1 Policy and Transfer for Military Credit
2 SSB 5969 Each public institution of higher education must adopt a policy to award academic credit to individuals for certain military training courses or programs before December 31, 2015
3 Each public institution of higher education must: Develop a procedure for receiving the necessary documentation to identify and verify the military training course or program that an individual is claiming for academic credit; Provide a copy of their policy to award academic credit for military training to any applicants who listed prior or present military service in their application; and Develop and maintain a list of military training courses and programs that qualify for academic credit.
4 Other Similar Legislation This follows up 2011 Legislation promoting Prior Learning that specifically charges institutions to: Increase the number of students who receive academic credit Increase the number and type of academic credits accepted Develop transparent policies and practices in awarding credit Improve prior learning assessment practices Create tools to develop faculty and staff knowledge Develop outcome measures to track progress Report progress annually
5 Veterans Administration The VA Education takeaways: Schools must use ACE credit recommendations when possible Student veterans don t get to pick and choose.
6 What is Required? Andy Brucia s list of 10 requirements: Specific requirements written into SSB 5969, DOD MOU that colleges can use as benchmarks. Some practices are implied or assumed. List to consider when creating a policy around military credit.
7 What is Required? 1 -Colleges obtain military education transcripts for all military veterans seeking to use VA Education benefits 2 - Colleges evaluate all military education transcripts received 3 - Colleges accept the Joint Service Transcript as an official education transcript. 4 - Credit recommendations from official military transcripts are identified and accepted when meeting course criteria.
8 5 - Military credit recommendations that match course offerings are identified and tracked 6 - A list of matching courses and military training is created. 7 - Colleges create transparent policies that explicitly detail military credit acceptance 8 - Colleges provide a copy of this policy to all veterans exploring attending the school. 9 - ACE credits must be used if possible 10 - All schools must submit their policy to the State PLA workgroup by year s end
9 Sample policies or procedures:
10 CWU Policy: CWUP (3) Other Forms of Credit (A) (B) No more than 45 total quarter credits through CLEP or other sources of non-traditional credit may apply toward graduation. CWUR (E) Upon submission of the DD form 214 or 295, matriculated students may receive up to 30 lower division elective credits for completion of military schools as recommended by the American Council on Education. The 30 credits may only be used as general elective credits and cannot be used to substitute for major or minor requirements.
11 EWU: Military Credits You may earn up to 45 quarter credits for military educational experiences. For example, if you took military classes while in the Air Force, you would provide your CCAF transcript to earn transfer credit for your transferable coursework. If you were in the Army, you would provide your DD214 or SMART transcript. Classes you took at colleges or universities while in the military would be classified as "credits from two-year and four-year colleges and universities" as outlined above. If you're on active duty or are a military veteran, or if you have a family member who is on active duty or a military veteran, be sure to explore the Veterans Resource Center. It's the largest VRC in the Pacific Northwest, and it can help you plan your transition to EWU.
12 WSU: 15(d) Military Credit. Credit will be granted for satisfactory completion of: (1) Military service schools in the amount recommended by the American Council of Education. (2) United States Armed Forces Institute correspondence courses. (3) DANTES Credit: Credit for DANTES Subject Standardized Tests (DSSTs) will be granted for college-level academic subjects (nonvocational/technical courses) using the minimum score and credit amount recommendations of the American Council on Education.
13 UW: Military Credit A maximum of 30 quarter credits may be awarded for Armed Forces Training Schools (AFTS) coursework; AFTS credits are included in the 45- credit limit for extension credit. Official military transcripts (for example, AARTS, SMART) must be submitted to the Office of Admissions for evaluation. Credit will not be awarded until after the student has enrolled at the University. AFTS coursework is not included in the transfer GPA. No credit is awarded for Military Occupational Specialty (MOS) programs.
