4 NOTES FROM THE DIRECTOR A Year in Review On behalf of he over 200 employees of UHS, I am pleased o presen he UHS Annual Repor. UHS has had a remarkable year and advanced is mission o suppor a healhy campus where is sudens, faculy, and saff can live, learn, work, and flourish. Using a public healh framework, UHS provides high-qualiy, direc medical and menal healh services, as well as supporing policies, sysems, and an environmen o opimize he healh and wellness of he UW Madison communiy. A Year in Review Coninuous qualiy and process improvemen are core aciviies for any healh care organizaion and UHS has underaken new approaches o improve is program. A newly creaed Direcor of Qualiy posiion has focused on engaging all saff in hese effors and led a variey of projecs using mehodologies such as Lean Six Sigma and Kaizen. The recenly released No Alone repor from he Whie House has led o a naional dialogue which hopes o end he epidemic of sexual assaul on college campuses. The UHS Violence Prevenion uni has provided exper guidance and resources o he UW Madison campus o comba hese crimes on our campus. The uni coninues work on expanding prevenion effors o faculy, saff, and graduae and professional sudens, and will begin providing vicim advocacy services his fall. Sarah Van Orman, MD, MMM Execuive Direcor * In January of his year, he UW Madison Occupaional Healh program became par of UHS creaing he UHS Environmenal and Occupaional Healh uni. Through close collaboraion wih UHS Occupaional Medicine clinical saff, his new program is poised o improve workplace, classroom, and research safey wih enhanced monioring, surveillance, and access o prevenive services. This pas year, UHS has overseen he implemenaion of a new policy governing alcohol beverage service a campus evens and implemened mandaory firs-year alcohol educaion. New daa on firs-year alcohol use has provided campus suden life unis wih informaion o develop new sraegies o reduce suden high-risk alcohol use, paricularly during heir firs few weeks on campus. UHS remains commied o meeing he needs and expecaions of our campus populaion in a fiscally accounable and ransparen fashion. Careful financial sewardship allows UHS o coninue curren services wihou increasing segregaed fees for UHS anicipaes using reserves o sabilize fuure fee increases. The coninued implemenaion of he Affordable Care Ac provided new opporuniies for sudens o have comprehensive healh insurance. Despie he ongoing uncerainies, he Suden Healh Insurance Plan showed record enrollmen in a fully ACA complian program. Self-insurance and fiscal sewardship has resuled in premiums much below comparable marke producs. UHS has parnered wih local agencies o promoe suden awareness and access o healh insurance opions. 14 Environmenal & Occupaional Healh The Environmenal and Occupaional Healh (EOH) Uni assesses, mainains, and promoes he environmenal and occupaional healh of he campus communiy. A he beginning of he calendar year, he Environmenal Healh Program merged wih he Occupaional Healh Program (formerly par of he Environmen, Healh and Safey Deparmen of Faciliy Planning and Managemen). To provide services for sudens during he summer session, UHS began providing PT services for a half a day a week during summer sessions. There was a $50 fee for he laer, which generaed $9,500 beween January and May, Proocols were wrien so ha RNs opimized heir role in he Travel Clinic, hus increasing appoinmen slos for sudens and increasing he availabiliy of a provider for primary care. RNs counseled 460 sudens, up from zero las year and he provider saw 190 sudens, down from 468 las year. This resuled in an addiional 270 provider slos for primary care. The medical assisan s role also expanded o include he adminisraion of immunizaions. The overall complicaion rae was low, wih no perforaions and 2.8 percen expulsions. Broadened acknowledgemen of care needs in paiens wih unwaned sexual encouners. Online appoinmens for such concerns and open access for sexual assaul needs has been sreamlined wih women s healh RNs serving as he primary enry poin o care, and riaging care needs for walk-in and web-booked paiens

In February 2014, Congress unexpecedly eliminaed Communiy Transformaion Grans across he counry. Tobacco Free Living focused on passing smoke-free policies in muli-uni housing, such as aparmens and condos, o help ensure everyone has he righ o breahe clean air. Through March 2014, 343 unique propery owners received individualized educaion and 68 properies adoped smokefree policies. This means ha 3,143 new housing unis conaining nearly 7,000 people can now live smoke-free. We used he ACHA/PSAS in order o more closely compare saisfacion wih our medical services o hose of comparable college healh agencies. We also compared our resuls inernally o hose from las year o help idenify process improvemens. In , we surveyed 3,022 sudens afer heir medical visis, yielding a 12 percen response rae. This yield is slighly lower han las year, bu our saisfacion resuls were quie comparable. In addiion, saisfacion surveys were sen o randomly chosen menal healh cliens seen for counseling and psychiary visis during he academic year. Sudens received an linking hem o a confidenial web survey. This year, 1,083 sudens were surveyed in counseling services alone, yielding a 28 percen response rae. Qualiy and process improvemen projecs are evaluaed based on responsiveness o paien, cusomer, and sakeholder experience as well as safey, cos effeciveness, and responsible uilizaion of resources. The program engages saff in improvemen work by providing relevan educaion and resources Achievemens All UHS saff paricipaed in raining designed o engage employees a all levels in qualiy and process improvemen. Consulans from he UW Healh Qualiy, Safey, and Innovaion eam conduced a learning session on he use of FOCUS (a srucured, daa-driven eam approach o improvemen work) and PDCA (Plan-Do-Check-Ac) processes. Several of he eams coninued heir work, which resuled in compleed improvemen projecs. The Qualiy Managemen and Improvemen Commiee (QMIC) revised, piloed, and adoped new forms for reporing sudies and improvemen work. These forms assure documenaion is aligned wih AAAHC (Accrediaion Associaion for Ambulaory Healh Care) qualiy managemen and improvemen sandards. QMIC revised he daabase used for racking improvemen work o ensure ha recommendaions are implemened and ha improvemens are checked a specified inervals. Designaed a eam of medical and menal healh providers o paricipae 52 in he American College Healh Associaion-Naional College Depression Parnership (ACHA-NCDP). This college healh consorium uilizes an evidence-based, high-impac, cos-effecive professional developmen approach o help college healh sysems and clinicians provide opimal care hrough he use of oucome measuremens and collaboraive learning. By employing a series of PDCA cycles, UHS increased he rae of depression screening a medical appoinmens from 67.5 o 96.8 percen (Sep.-May) and improved he screening workflow and documenaion process. Lessons learned are being applied o screening and follow-up for oher risks o healh and academic success specific o he college-age populaion. Ongoing work will focus on behavioral healh inervenions and follow-up. 53
