A concentration is a subspecialty within a degree and major, which reflects that the student has fulfilled a designated, specialized course of study, which qualifies the student as having distinctive skills and training in one highly concentrated area of the major. Concentrations are formally-recognized educational designations (including the assignment of a university plan code for reporting/record-keeping purposes and appearance on the ASU transcript). Concentrations are to be distinguished from not formally recognized academic distinctions frequently referred to as emphases, tracks, foci, options, etc. Submit the completed and signed (chairs, unit deans) proposal to the Office of Graduate Academic Programs. Overview A. Provide a brief description (not to exceed 250 words) of the new concentration (including the specific focus of the new concentration, relationship to other concentrations in this degree program, etc). This concentration is for students who are interested in the DBH in order to enhance their careers but who are not practicing clinicians and do not meet the current admission requirement of a clinical license. The existing DBH curriculum is designed to improve healthcare management skills and is attractive to non-clinicians who are often employed in healthcare management or related fields. Because of this the new concentration will require relatively modest changes from the current curriculum. The 4 current core courses that are management-related will remain as core courses for the new concentration. The 3 clinical and 3 medical core courses required for the current DBH will be dropped as core courses and replaced with 6 new management concentration courses. New elective courses will be developed for the new concentration. All existing electives from the current DBH program will also be available to new concentration students. The 6-credit hour clinical internship will be replaced with a 3-credit hour management internship. Students will focus on evaluation of an existing integrated care setting, such as a primary care clinic, hospital or related setting. The 3-credit hour culminating project will also be required for the new concentration. 2. Impact Assessment A. Explain the unit s need for the new concentration (e.g., market demand, research base, direction of the discipline, and interdisciplinary considerations). How will the new concentration complement the existing degree program, including enrollment, national ranking, etc? The DBH was established as an applied clinical doctorate designed to upgrade master s level, licensed clinicians for careers in integrated behavioral care. The launch of this degree has coincided with an international focus on integrated behavioral care as New Graduate Concentration Proposals 1 of 10

2 a key component of healthcare reform. In addition to the demand for clinicians with this expertise, there has emerged a need for management professionals who can design, implement, and evaluate integrated care programs. Significant new government and private funding is being made available to pilot such programs and make them sustainable components of the healthcare system. There is significant market demand for a healthcare management concentration under the DBH degree program. From the inception of the DBH prospective students who did not meet the clinical license criteria but who did have a master s degree in a health-related or management discipline often contacted the department seeking admission. In the past six months the frequency of these calls has increased substantially and with the transition of the program to ASU Online they are now common calls encountered by the enrollment specialists. Similar to when the DBH was launched in 2009, there does not appear to be a similar degree program in the US, creating a highly favorable market opportunity. B. Please identify other related ASU programs and outline how the new concentration will complement these existing ASU programs? (If applicable, statements of support from potentially-affected academic unit administrators need to be included with this proposal submission.) The proposed concentration compliments existing ASU graduate degree programs. The only comparable degree is the Master s in Healthcare Innovation in the CONHI. The CONHI has an existing PhD in Nursing and Healthcare Innovation for which both nurses and non-nurses are eligible. The dean of CONHI is interested in interdisciplinary collaboration to develop electives that can be shared by students enrolled in each program. The Carey School of Business discontinued a similar master s degree in health management. Under the umbrella of the new ASU Health Solutions and in conjunction with the CONHI this proposed concentration offers the opportunity for innovative interdisciplinary collaboration. Based on the number of inquiries it is anticipated that this new concentration will result in a conservative estimate of 20 new students per year. A significantly greater number would not be surprising. The DBH has achieved national recognition and has been embraced by national leaders in integrated behavioral care. It is anticipated that this new concentration will achieve similar recognition. C. Is this an interdisciplinary concentration? If yes, please address the relationship of the proposed concentration to other existing degree programs and any parallel or similar concentrations in these degree programs. (Please include relevant Memoranda of Understanding regarding this interdisciplinary concentration from all applicable academic units.) This is not an interdisciplinary concentration. However, ASU graduate students from other degree programs may be eligible for enrollment in courses and faculty from other degree programs may be recruited to teach DBH courses. 3. Academic Requirements and Curriculum A. What are the total minimum hours required for the major and degree under which the proposed concentration will be established? Same as DBH: 84 credit hours (students may utilize 30 credit hours from a previously awarded, eligible master s degree) B. Please provide the admissions criteria for the proposed concentration. If they are identical to the admission criteria for the existing major and degree program under which this concentration will be established, you may attach a copy of these criteria as they appear on the departmental website, or other source (please indicate source). Please also list all undergraduate and graduate degrees and/or related disciplines that are required for admission to this concentration program. Degree: Minimum of a master s degree in healthcare, management, or a closely related field from a regionally accredited College or University. GPA: Minimum of a 3.00 cumulative GPA (scale is 4.0=A) in the last 60 hours of a student s first bachelor s degree program. Minimum of 3.00 cumulative GPA (scale is 4.0 = A) in the applicable Master s degree. English Proficiency Requirement for International Applicants: The English proficiency requirements are the same as the Graduate College requirement. Optional residency program in the form of DBH Integrated Care conference offered on annual or bi-annual basis and attendance in DBH approved national conferences on integrated care. H. Please describe the culminating experience(s) required for completion of the existing degree and major, and the proposed concentration (e.g., thesis, dissertation, comprehensive exams, capstone course(s), practicum, applied projects, etc.). DBH Management Concentration Culminating Project IBC 793 The Doctor of Behavioral Health program requires all students to demonstrate scholarly, intellectually rigorous, and entrepreneurially grounded knowledge of the challenges, processes, outcomes, or possibilities of integrating the treatment of behavioral health within a primary care, hospital, or similar setting. This demonstration is in the form of a Culminating Project. The Culminating Project is a written manuscript that provides a critical examination, inclusive of a review of current, peerreviewed and other professional literature, along with the examination and analysis of information or data, to present the justification for a management project designed to evaluate clinical, quality, financial, or other practice management aspects of integrated behavioral care within a primary care clinic, hospital, emergency room, or other approved medical treatment setting. DBH Culminating Project Considerations: The DBH culminating project must be based on a research study conducted by the student, under the guidance of the students advisor, the DBH Faculty Committee, and the students DBH Culminating Project Committee. The project is a scholarly writing and is intended to demonstrate an understanding of management topics specific to integrated behavioral healthcare. The project should demonstrate the candidate's ability to conduct an applied management research project in integrated care. The project should demonstrate the students ability to formulate a research question, conduct a literature review, conceptualize an approach to investigating the question, implement an intervention, evaluate the intervention and discuss the results. The project should also include a business plan, consistent with the behavioral entrepreneurship focus of the DBH program. The Culminating Project must be an individual project. Group Culminating Projects are not permitted. In general, it is required that the Culminating Project include collection and analysis of new or existing data. Data may be in the form of quality measures, healthcare utilization or financial data, outcome measures, screening measures, patient or provider satisfaction measures, medical record or claims data, or other survey data relevant to integrated care. The reasons for insisting on data collection as a key component include: 1. Data collection, analysis and reporting is the gold standard for doctoral thesis research projects 2. The ability to collect, analyze and report on clinical data is a key area of proficiency for DBH graduates The Culminating Project must be approved by the student s advisor, in consultation with the DBH faculty committee Approval must be obtained before the student may commence work on the Culminating Project. DBH Culminating Project Process: Students enroll in the Culminating Project Course (IBC 793) that is designed as an independent study course to provide the information necessary to complete the project. Students enroll in 1 credit hour upon enrollment, 1 credit hour when they are ready to make a formal proposal for the project, and 1 credit hour in their planned final semester in the program, for a total of 3 credit hours. 6 DBH students are assigned a Faculty Advisor upon enrollment in the program who serves as a key contact for managing the student s DBH plan of study. Students should discuss ideas for the Culminating project early in their enrolment with their advisor for feedback and guidance. In addition, the student may consult with other faculty, local or national experts who possess expertise on the topic. The student will select a Committee chair (does not need to be the assigned Faculty Advisor) and two additional members. The student will submit the initial proposal based on these guidelines. The proposal will be reviewed by the Faculty Committee. Faculty Committee approval is required before the student may begin work on the Culminating Project. Upon approval of the Faculty Committee and IRB review process, each student should work closely with their Committee Chair to implement the project, evaluate data, and complete the final report. The Committee Chair will approve and submit the final draft to the faculty committee for the culminating project defense. Please note timelines for submission of final draft, scheduling defense, and final revisions for graduation that are posted each semester. The Culminating Project Defense is an opportunity for the student to present and justify the implementation, findings, and proposed business plan to the members of their Faculty Committee. The meeting is open to the ASU community and schedules are posted for other faculty or students who are interested in attending. At the completion of the defense the student will receive immediate feedback from the Faculty Committee on the status of their project. The committee decision will be one of the following: Accepted. Project accepted as is with no additional revisions. Accepted with modest revisions by . The student will complete specific revisions and the committee will review and approve the project upon completion. Not accepted. Significant revisions or additions are necessary and the student must complete revisions and schedule a new defense. The Committee Chair will complete a Culminating Project Committee Summary Report form that documents the committee decision and specific instructions for the student. This form will be completed within one business day of the student defense. Any revisions specified by the Faculty Committee must be submitted by the due date for culminating project revisions posted for each semester in order to be eligible for final approval and submission of the proposal to the Graduate College. If a student is unable to complete revisions in time for the semester deadlines then he or she will receive an Incomplete in the Culminating Project course. The student will be able to complete the project and receive a passing grade within one year of the course in which the Incomplete was awarded. The student will receive credit and a passing grade in the subsequent semester in which the Culminating Project is approved by the Faculty Committee. The student must enroll in at least one credit hour during enrollment in the program and may enroll in a 1 credit of IBC 793 to satisfy this requirement. I. Please describe any other requirements for completion of the existing degree and major, and the proposed concentration (e.g., internships, foreign language skills, etc.). DBH Management Concentration Internship IBC 684 The goal of the DBH Management Concentration Internship Program is to enhance students academic training by providing structured opportunities for the application of healthcare management principles within the context of health care settings within a primary care clinic, hospital, emergency room, or other approved medical treatment setting. The student internship will be focused on application of management skills based on the program curriculum such as program design, implementation, and evaluation. Students will identify an internship site liaison and is expected to interact with personnel in relevant roles in the internship setting such as research, quality improvement, finance, and management. Students will consult with internship site personnel and participate in relevant meetings and related activities. Students will typically complete their culminating project proposal and data collection during the internship. For most students the internship site will be used to collect data for analysis and reporting for their culminating project. DBH Culminating Project Process Students enroll in the Internship Course (IBC 684) for a total of 3 credit hours that is designed as a management consultation course. Students will typically enroll in 1 credit hour for three consecutive 7-1/2 week course sessions and participate in a weekly small group consultation meeting led by the course instructor. Students will typically spend 8 hours per week over the course of the 3 sessions for a total of 180 hours of internship experience, plus the 22 hours of internship course meetings for a total of approximately 200 hours of internship. The student is expected to spend the 8 hours per week on site and spend this time in consultation, attending and observing meetings, and reviewing and collecting data. Students are required to document 200 internship hours to obtain their DBH degree. These hours are to be documented by each student on a weekly basis using New Graduate Concentration Proposals 6 of 10

7 a weekly activity record. The internship site liaison and other relevant personnel who are involved in observing the intern student work will complete student evaluation forms that will be used to evaluate student performance. J. For interdisciplinary programs, additional sample curricular structures must be included as appendix items to this proposal relating to students with various academic backgrounds who may pursue the proposed concentration, including expected mastery of core competencies (e.g., course work, skills, and/or knowledge). NA 4. Administration and Resources A. How will the proposed concentration be administered (including recommendations for admissions, student advisement, retention etc.)? Describe the administering body in detail, especially if the proposed concentration is part of a larger interdisciplinary agenda. How will the graduate support staff for this proposed concentration program be met? Executive Committee: The activities and requirements for the DBH management concentration program will be determined and overseen by the Executive Committee comprised of: DBH Director DBH Graduate Director DBH Assistant Director Vice Provost, Dean of University College and Director of the School of Letters and Sciences Assistant Dean, University College Dean (or delegate) CONHI Executive Vice-Provost (or delegate), Health Solutions The role of the Executive Committee is to provide oversight and review the DBH and DBH management concentration strategic planning, curriculum, admissions recommendations, and all key aspects of the program. Program Budget: The DBH management concentration budget will be managed as a component of the overall DBH program budget by the School of Letters and Sciences. Administrative support: Administrative support for the program will be provided by the School of Letters and Sciences with a planned transition to the College of Health Solutions. B. How many students will be admitted immediately following final approval of the concentration? What are enrollment projections for the next three years? 40 Students year one (enrollment fall/ spring/summer 20/10/10) 80 Students per year steady-state by year three What are the resource implications for the proposed concentration, including any projected budget needs? For Doctoral students, how will the students be supported financially? Will new books, library holdings, equipment, laboratory space and/or personnel be required now or in the future? If multiple units/programs will collaborate in offering this concentration please discuss the resource contribution of each participating program. Letters of support must be included from all academic units that will commit resources to this concentration. Resource needs for the new concentration will be rolled into the existing budget planning for the DBH program. Resource needs will include new faculty associates for new management concentration courses. Program fees: Program fees totaling $15,000 per academic year have been approved by the Board of Regents for the DBH degree and will contribute to a favorable budget variance of the program extending. Seventeen percent of the program budget will be reserved for financial aid. Administration of financial aid will be overseen by the Financial Aid Department. I was referred to you by Denise Campbell in the Graduate College and my dean Fred Corey. This is an ASU Online program. Our degree is a new applied doctorate that started in Our admission criteria require a master s degree and a clinical license (e.g., social worker, counselor). We have received a steady flow of applicants who are master s degree professionals who do not have a clinical license and who are working in healthcare management positions. They are interested in applying to our program based on the emphasis on clinical and management aspects of integrated behavioral care. In response to this demand I have received approval to offer a new health management concentration for our program. The proposal is attached. I would like to request that you review and approve the new proposal since I need to obtain this from other university programs with similar degree programs.
