3 3 Foreword We provide an excellent product It is with satisfaction that LVNL (Air Traffic Control the Netherlands) looks back on the year under review. We note that we have performed well in a period that is dominated by economic crisis. After procedures as Result-based management, More for less and Income and expenditure in balance we keep asking ourselves what we could do even better and at lower costs. More than in the past, developments in Europe make air traffic service providers themselves responsible for product and rate. Risks are not borne by the state, but by the air traffic service providers that are to have and keep their income and expenditure in balance. In the year under review we have provided an excellent, safe, economic and ecological product. Safety is the key issue and is the product of. Most significant moments of 1 January Mr Gerlach Cerfontaine was appointed chairman of the LVNL supervisory board, for a four-year period. 8 February The European Union granted FABEC a Trans-European Transport Network (TEN-T) fund of EUR 13.8 million. 8 March Together with Deutsche Flugsicherung - DFS - LVNL signed an agreement for participation in a European consortium, in order to jointly develop a new air traffic control system. This system is to replace part of the present system in Also in a FABEC context, LVNL signed an outline agreement for the implementation of an air-ground data link network. 15 September LVNL launched its completely revised corporate website lvnl.nl. 28 October LVNL officially presented a new safety system that helps prevent the threat of aircraft colliding on departure and landing runways at Schiphol: Runway Incursion Alerting System Schiphol (RIASS). 21 December The Dutch Safety Board published the final report on the departure from one of Schiphol s taxiways on 10 February May LVNL submitted proposals for the reduction of rates for the control of flights in June CEO Mr Paul Riemens was elected chairman of the administrative authority of CANSO, the Civil Air Navigation Services Organisation.

5 5 preview United we stand Cooperation In 2012, LVNL will continue to focus on cost effectiveness as well as on national and international cooperation: national cooperation within the aviation sector, in the Schiphol Development Advisory Committee ( Alderstafel ), in the Schiphol Regional Consultation Committee and with the Royal Netherlands Air Force. Internationally, it takes place in connection with FABEC and SESAR, but also with DFS, Germany s fellow organisation. Royal Netherlands Air Force In 2010, together with the Royal Netherlands Air Force, LVNL announced that the existing cooperation will be extended, in order to accommodate the military and civil air traffic services in one organisation by 2020 at the latest. This is meant to end the separation between a civil and military section of the Dutch airspace. In the fall of 2012 a big step will be made: military area control - AOCS Nieuw Milligen - will start its upper air space operations from the LVNL air traffic control centre. Aviation sector LVNL s cooperation with aviation sector partners AAS and KLM in various task forces includes monitoring the Schiphol traffic developments, drawing up market forecasts and identifying and initiating improvements in a technical-operational sense. Therefore the task forces play an important part for LVNL in the realisation of the long-range investment programme and budget that are at issue in wider-based consultations with airlines. This constructive cooperation will be continued in DFS Together with Deutsche Flugsicherung, LVNL signed an agreement on the participation in a European consortium, in order to jointly develop a new air traffic control system. This system is to replace part of the present system in The construction of one single system to be used in different European countries is a major step in the development of one single, efficient European airspace. The new air traffic control system will enable LVNL in the future to provide sufficient capacity for the further enhancement of the worldwide network of KLM and its Sky Team partners. This will enhance the transfer position of Mainport Schiphol. FABEC In 2010, the transport ministers and senior representatives of the military organisations of Belgium, Germany, France, Luxembourg, the Netherlands and Switzerland signed the agreement of FABEC states in Brussels. On the basis of this agreement FABEC will be realised in December On behalf of FABEC, LVNL is in charge of the duties of the Standing Committee on Operations and the Standing Committee on Safety. Performance Management In 2010, the so-called Performance Scheme (EC no. 691/2010) was adopted. This EU council regulation forms a major pillar of the Single European Sky: a system of performance management. From January first 2012 performance management applies to the en-route services. From 2015 performance management will also apply to the terminal services. At a national level or at the level of functional airspace blocks, the member states are to develop performance plans with objectives that are consistent with the EU-wide targets. In, the FABEC states have jointly drawn up the provisional FABEC performance plan. This plan gives an insight into the joint objectives of the FABEC members on performance areas as safety, capacity and environment. The performance area of cost effectiveness is addressed in the national performance plans. The Dutch performance plan for the first reference period was submitted and assessed by the European Commission in. It was decided that the plan meets the criteria set.
6 Preview 6 The most important quantitative objectives for the years are: Reduction of the average ATFM delay per en-route and terminal flight to one minute at most. A capacity declaration at reliability of the first inbound peak (68 movements/hour at Schiphol Airport) of at least 92.5%. Performance within the current standards of rules for enroute and runway operations. Rates In, LVNL maintained the terminal rates at the same level as in The en-route rates were increased by two per cent. In the year under review it was decided to reduce the en-route and terminal services rates as from The en-route reduction is one per cent with regard to the rate and the terminal rate is reduced by two per cent. For the period of 2012 to 2014 both rates will be applied at the same reduced level, provided that the actual traffic volume per service provider unit is not more than five per cent lower than the traffic scenario contained in the Dutch performance plan. Reduction of the fixed single rate for en-route air navigation services by 3.3%.

8 LVNL and its surrounding areas 8 Corporate social responsibility LVNL complies with the legislation and regulations in the area of corporate social responsibility. The promotion of well-being of staff and local residents of airports, economic progress with stakeholders of the organisation and minimizing adverse effects and risks for society and the environment, are high on the agenda. Schiphol area residents committee (Bas) Bas is the information and complaints centre to which local residents can address all their questions and complaints concerning the air traffic at Schiphol. Bas is a joint initiative of Amsterdam Airport Schiphol (AAS) and LVNL. Bas reports each quarter on the basis of data from the registration system. Complaints handling LVNL handles written complaints sent to the organisation by external stakeholders, in a broad sense, in accordance with section 9 Complaints Handling of the General Administrative Law Act. In, the number of complaints dropped considerably with regard to previous years. The decline was caused by the drop in the number of complaints from residents living around Schiphol. This can be accounted for by the name of the Bas information and complaints centre, which more and more takes a distinct place in the provision of information and handling of complaints on air traffic to and from Schiphol Customer satisfaction In, preparations were made for the customer satisfaction survey conducted early 2012 by LVNL. This was a repeat survey into the quality of services and customer orientation of LVNL. In an earlier survey LVNL achieved amply higher scores than the objective of seventy per cent, set by the executive board. Consultation On the basis of the statutory requirement, LVNL consults its customers in so-called user consultation meetings. In the year the theme of the consultation was the introduction of the European system of performance management. Both the national performance plan and the FABEC performance plan have been presented to the users. On 12 April, the airlines operating at Amsterdam Airport Schiphol were consulted about the LVNL budgeting process and its results. The State of the Netherlands organised a second consultation for this group of customers on 19 May. 10 lvnl s management 10 Safety One of the most important primary objectives of LVNL is the safe handling of air traffic. Since 2003 the LVNL operations management system has been certified in accordance with the ISO 9001:2000 standard. The specific safety management that is integral to this standard has been certified in accordance with the European Common Requirements for air traffic control, applicable since In, LVNL registered 4,090 reports of incidents with possible relevance for safety, compared to 3,927 in All safety incidents noted by LVNL are reported to the Civil Aviation Incident Analysis Department (ABL), residing with the Inspectorate of Transport and Water Management. In, 1,333 air traffic control (ATC) related incidents were investigated, against 960 ATC-related incidents in The increase in the number of investigations is particularly due to a growing readiness to report. In 2010 and in a lot of attention was paid to the promotion of safety. After investigation of incidents, recommendations can be made in order to prevent a recurrence of a certain type of incident. In, 39 internal recommendations were drawn up and considered. Runway incursions have always had LVNL s special attention. In spite of the declining trend that could be perceived during the past few years, the number of incursions rose to 32 in. However, the serious nature of the incursions significantly dropped over the years. This is the result of the numerous measu- res taken by Amsterdam Airport Schiphol, the airlines and Air Traffic Control the Netherlands. RIASS In, LVNL officially presented the Runway Incursion Alerting System Schiphol - RIASS. The system helps preventing the threat of aircraft colliding on departure and landing runways at Schiphol. This unique system was developed by LVNL in cooperation with the National Aerospace Laboratory - NLR - with the objective to further improve ground safety. RIASS warns the air traffic controllers in the control towers of imminent runway incursions. It is an extra addition to existing technical means and current procedures to prevent unsafe situations on runway intersections. Internal programmes LVNL is constantly working on development and adaptation of its systems, procedures and staff competences, on the basis of lessons learned from the safety management system and requirements made by customers, the supervisory authority, the legislators and the organisation itself. This is always a matter of weighing the pros and cons of the performances to be achieved, on the three basic features of the business: safety, efficiency and environment. In, three reports of the Dutch Safety Board were published that were important to LVNL. The first report discusses a near miss in December 2007, close to Schiphol Airport. The report gives two recommendations, on the basis of which LVNL presented two suggestions for improvement to the Human Environment and Transport Inspectorate. The second report of the Dutch Safety Board has been drawn up because of the strike of a Boeing 737 departing from Schiphol, with a flock of geese on 10 June The Board advised LVNL to visualize any obstacles that are possibly in the track of aircraft flying low and/or in distress, on the radar screen. The third report concerns the completion of the investigation into the departure from a taxiway on 10 February As a result of this LVNL was advised to perform a joint detailed risk analysis with Schiphol Airport, for the area where the taxiway incident took place. As a result of internal risk analyses and/or safety recommendations various safety enhancement projects were carried out. For example a new taxiway was designed for Schiphol, bypassing runway 06/24 - Kaagbaan -, in order to enable avoidance of too many crossings in the central part of the runway. An active policy was pursued to reduce the number of unauthorised penetrations of airspace, mostly by recreational general aviation. LVNL actively participates in the government programme for the reduction of bird strikes. The reduction of ground incidents, occurring for example during push-back of an aircraft from the gates at Schiphol, is expressly aimed at.
11 11 lvnl s management Safety studies In accordance with the legislation a safety study is required for each modification in the air traffic control system. In, seventeen of such studies were carried out. They included following the recommendations of the Dutch Safety Board in view of the crash of the Turkish Airlines B737 in 2009, a safety analysis on the admission of scheduled Airbus 380 flights, standard Schiphol approach routes for the Aalsmeerbaan (36R) and standard departure routes out of Lelystad Airport. International and national developments European Aviation Safety Agency (EASA) EASA prepared new regulations in a large number of areas, among which air traffic control. The new general requirements for air traffic service providers took effect, replacing the previous requirements from the European Commission (Common Requirements, EG no. 2096/2005). LVNL particularly contributes to new regulations regarding compulsory safety studies and the associated methodologies to be used. were specifically focused on the support of air traffic control services, which are to be revised because of new European regulations. Safety Maturity The new methodology to measure Safety Maturity developed by EUROCONTROL and CANSO, was first applied in It is a major leading indicator for the assessment of the company s safety level and is part of the new Performance Scheme (Ec. no. 691/2010). In, this Safety Maturity survey was conducted again and implemented by LVNL and by a large number of other air traffic service providers. Therefore LVNL s score can be compared with that of other countries. Safety Platform Schiphol (VPS) In, the Safety Platform Schiphol, and particularly the Flight Safety Expert Group, the chairman of which was supplied by LVNL, focused on the issues of Runway Incursions and bird strikes. Especially for the issue of bird strikes the VPS Schiphol Bird Strike Committee was established, chaired by Amsterdam Airport Schiphol. On the side of the government a complimentary control platform for bird strikes was established, covering the whole of the Netherlands. The Flight Safety Expert Group, the Runway Safety Team and the Schiphol Bird Strike Committee continued their activities unabatedly in. EUROCONTROL As a consequence of the restructuring of the EUROCONTROL work programme, the activities of all task forces were completed in. Just task forces with evident relevance and fitting in the EUROCONTROL work programme were started and set up again. Along these lines the EUROCONTROL Safety team has also been formed again to perform activities that The Runway Safety Team Schiphol (RST) reports to the Flight Safety Expert Group. Because of international developments within IATA and the Flight Safety Foundation, the scope of RST was extended. Apart from runway incursions as main item, runway excursions are also covered by RST s scope.
12 LVNL s Management 12 Efficiency Air traffic handling capacity In the year under review, LVNL provided both a high hourly capacity under good conditions and an optimal capacity under less favourable conditions. The latter is known as high sustainability. Use and development of the LVNL air traffic control system are geared towards achieving the highest possible peak hour capacity and high sustainability. Delays During the year under review, the EUROCONTROL Central Flow Management Unit (CFMU) registered 516,881 flights in the Dutch Air Traffic Flow and Capacity Management (ATFCM) area that had been controlled by LVNL. The average delay amounted to 0.90 minutes per flight, lower than the targeted delay of one minute per flight. In 2010, the average delay per flight was 0.94 minutes per flight. 13 13 LVNL s management Environment New Schiphol noise scheme In 2010, as part of the implementation of the Alders Agreement, a two-year experiment was initiated with a new standards and enforcement scheme for Schiphol. The scheme has been accomplished in the so-called Alders Table, in which all stakeholders have seats: representatives of the aviation sector, local and regional administrators, residents representatives and the State. The aim of the new Schiphol noise scheme is to preserve the network of connections at Schiphol. Furthermore, it must be operationally feasible and safe and, what is more, it must give local residents equal or better protection. Moreover it must not be complicated and not difficult to explain. For the duration of the experiment, monitoring reports developed by LVNL are drawn up and discussed at the Alders Table. After one year the experiment has been evaluated between times. The overall conclusion of this evaluation is that, during the first year of the experiment, the targets set had been complied with. Besides there were no violations in the enforcement locations of the current scheme. This means that the new scheme did not lead to great differences in the local noise load on the surroundings. The second year of the experiment is used to work out a number of issues in detail and to consider to what extent the line of positive results of the first year can be continued. Performance Schiphol Airport enviromental information scheme The runway operations plan period, the period from 1 November 2010 to 31 October, is the ninth runway operations plan period on which LVNL reports to the Inspectorate of Transport and Water Management, in accordance with the Schiphol Airport Environmental Information Scheme (Regeling milieu-informatie luchthaven Schiphol - RMI). During this runway operations plan period, the standard of one of the eleven environmental rules was violated. It concerned rule eleven on runway operations during the night period. The deviation relates to one single situation in which one single aircraft landed on the Schiphol-Oost runway (runway 04) at 01:40 hours during the night of 17 to 18 August. As regards the other ten rules, LVNL remained within the standards set, often significantly. The on compliance with the RMI rules is published on LVNL s website at: (Dutch only).

15 15 finance Finance The economic crisis has strongly pressured LVNL s financial position in previous years. In a reaction to this, at an early stage, the executive board has taken steps concerning the management and it raised financial means to adequately guarantee continuity having been closed with a positive result of EUR 7.8 million after a number of years that saw great losses, this achievement is even exceeded by the result of the year under review (EUR 15.6 million positive). In this context it should be noted that the 2010 result includes a discounted extraordinary one-time expense. This concerns the formation of a EUR 2.4 million provision for staff reduction by twentyeight FTEs. The budget still provided for a positive result of EUR 4.8 million. The improvement on result with regard to 2010 is mainly caused by the initial recovery in air traffic and - specifically in the en route charging zone - by an increase in rates by two per cent with effect from 1 January. The table below states a number of financial key figures for, compared to the budget approved by the minister and the 2010 financial key figures. 16 LVNL and its staff 16 Reorganisation on schedule On 31 December, the number of LVNL employees on the basis of FTEs (38 hours) was 945 FTEs (rounded off), 53 FTEs of which were inactive and 47 FTEs in training to become air traffic controllers. In 2010 the number of employees was 963 FTEs, 70 FTEs of which were inactive and 43 FTEs in training to become air traffic controllers. On 31 December, the formation was FTEs, which is 2.89 FTEs lower than the situation on 31 December In, the reorganisation initiated in 2009, which was aimed at a reduction by one hundred FTEs, was completed successfully. The activities aimed at job to job guidance proved not successful for ten employees. Unfortunately, in April, this led to the redundancy of these staff members. A second reorganisation, aimed at the reduction by an extra twenty eight FTEs before January first 2015, was initiated in It is expected that this reorganisation can largely be achieved by means of (semi) natural staff turnover. In, the reorganisation progressed according to schedule. Air traffic controller shortages LVNL still has to contend with a shortage of air traffic controllers. Although this does not jeopardize the continuity of our primary process, it means that the essential deployment of operational experts in other areas such as training, major projects and such, is under pressure. Therefore the necessity to gain on this actual shortage remains in full force and, due to the sharp increase in natural staff turnover, it will only grow in the years to come. In the year under review, the air traffic controller training yielded sixteen candidates for the on-the-job training: eight for Schiphol Tower/Approach Control, four for the Area Control Centre (ACC), two for Maastricht Aachen Airport, one for Groningen Airport Eelde and one for Rotterdam The Hague Airport.
