1 EARLY CHILDHOOD - TEACHING STAFF MEMBER Children s Services Act 1996 Regulation 5 (1) of the Children s Services Regulations defines a teaching staff member as a staff member who - (a) holds an early childhood teaching qualification at degree level or above that has been approved by the Secretary under sub regulation (2)(b); or (b) holds a qualification the Secretary is satisfied is substantially equivalent or superior to a qualification referred to in paragraph (a); I, Prof. Peter Dawkins, Secretary of the Department of Education and Early Childhood Development, hereby approve each of the following early childhood teaching qualifications contained in the attached schedule (Schedule 2) under Regulation 5(2)(b) in respect of sub regulation (a) of the definition of teaching staff member in Regulation 5(1) of the Children s Service Regulations.
