2 Resolution Number: 2012-C069 Support New Ministries in Community Colleges Concurred as Amended Resolved, That the 77th General Convention of the Episcopal Church recognize the increasing importance of community colleges as critical places for evangelism and Christian formation, particularly among racially, ethnically, and socioeconomically diverse populations; and be it further Resolved, That to respond to this pastoral and missional need, the General Convention support the creation of two new campus ministries at community colleges, tribal colleges or other two year institutions of higher education in each of the nine Provinces of the Episcopal Church and provide training for local leaders of these mission activities; and be it further Resolved, That the General Convention direct the Office of Young Adult and Campus Ministries of the Episcopal Church, in cooperation with the Provincial Coordinators for Campus Ministry, to oversee a process for application for and allocation of grants to fund these new missions; and be it further Resolved, That the General Convention request that the Joint Standing Committee on Program, Budget and Finance consider a budget allocation of $760,000 for the implementation of this resolution. 3 Resolution Number: 2009-D077 Commend Young Adult Ministry Activities Concurred Resolved, That the 76th General Convention, recognize, commend and encourage those engaged in young adult and campus ministry in their continued work, acknowledging that the 74th and 75th General Conventions set as a budget priority the support of higher education and young adult ministries; and be it further Resolved, That the 76th General Convention, which has named Christian formation with special emphasis on young adults as a continued priority, give thanks for the work undertaken in fulfillment of the funding priorities of the 74th and 75th General Conventions, namely: Development of 12 new campus ministries, Camino: San Francisco: a young adult pilgrimage to explore the spiritual and practical implications of the UN Millennium Development Goals and alleviation of domestic poverty, Development of a church-wide network of diocesan young adult ministers, Church-wide consultations with diocesan young adult ministers and young adults to enable the Church and the Office of Young Adult and Campus Ministries to better respond with resources for young adult ministry, Continued support and development of domestic and international young adult internships, Leadership training for young adults and young adult ministers, A Conference for young adult clergy to provide spiritual and vocational enrichment, and The Young Adult Festivals at the General Conventions of 2006 and 2009 to insure and facilitate young adult participation at General Convention. 5 Resolution Number: 2006-A041 Affirm Importance of College and University Ministries Concurred as Substituted Resolved, That the 75th General Convention call upon the Executive Council and dioceses to affirm that college and university ministries are of vital importance to the mission of this Church as they are strategically located communities of young adult leaders, able to identify and respond to opportunities for mission and evangelism; and be it further Resolved, That the 75th General Convention affirm the value of developing our young leaders of the church by providing opportunities for college and university students to participate fully in the councils of the church; and be it further Resolved, That dioceses are encouraged to give campus ministries canonical status as mission congregations, when appropriate; and be it further Resolved, That dioceses are urged to plant new campus ministries, where appropriate; and be it further Resolved, That the Office of Young Adult and Higher Education Ministries and the Office of Congregational Development be directed to assist dioceses in ways that support this vision. EXPLANATION Currently there are 32 fully accredited Tribal Colleges and Universities (TCUs) in the United States, with one formal candidate for accreditation. Three are in Associate Status. These TCUs offer 358 programs in total, including apprenticeships, diplomas, certificates, and degrees. These programs include 181 associate degree programs at 23 TCUs, 40 bachelor s degree programs at 11 TCUs, and 5 master s degree programs at 2 TCUs (AIHEC). Located mainly in the Midwest and Southwest, TCUs service approximately 30,000 full- and part-time students. According to fall 2010 enrollment data, 8.7 percent of American Indian and Alaska Native (AI/AN) college students were attending one of the 32 accredited TCUs. AI/AN students constituted 78 percent of the combined total enrollment of these institutions (2010 Review of Federal Agencies Support to Tribal Colleges and Universities). The percentages of AI/AN students attending TCUs are increasing yearly. According to a study by the National Center for Education Statistics, the number of American Indian and Alaska Native (AI/AN) students enrolled in TCUs increased by 23 percent between 2001 and TCUs are both integral and essential to their communities, creating environments that foster American Indian culture, languages, and traditions. They are often the only postsecondary institutions within some of our nation s poorest rural areas. TCUs serve a variety of people, from young adults to senior citizens, and from American Indians to non-american Indians. They also serve as community resources for crucial social services and add hope to communities that suffer from high rates of poverty and unemployment. And overall, TCUs have developed programs where students are achieving. The American Indian College Fund reports that 86 percent of TCU students complete their chosen program of study, while fewer than 10 percent of AI/AN students who go directly from reservation high schools to mainstream colleges and universities finish their Printed: Monday, May 04, 2015 at 01:52 PM.
