From the IAP/ICP screen above, user may print a fully integrated IAP/ICP upon creation, along with any relevant documents to be included as part of the plan. Fortunately, because the Regional Task Force and the local hospitals utilize the Knowledge Center software suite s incident management system software, communication, resource management, incident management and documentation capabilities were greatly enhanced. The integration of Knowledge Center s EMA (KC) and Healthcare products provided a real-time common operating picture and critical situational awareness for both, the community emergency management personnel and hospital emergency management personnel, creating the optimal environment for coordinated response efforts. Ed Atkins, Director of the Department of Emergency Services for the SEPA RTF s Chester County commented, The combination of the hospitals on HIMS and the emergency managers on KC provides us all with a better sense of what is going on, where there are trouble spots, and more importantly where trouble is developing. The HIMS/KC combination lets us all do a better job faster. Distributed Use, Virtual EOC Access All of the information made available by KC and HIMS was provided by emergency management personnel. It was distributed throughout the affected areas in many different agencies, from State to Municipal, creating a common operating picture from which all could reap the benefits. This increased efficiencies because the information came from a trusted source. Tom Grace, VP of Health Services and Emergency Preparedness of the DVHC commented, In the past, most of the information came from the press so we had to call to verify the info which took time from both parties. Now the information comes through self-reporting, so we know that it is valid and can respond to it real-time, or at minimum be aware of it if it isn t vital to our situation. During the storms, some KC and HIMS users were unable to leave their homes, or wanted to access the software in the off hours. Both KC and HIMS are Web-based systems, so access from outside of the EOC was not a problem and over 5000 log entries and 160 incidents were entered and reviewed by KC and HIMS users, who shared information about various activities such as the ones mentioned above. Grace knows this is extremely important. He stressed that responsible emergency management means being aware, assessing and making a logical decision to benefit the health and welfare of all involved in the response effort and those they serve.

3 Comprehensive Capabilities Mission Tasking KC provides a Mission Tasking function that incorporates Requests, Assignments, Taskings and displays Status throughout the lifecycle. By using a process similar to event creation, users may create, prioritize, and set objectives for each mission. KC tracks who created the mission and their organization, as well as the percent complete and whether or not the mission is on schedule. As missions are assigned, and text message alerts are created that notify the assignee that a mission is requested of them. As the process unfolds, the On Schedule indicator updates dynamically and is displayed on a Mission Tasking grid, enabling personnel to easily identify missions that are in jeopardy. Each mission is linked to an event, and as resources are released and missions are closed, resource information is retained in the incident for reporting and cost recovery purposes. Browser Agnostic KC provides a dynamic, web-based Internet accessible front-end interface that is browser agnostic and performs well with Internet Explorer, Chrome, Mozilla Firefox, and Safari. It is also mobile enabled and formatted to function properly on ipad, Droid and Windows based tablets. Damage Assessment Allows for collection and aggregation of damage assessment data directly from the field. Create reports that match Federal and State format requirements. Quickly feed preliminary damage assessment data into Primary Systems from the field. Compatible with PDA, Tablet, Laptop and tracks geo-location, classification, images, and more. Credentialing KC provides the ability to scan an identification card and verify a person s identity and skills or credentials to grant access to various areas connected with an event. The system interfaces with these card issuing systems and share real-time personnel data securely. It provides a comprehensive database that can store skill, certification, or credential data by person that can easily be retrieved for later verification or selection to ensure that the correct personnel are given appropriate access to an incident scene or work area. Action Requests Action Requests provide the ability to poll the deployment for resource status, overall status, or ask basic questions of the user base. All data is tabulated for reporting purposes. Alerting In addition, KC provided these additional Alert notifications: Incident/Event Alerts notifies users of new incidents Resource Request Alerts notifies resource owners that their resource has been requested Missing Assignment Alerts notifies users that a mission is being requested of them Action Request Alerts notifies users that a response is requested
