9 East Central University (ECU) East Central University High-impact strategies Reverse transfer Project Historically, ECU has advised students who transferred to us without an associate of arts or sciences degree to consider transferring their credits back to the two-year college to earn the associate degree. In the future, reverse transfer will become a more active and intrusive effort to contact those students and help them complete the transfer back of their credits. All students transferring from SSC, MSC, and EOSC will be contacted directly, and as time and staffing allows those from other Oklahoma two-year colleges will also be contacted. Staff in Admissions and Records, and staff in the Transfer Enrollment Center will be responsible for identification of these students and for contacting them. The more intrusive effort will begin December 1, Increase the number of reverse transfer students earning associate degrees by 10% in over the baseline year of Page 9 of 46

10 East Central University CERTIFICATES AND High-impact strategies Certificate Program ECU is currently developing three formal certificate programs at the undergraduate level in business, and plans are underway to develop at least two at the graduate level. 12 Northeastern State University (NSU) NSU is one of only a few 4-year regional institutions in the state which does not have approval to offer associate degrees. We will be researching and evaluating over the next year the feasibility of seeking approval from the OSRHE to offer associate degrees. Northeastern State University High-impact strategies Continue to establish articulation agreements between NSU, TCC, TTC; and NSU, CSC and ICTC. Work with TCC and CSC to determine feasible program articulations with local career tech institutions. 14 Northwestern Oklahoma State University (NWOSU) Northwestern Oklahoma State University High-impact strategies Northwestern will develop new certificates within its Division of Business Northwestern will utilize its Bachelors of Applied Arts and Sciences Degree to provide additional opportunities for students who earn certificates from Career Tech Centers or AAS degrees from Community Colleges. The faculty and division chair from the Division of Business will propose at least 4 possibilities for new certificate programs. Northwestern will work with Northern Oklahoma College and area Career Tech centers to offer the opportunity of a bachelor s degree in an applied field. In addition, Northwestern will increase marketing for our new online business program. The faculty and division chair from the Division of Business. Dean of Professional Studies Division of Business, Academic Affairs, and University Relations Proposals for 4 new certificates will be presented by March, May, 2013 Northwestern will send at least two letters for new certificate programs of intent to the OSRHE by May Using the recent three year average of graduates with a BAAS degree, Northwestern will increase that percentage of graduates by 25%. 15 Oklahoma Panhandle State University (OPSU) Oklahoma Panhandle State University High-impact strategies 1. The Panhandle Regional Economic Development Coalition, Inc. (PREDCI) asked OPSU to look into developing a certificate program for wind energy technicians. Plains and Eastern Clean Line Energy plans to start construction wind towers in the Oklahoma Panhandle in Wind energy is also, part of Making Place Matter critical services degree programs and wind energy certificates. 2. Continue emphasis in AS/AAS Degrees including the AAS degree in Wind Technology. Create certificate programs in EMS, Fire Protection, Welding, Computer Usage, and Wind Energy Technician. 18 Southwestern Oklahoma State University (SWOSU) Southwestern Oklahoma State University High-impact strategies Investigate ways to use Project Leading the Way courses in our Engineering Technology program. Assist in aligning career tech courses with college courses and develop CLEP-type exams to receive substitution credit for Engineering Technology courses. 19 University of Central Oklahoma (UCO) University of Central Oklahoma High-impact strategies UCO instituted a reverse transfer process, run in conjunction with UCO s Operation Degree Completion (ODC) initiative which is being supported by a grant from the TG Foundation. UCO projects that over 450 students will be eligible for reverse transfer per year. UCO identifies current students with at least 15 hours from one of its community college partners (RSC, OCCC, and OSU-OKC) and with 60 or more hours overall. A degree check is run by an ODC advisor and the student is contacted if they are found to have met the requirements for an Associate s Degree. Enrollment Management The current phase of this project began in Fall Number of Associate Degrees awarded by each college as a result of reverse transfer. Page 19 of 46

20 University of Central Oklahoma High-impact strategies UCO also just began a program to replicate its successful traditional Operation Degree Completion (ODC) model to its community college partners (supported by a grant from the TG Foundation).This program identifies community college students who are near to completion, but who have stopped their education. We anticipate that this program will impact over 1500 stopped-out community college students over the 3-year cycle of the grant. UCO will work with its community college partners to identify students who are academically successful but have stopped attending school. An ODC advisor establishes contact with one of these students to attempt to recruit them back to school, provide advice about what they will need to do to finish, and provide streamlined admissions and enrollment processes. The advisor also tracks student progress until their degree is earned. Enrollment Management A 2-month pilot began in Dec 2011 to test the viability of the project. 24 Carl Albert State College High-impact strategies CASC peer mentorship program to fulfill the requirements of the Title III grant. An 16-week FAS-TRAC Orientation course with a learning communities design will be implemented with professional instructors/advisors and peer mentors volunteering to assist freshman students, including those most atrisk for dropping out prior to completion. CASC Scholars Program students will be encouraged to volunteer as peer mentors to fulfill part of their community service requirements. 29 Murray State College (MSC) Murray State College High-impact strategies AAS Degree and certificate programs are presently being developed with the Career Technology Centers of: Southern Oklahoma Technology Center Ardmore, Red River Technology Center, Duncan, Pontotoc County, Ada, and Kiamichi Technology Centers in Atoka and Durant Work directly within our Cooperative Alliances with our five local Career Technology Centers Utilizing our Carl Perkins Consortium Partners will be a great asset to this continuous development and implementation loop. In three of our five Career Tech Centers, MSC has salaried Local Directors to lead these initiatives. Additionally, designated representatives from MSC will facilitate the programto-degree/certificate alignment with each Career Technology Center Our initial goal is to complete a minimum of five degree programs per year for the next three to four years When a minimum of five degree programs and certificate programs are developed per year for the next three to four years Page 29 of 46

The NEO faculty and department chairs will meet with faculty at NTC to evaluate NTC curricula for relevance to NEO curricula. New cooperative agreements will be developed and/or existing agreements will be modified, as deemed appropriate. The review will be conducted at annually. New courses and/or certificate programs will be developed as determined appropriate and financially sound. Registrar will work with senior institutions to develop a process for receiving transcripts for students who previously attended NEO. The Registrar will evaluate the transcripts and complete degree audits to determine if the student has earned a certificate or associate degree at NEO. Northern Oklahoma College High Plains Technology Center will offer technical coursework, and Northern will offer general education coursework for the new Wind Energy Program. Students can begin enrolling in the new Wind Energy cooperative degree program in the Fall 2012 semester. The gradation and placement rate for the program will remain above 70%. Page 33 of 46

34 High-impact strategies Northern will increase degree completion through articulation agreements and reverse transfer. Students will be educated through each enrollment session on the use of reverse transfer to meet degree requirements. Northern will also continue to partner with area institutions for transfer programs such as the NOC-NWOSU Bridge Program (providing scholarship opportunities for students completing associate degrees) and the NOC-OSU Gateway Program (allowing admission eligibility to OSU after a successful completion of 24 hours at NOC). Additionally, the Registrar s Office will continue to contact students who have completed credits necessary for graduation but have not applied. Northern will also engage in a year-long strategic planning process that incorporates the goals of Complete College America to identify further initiatives for degree completion. Northern Oklahoma College Faculty advisors, counselors, and registration will all assist in communicating the need for reverse transfer. Faculty representatives from each discipline will participate in articulation meetings annually to update requirements for smooth transfer. A wide cross-section of faculty, staff, and community partners will be involved in the strategic planning process. Beginning in Spring 2012, advisors were asked to encourage reverse transfer at each enrollment session. Annual articulation meetings with transfer schools are ongoing. The Strategic Planning process has already begun, but the first town hall meeting will be in October Increase in degree completion. Page 34 of 46

35 Oklahoma City Community College (OCCC) Oklahoma City Community College High-impact strategies Graphic Communications associate graduates leave OCCC and proceed directly into the workforce. Professional advisory board members tell us the number of employable students can increase with a faster and more focused curriculum. By creating three new certificates in the GCOM program, (Certificate of Mastery of Photography, Certificate of Mastery of Multimedia, and Certificate of Mastery of Print Media) students will be able to show employers their ability to do the job and excel in focused skill sets. These certificates can lead directly to employment or the completion of major classes toward an associate s degree. Professor Randy Anderson is responsible for creating the curriculum. The initiative has been approved by the Department Director of Communications and the Arts and the Dean of the Division of Arts and Humanities. The three certificates will go before the College Curriculum Committee in the Fall Professor Anderson will train the part time faculty and the Department Director will oversee the implementation of the new curriculum with assistance from the Dean. Advising towards the certificates will begin in the fall of Students may begin graduating with certificates of Mastery as early as spring, Measures of success? 36 CERTIFICATES AND High-impact strategies Operation Degree Completion. In working with UCO, Rose State College and OSU-OKC a TG public benefit grant to support efforts to utilize a reverse transfer process to award associate degrees. Oklahoma City Community College Grant funds provide for a part-time graduation advisor on the OCCC campus to review transcripts from UCO students who also have coursework from OCCC and seek opportunities to award students associate degrees by reverse transfer. Director and Assistant Director of Graduations services in collaboration with administrators at UCO. A pilot project began in fall of 2011 and during FY12, OCCC was able to award 75 students with associate degrees due to their reverse transfer credits. With the addition of grant funding, the project is scheduled for full implementation in fall Measures of success? Increase the number of students receiving an associate degree or certificate at OCCC. 39 Redlands Community College (RCC) Summary: The number of available seats in RN degree programs is extremely limited when compared to the number of pre-nursing applicants, with hundreds of non-selectees annually. All of these students have taken a rigorous science curriculum just to be considered for a nursing program and, with very few additional courses, would earn degrees in the life sciences. A STEM certificate consisting of chemistry, microbiology, physiology and anatomy could act as a bridging mechanism for degree completion. Technology Center LPN to RN candidates who are not selected would also be well-served by a STEM certificate. Summary: Business majors and Native American students in RCC s NASNTI grant program currently have no certificate opportunities in the degree plan. RCC will design and deliver a rigorous business certificate to serve these student cohorts. Student may use the certificate as a pathway to business administration or the business option in the Enterprise Development/Reach Higher Program. 42 Rose State College High-impact strategies responsible Reverse Transcripting The University of Central Oklahoma is a primary destination institution for students from Rose State College. As such, it was surmised that a number of students had matriculated to UCO lacking a small number of classes which were taken at UCO. Students, refocused on the baccalaureate degree, seldom transferred those courses back to Rose State College to complete the associate degree. In the Fall 2011 semester, a pilot was undertaken to determine if this perspective was accurate. On behalf of UCO students who had attended Rose State College, 236 transcripts were forwarded to Rose State College for evaluation. Incompliance with FERPA, students were contacted to gain their permission for RSC to evaluate their transcripts and award the degree. In the Spring 2012 semester, UCO and Rose State College collaborated on a grant proposal to fund personnel to conduct the reverse transcript process from the University of Central Oklahoma. The grant was approved which will provide funding for personnel dedicated to the analysis of the transcripts received and to assist in contacting students to encourage them to complete their degrees. UCO Enrollment Management Office/RSC Reach Higher Advisor This initiative began in the Fall 2011 semester The number of degrees awarded through the reverse transcripting process will be monitored. Of the initial 236 transcripts received, 105 were eligible to receive a degree at the end of the Fall 2011 semester; 51 students needed one or more classes to complete the degree in the Spring 2012 semester; and, 80 already had documented associates degrees from RSC.
