1 Darien Police Department Quarterly Report Chief Duane J. Lovello 04/02/ st Quarter 2013 Pride in Excellence Introduction I am pleased to report on the activities of the Darien Police Department for the fourth quarter of As we settle into our new Headquarters we find ourselves able to accomplish much more than our former space allowed, particularly as relates to training. Enlarged classroom space and a new indoor shooting facility are welcome additions to our work environment. We have begun hosting Citizens Police Academy at both the adult and youth level. The Emergency Operations Center, or EOC, was pressed into extended service as the Town met the challenges presented by Storm Sandy. Sadly, the quarter also saw the horror of the Sandy Hook Elementary School massacre an event for which the Darien Police Department, along with police departments throughout the state, provided assistance for with both staff and resources. Our automated scheduling software, TeleStaff, is now making automated calls for shift staffing shortages, freeing up supervisors who formerly had to return to Headquarters to make individual phone calls to fill overtime. Department Activity & Initiatives Calls for Service A call for service generally refers to any assignment requiring action by the police to resolve, correct or assist. A call for service can be initiated by the public or a police officer on patrol. Each Call for Service is assigned an Incident Number and logged into the Computer Aided Dispatch, or CAD. 2 State of CT Reportable Incidents Connecticut participates in the FBI Uniform Crime Report Program/NIBRS which gathers offense data for violent and property crimes. Offenses that make up the Crime Index are Part I crimes violent crimes of murder and non-negligent manslaughter, forcible rape, robbery, and aggravated assault; property crimes of burglary, larceny-theft, motor vehicle theft, and arson. Reportable Incidents Types rd Qtr th Qtr st Qtr 2013 Traffic Activity Motor Vehicle Accidents During the 1 st quarter of 2013 the department responded and investigated 108 motor vehicle accidents. Of the 108 accidents during the 1 st quarter, 23 (21.3%) occurred in a private parking lot or where the vehicle at fault was entering or exiting a parking lot. Top 4 Collision Types: 1. The Department has requested funding for one civilian dispatcher to work during peak hours Monday through Friday. This would provide a permanent solution to the difficulties now encountered with trying to routinely staff Communications with two officers during those hours. The Department is once again requesting one part time custodian to augment the services now provided by our single custodian in maintaining a facility approximately twice the size of our former facility. Training: In December 2012 a new state of the art live fire shooting system was installed in the new range. The system will be used to enhance shooting skills and provide a judgment component to the
4 firearms training. The system is scenario-based and has the ability of putting officers in hundreds of different situations in a controlled environment. The system is capable of replaying the scenario allowing the officer s actions to be critiqued. Officers will begin training on the system in early In addition to firearms the system will be used for Taser, bean bag and active shooter training. The bulk of the system was funded through a grant given by the Darien Foundation for Technology and Community. Future Quarters School security is being reviewed with the Board of Education and school officials. Each campus is being inspected by police representatives. Deficiencies in either policy or facilities will be targeted for correction and remediation. Grant funding opportunities are being explored and aggressively pursued.
