold the property to William Robertson who added another story to the building (today, the building is referred to as The Granary Building at 149 East Water Street). 8 Abel Kingsbury West as a business man was clear in his perceptions, cautious and experienced, and when his judgement was settled as to any course of action, he pursued it boldly and liberally. 25 sympathy to the indolent and shiftless, but to those who were faithful in their duties he was a firm friend and judicious counselor. He was a regular attendant of the Presbyterian church, manifested a deep interest in its welfare and was one of its most generous supporters. He was married in 1860 to Caroline E. Wood. He was kind and sympathetic in all the relations of life and a true and faithful friend. On April 16, 1880, Abel Kingsbury West died of inflammatory rheumatism and was buried in Oakland Cemetery. His brother, William, managed A.K. s estate. In 1882 William bought the Campbell corner. The heirs of Abel, his widow and two daughters, Harriet and Mary West Anderson, became concerned when William began to acquire property in only his name on Washington Row to build what eventually was the Mahala Block. The heirs thought Columbus Avenue frontage was being deprived of depth so they went to court and in 1891 were awarded the corner lot with the addition of part of the adjoining lot on East Washington Row. In 1884, William T. West acquired the building at 201 West Water Street and made alterations to its façade. Aside from its address, that building is commonly referred to as the Cassedy West Building. 9 In 1892, West demolished several houses existing along East Washington Row and built on the portion of the parcel he owned naming the Mahala Block after his wife Lydia Mahala Todd West. Due to a depression this building spelled his financial doom. As a side note, William T. West was very optimistic that he could recover financially from his Mahala Block real estate endeavor but he died of pneumonia in 1899 at the age of The Kingsbury Block Three years after winning their court case against their Brother In Law/Uncle, William T. West, in 1894, the heirs of Abel Kingsbury West razed the existing buildings on Columbus Avenue and the adjoining East Washing Row parcels and erected the handsome Kingsbury Block, naming it after their family patriarch. The Kingsbury Block was home to dentists, physicians, attorneys, insurance companies, jewelers, and many other businesses. There was even a photography studio (proprietor C. J. Pascoe) in the Kingsbury Building for many years. As noted within the publication, From the Widows Walk, Dentists, doctors, lawyers, insurance companies, etc. leased the many offices on the second and third floors of the Kingsbury Block, where the terror children felt going to the dentist was tempered by the thrill of riding the elevator. In 1907, when the Ohio State Medical Association met in Sandusky for their annual meeting, Dr. William Graefe and Dr. H. C. Schoepfle, as well as dentists Dr. William S. Deeley, Dr. D. D. Smith, and Dr. J. K. Douglas all had their offices in the Kingsbury Block. From 1913 to 1916, the City Hall was on the third floor occupying five rooms after a fire gutted the market house were they had resided for 25 years. 26 to the Kingsbury building the city government was back in business. In 1915, City Hall was moved from the Kingsbury building into the former police and fire station on West Market Street. The Kingsbury building also played a role in the history of telephone service in Sandusky. The Sandusky Telephone Company, the "Home system," was founded in 1895 and had their exchange located within the Kingsbury Block. In 1922, the Sandusky Telephone Company merged with The Ohio Bell Telephone Company into one system with their combined headquarters in Cleveland. 11 They vacated the Kingsbury Block following the merger. In January of 1920, Mary West Anderson (Daughter of Abel Kingsbury) & George F. Anderson (Husband) released the dower to The Commercial National Bank of Sandusky. This bank was formed through the merger in 1903 of the Moss National Bank and the Second National Bank. In 1922, the American Banking & Trust Company also became a part of what was then the Commercial Banking & Trust Company, with capital of $200,000 and in the same year, the warranty deed was transferred from The Commercial National Bank of Sandusky to The Commercial Banking and Trust Company of Sandusky. In January 1923, The Commercial Banking and Trust Company of Sandusky began demolishing approximately 38 feet of the south end of the Kingsbury Block. They hired the local firms of Millott & Parker as Architect and Boldt Construction as Contractor to build a bank building in the Beaux Arts tradition influenced by the Neo Classical Revival. The bank opened in June 1924, while Tenants Realty acquired the remainder of the Kingsbury Block. The S.S. Kresge Company bought the building in 1929 and opened its second Sandusky location. The H. & S. Bakery leased a portion of space in 1932 and operated a retail bakery there until Kresge expanded and continued operations until about There have been many subsequent owners and tenants including retail establishments such as the Manhattan Clothing, The House of Fabrics and National Micro Computer s Inc. until November of 1998 when Marous Development purchased the property from Anthony DeGidio. The building has been fully vacant for nearly 20 years. What Remains? The Cassedy West Building (listed on the National Register of Historic Places) still stands and, though relevant to the history of West brothers, was not a structure designed or built through the W.T. & A.K West partnership. The Granary Building, later modified and expanded, (listed on the National Register of Historic Places) still stands and was designed by W.T. West. The Mahala Block, designed by W.T. West, burned to the ground in 1909, the West House hotel designed by W.T. and developed by W.T. & A.K. West, was razed in 1919, and, while the site of the Johnson s Island Civil War Prison was designated a National Historic Landmark in 1990, all of the Civil War related structures (except for the cemetery) on Johnson s Island have been destroyed. Lastly, one third of the Kingsbury Block, constructed in the memory of A.K. West, was demolished in 1922 to make way for the Commercial Banking & Trust Company. With this understood, although it s original building footprint has changed (which causes pause for consideration to the National Register of Historic Places), the remaining two thirds of the 11 Hansen, Helen. 27 former Kingsbury Block is no less historic and has presided over the gateway into the downtown commercial district for over a century. Its architecture is striking and compatible with surrounding historic structures of the same time period. The preservation of what remains of the former Kingsbury Block (now Kingsbury building) has become increasingly important as other structures built through the W.T. & A.K West partnership or, in later years, as separate West brother ventures have been lost. 59 Section E: Architectural Description, Significance, Integrity Like many buildings in cities and towns across the country, the Kingsbury Block does not belong to any one specific architectural style; instead, the building s commercial design borrows elements from several styles or fuses stylistic elements resulting in a hybrid composition. This was a fairly common practice for buildings designed and constructed in the late 19 th or early 20 th century. There are Romanesque revival elements such as the masonry construction, square tower, and rounded arch windows. There are Victorian elements such as the bay and oriel windows, narrow mortar joints, and dark interior millwork. There are Renaissance revival elements such as the projected centralized entrance at Columbus Avenue, the tall rectangular double hung windows, bracketed cornice and lowpitched roof. Some of fused stylistic elements, historically, included classical features such as the balustrade at the roofline on the East Washington Row elevation and decorative plasterwork on the interior, as well as Romanesque influences such as the short, robust columns within the tower and polychromatic wall treatment of contrasting light and dark masonry brick adding visual interest to the facade. A strong division exists between the upper and lower zones of the façade. The treatment can be considered a three part vertical block with clear distinction between upper and lower stories. Additionally, a pronounced difference exists between the architectural treatment of the 2 nd & 3 rd stories to that of the uppermost 4 th story which, aesthetically, is almost treated as an attic story placed atop a masonry belt course. The façade is comprised of a buff (roman) brick veneer with a very narrow joint profile laid in an elongated one third running bond pattern. The mortar joints have a high sand ratio with local aggregates. The sides of the building are masonry but are hidden from view since neighboring structures abut both elevations. The rear elevation of the building, which faces a shared alley, is generally speaking inaccessible to the public but features a red brick in a common bond pattern every seventh course. The Kingsbury Block is a four story building with full basement on a stone foundation which was, historically, (along Columbus Avenue) composed of four vertical bays defined slight setback of masonry on the 1 st and 3 rd asymmetrical bays flanking the large central portion of the façade with a tower (additional 5 th story) at the 4 th bay where Columbus Avenue and East Washington Row meet and three asymmetrical vertical bays along East Washington Row. Windows at the 2 nd and 3 rd floors are simple one over one double hung wood sash whereas, at the 4 th floor, the top sash of the double hungs are rounded. The primary elevation (facing Columbus Ave.) was, at one time, dominated at floors 2 4 by grouped wood 1/1 double hung windows. Each bay contains three windows with the center fixed window being slightly wider than the two flanking double hung windows. The only exception to this statement is evident at the fourth bay, where there exists only an angled two window configuration (both double hung), it should be noted that prior to demolition of the substantial turreted portion of the building s footprint fronting Washington Row, this two window configuration celebrated the center of the Kingsbury Block over the building s main entrance which also featured a portico. Referring to historic photographs and postcards as well as contemporary photographs, Chicago style oriel windows existed on floors 2 3 in bay configurations with continuous dentil molding occurring at the cornice, a continuous sill course, tin aprons with Doric triglyph and wreath ornament also exist. On the 4th floor, beginning at the north end of the façade, there exists; a bay window (a fixed sash flanked by two double hung sashes) topping off the oriel window configuration, then a set of three round arched
60 windows, another set of three round arched windows, then a set of two round arched windows (refer to the previous paragraph, as the windows in this location helped to set off the entrance to the Kingsbury Block), followed by a final set of three round arched windows. A continuous brick stilted arch occurs above each arched window grouping to accentuate their location on the façade. Metal elements on this structure include the oriel window panels and the decorative bracketed cornice. The Kingsbury s basement is utilitarian in design. Its first floor is a large open space which retains its original floor to ceiling heights, decorative stamped tin ceiling, plaster finished perimeter walls with some detailing, tongue & groove hardwood flooring. On the second, third and fourth floors, the remaining half of the historically u shaped circulation plan is intact with a double loaded corridor servicing small rooms on either side. Historic wood sash and millwork all remain as does the primary staircase. The elevator rails and rooftop penthouse still exist but the cab and its enclosure no longer service. By 1924, U shaped floor plan had its southern most portion of the building (including its distinctly pronounced tower) demolished to make way for the Beaux Arts style Commercial Banking & Trust Company s new building. What remains at Columbus Avenue are two thirds of what used tobe a magnificent building, now in an L shaped plan on the upper floors with the ground floor and basement rectangular in shape. While some of its architectural integrity has certainly been lost, the remaining portion is a fine example of its historic craftsmanship and architectural design. Works Cited Damm, Ellie. 61 Section F: Property Boundary, Significance and Integrity The historic property boundary for the Kingsbury Block includes both the Kingsbury building and the Commercial Savings & Trust Co. building (now on two separate parcels) as they exist today from the northernmost wall of Kingsbury along Columbus Avenue and extending up to the sidewalk of East Washington Road and returning North to the easternmost rear wall of the Commercial Savings & Trust Co. For the purpose of local landmark designation, ideally both buildings could be linked through reference of the historic parcel; however, if only designating the Kingsbury building as a local landmark as it exists today, referring to the tax map, the parcel would begin at the northernmost wall of Kingsbury and end at the southernmost wall of Kingsbury where it meets the Commercial Banking & Trust Co. building fronting Columbus Avenue. The first block on the west side of Columbus Avenue has been built over twice, which, during the Kingsbury building s period of historic significance, was the site of the Sloane House Hotel from 1881 to the early 1950s and U.S. Post Office from 1857 to Its first transformation came with LaSalle s Department Store replacing the Sloane House and a pair of 3 story buildings replacing the Post Office. Later, the contemporary design and construction of the County building and parking garage consumed the entire block fronting Columbus Avenue as it exists today. Therefore, the historic integrity of the west side of Columbus Avenue within this first block is lost. Alternately, the first block on the east side of Columbus Avenue has experienced some alteration over the past century but retains its historic setback and composition as well as its architectural integrity, particularly at each end fronting Columbus Avenue with the Commercial Banking & Trust Co. building and Kingsbury anchoring the East Washington end and the Stone s Block anchoring the East Market Street end. Columbus Avenue serves as the main artery into the downtown Commercial District and Washington Park providing a green wall up to Washington Row where the setting changes from landscaping to architecture, the property s significance is center stage. Many Sanduskians are likely unaware of the history associated with the Kingsbury building or the impact that the West brothers efforts had on this great city. While some of its architecture has been lost, the story of the Kingsbury is worth preserving to tell for generations to come.
